The purpose of the present study was the pathology of outsourcing challenges of civil registration service in Bushehr Province. It is positivist in terms of paradigm, applied in terms of purpose, and descriptive survey in terms of type. The statistical population consisted of experts from the General Directorate of Status Registration of Bushehr province. This research was performed in two stages and in a mixed manner. Firstly, outsourcing challenges were extracted by analyzing scientific sources. Afterward, by forming a focus group and consulting the experts of the Civil Registration Organization, the ultimate indicators were prioritized through the Fuzzy method. Secondly, the extracted components and indicators were examined and ranked using the hierarchical technique. The research tool in both stages was a researcher-made questionnaire whose validity was confirmed by professors and experts in this field, and its reliability was evaluated and confirmed using the incompatibility rate (0.025). Findings in the first stage revealed that 19 out of 31 indicators are of higher weight for entering the second stage of the study. These indicators were divided into four general components: risk of duty, employees’ demotivation, devaluation of the organization, and diminishing control. Results demonstrated that diminishing control with a 0.367 score, duty with a 0.237 score, devaluation of organization with a 0.204 score, and demotivation with a 0.191 score were in the first to fourth places.

The importance of citizens’ perception and attitude toward state’s performance needs broad studies in this field. Various studies are conducted on citizens’ perception and attitude toward state, most of them have considered inefficiency of the state. A few studies addressed negative perceptions and attitudes toward public section while not related to state’s inefficiency. Present descriptive – correlational paper aims at studying the relationship between bureauphobia and Perceived national resilience. To this end, by surveying the citizens through a questionnaire, the phenomenon of bureauphobia and Perceived national resilience was identified. Then the relations between both variables were investigated. Research population consists of all 18 – 70 year-old citizens who had gone to public organizations at least one time in past year to receive services. Data was analyzed by drawing table and Chi2 test. The results suggest that distrust to states and employees in public section are not only related to the performance of public services and 31 percent of respondents have bureauphobia. Likewise, 31 percent of respondents had negative Perceived national resilience on threats. Finally, findings indicate that there is a significant relationship between Perceived national resilience and bureauphobia.

Transformational leaders need a high degree of political intelligence in order to be able to compatible with the covert and overt resistance to change in a proper manner and facilitate the change. The influence and power of the leaders assist them towards generating a change in employees and the organization and helps to achieve the goals of the organization. Therefore, the purpose of the current study is to investigate the political intelligence of the leaders in managing and directing the organizational changes. In the present article, the effect of a transformational leader on organizational changes, with the mediating role of political intelligence in governmental organization in Guilan Province has been studied. Therefore, firstly, the research hypothesis was written based on a review of the theoretical basis, and then the data was collected by a questionnaire. The research sample includes the governmental organizations in Guilan. From this sample, 64 governmental organizations were chosen randomly. The present article is an applied research and the method of research was descriptive measurement and the data was collected by field methods and for data analysis, structural equation modeling and partial least squares (PLS) algorithm was used. The results indicated that transformational leadership with the mediating role of political intelligence affects the organizational changes. Increasing the perception of political change of the leaders, increases organizational success, decreases stress and improves foreign relationships.

Cynicism about organizational change is defined as pessimistic viewpointon successfulness of change efforts that can be a barrier to success of change plans. Present research aims to study cynicism about organizational change in PNU of Markazi province besides paying attention to environmental and personality traits factors. The serious important factors that are identified as cynicism incentive are hostile personality, violation of psychological contract, organizational justice and participation in decision making. It is supposed that the first and second variables have positive effect and other two variables have negative effect on the phenomenon of cynicism about organizational change. Results of structural equation model among 143 employees of PNU in Markazi province indicated that all four variables have significant impact on phenomenon of cynicism about organizational change and generally can explain 61 percent of variance of cynicism about organizational change. Organizations require different resources to keep up their survival and for optimum usage of these resources; they should become equipped to some abilities and fortify them. In viewpoint of managers, ability is organization's power for expanding capacities and tolerating limitations and inadequacy to achieve determined goals. The aim of this research is counting mechanisms that lead to organizational abilities improvement in public sector of Iran and prioritizing them according to their importance. The research is a mixed research; the means of interview has been used at the qualitative phase and the questionnaire was used at the quantitative phase. These mechanisms were ranked in terms of importance level by presenting a kind of classification of organizational abilities' improvement mechanisms. These mechanisms are as below in the manner of priority: mechanisms of psychological, processing, political and financial at the first rank: Mechanisms of human, culture, social and technological at the second rank and structural mechanisms at the third rank.

Although the term Entrepreneurship has been shaped and nurtured first time in the business area in the literarature, but today we can see it’s entering to the area of public services. One of the promotion of this attitude, is the creating of reinventing government theory. In the present study, we decided to test the effect of injecting the mentioned theory in the public sector of Iran. For doing this, a fundamental research approach and Delphi techniqe, as well as confirmatory factor analysis and structural equation modeling to assess construct validity was used. Delphi panels formed of 15 executives from administrative division population and academic faculty, consists of 15 members. For designing the primary questionnaire design, dimensions and variables was extracted from the theory. after 3 rounds of the Delphi, by eliminating the 5 variables of the 10 variables and adding 3 local variables, the 8 variables and 67 indicators of the final model were defined Variables include: community-opened, market orientated, mission-oriented, customer-driven, decentralized, promoting professional ethics, development the social justice and Jihadian management.

The imbalance between responsibility and authority means disregarding one of the most important principles of delegation that, given the implications of this issue for the individual and the present research organization, seeks to identify its various dimensions and explain the balancing strategies by analyzing this phenomenon. The strategy used in this study is grounded theory based on emerging approach. The study population consisted of managers of public organizations in Mashhad, among whom 19 were selected through targeted sampling method to reach the theoretical saturation.The research tool was a semi-structured interview. MAXQDA qualitative analysis software was utilized to analyze the data, and open, axial and selective coding processes were usesd in this regard. The accomplished analysis using continuous comparisons in the actual and theoretical coding process showed 193 codes, 72 concepts, 16 classes, and 6 categories, which led to the final model of research on the axial category, named the imbalance between responsibility and authority. Then, the final model of imbalance management which is lucrative to decline negative imbalance consequences and empower its positive results was designed with the help of individual and organizational strategies.

In spite of various designed models to assess performance of the sub-departments of Mashhad municipality, there is not a model that can consider the organization's natural differences sides together with their performance sides. Hence, the aim of this research is designing a model that considers the factors which are out of control of affiliate organizations that are effective on their performance besides presenting performance indices. In another words, the research is intended to answer the question that which internal and external factors affect on performance of affiliate organizations to Mashhad municipality indeed and what is the part of each one? The research is an applied research in terms of purpose and is a qualitative one in terms of gatherind data. In order to take the experts' ideas that included managers of all organizations and affiliate organizations to Mashhad municipality (14 organizations and 6 affiliate agency), Delphi method was utilized. The ultimate designed model included 7 indices of financial clustering, 2 indices of customer clustering, 5 indices of process clustering, 2 indices of growth clustering, 7 indices of financial performance, 4 indices of customer performance, 7 indices of process performance and 7 indices of growth performance. This research helps top managers of Mashhad municipality that how they can monitor the performance of affiliate organizations regarding natural characteristics of each of them.

The aim of this research is to design a model for managing intergenerational conflicts among employees of the South-Iran Line Shipping Company. The current research is fundamentally oriented and exploratory in nature, using a qualitative approach. The research population consists of human resource management professors and managers of the South-Iran Line Shipping Company who were purposefully selected. This research utilized a data-driven approach, conducting interviews with 22 experts and scholars in the field of shipping, during which 436 open codes, 130 sub-themes, 18 main themes, and 6 core themes were extracted and identified using MAXQDA 2020 software.The results indicated that managerial and behavioral conflicts, structural conflicts, environmental (external to the organization) conflicts, and personal conflicts of employees are among the primary causes of intergenerational conflicts within the South-Iran Line Shipping Company. Additionally, the solutions and strategies proposed by experts include effective communication, cultural change, incentives, and conflict management. These solutions should be implemented considering contextual conditions such as organizational culture and structure, employee challenges, laws and regulations, and the weakness of the employee performance evaluation system. Moreover, among facilitating factors such as staff empowerment in reducing and eliminating negative conflicts and outsourcing to private sectors, these factors can make the implementation of solutions easier and faster. However, to achieve more desirable results, it is essential to address challenges and obstacles to resolving intergenerational conflicts, such as not utilizing modern leadership styles and dealing with significant age differences among colleagues.

The purpose of this study is to provide a behavioral entropy pattern in the organization. This research has been carried out in the framework of qualitative approach and using the research methodology of the Foundation. Data collection tools were semi-structured interviews and interviews were conducted using a targeted sampling method with 23 senior and middle managers of Isfahan municipality and academic experts familiar with organizational issues and organizational behaviors. Data analysis was performed in three stages: open coding, axial coding and selective coding. Based on this, a qualitative research model was designed. In this model, the most important causative factors were individual, organizational and environmental factors. The main phenomenon in entropy was the behavior of organizational injustice. The underlying factors included lack of organizational transparency, inappropriate socialization, lack of comparative leadership and organizational culture. The results showed that the weakness of communication systems, the silence of managers against the hackers and the hypocritical behaviors of managers and employees are the most important factors in intervention. Based on the results of the justification, the escape rule and the non-emotional-mental conflicts are the strategies of individuals in behavioral entropy. Finally, the entropy consequences of behavior were categorized in the form of five individual, organizational, group, family, and environmental consequences.

The matter of intuition and intuitive decision making has attracted increasingly attention in scientific gatherings and research as an effective factor on management all around the world. Present research is based on the grounded strategy and it has identified the Islamic factors and components that are effective on managers' intuition and their decision making besides explaining intuition. The factors were identified through studying and prudence in Holy Quran and with concentration on sign's commentary. In order to avoid non-specialized understanding, Almizan exegesis has been put on the research basis. According to extracted concepts and theorems, the research theory was made based on divine outlook and the concepts of intuition have been explained in this framework. What arises from intuition's concept out of Quran is that "intuition is a spiritual power and superior to reason. Results explained intuition in frame of inspiration, heart sight, faculty of distinction and divine light. 22 components were extracted that were classified in two groups of deterrent and propellant using the ideas of experts of university and Howzeh. Based on Islamic basis, the effectiveness of these factors on intuition is certain, undeniable and fundamental.

This study aimed to investigate the impact of customer mistreatment on Mallet Bank employees’ retaliation in Mashhad, Iran. In this regard, the impact of customer mistreatment on emotional dissonance and emotional exhaustion was investigated. Also, the influence of these variables on employee retaliation by considering the moderator role of supervisory support climate in the relationship between emotional exhaustion and employee retaliation were evaluated. This study is applicable, descriptive and analytic survey. In this respect, a questionnaire was used to collect data. Confirmatory factor analysis and Cronbach's alpha coefficient were used to assess validity and the internal consistency of the instrument, respectively. To investigate the effect of independent variables on the dependent variable, the method of structural equation modeling in AMOS software was used. Subsequently, multiple regression analysis was conducted to investigate the effect of moderator role of supervisory support climate. Findings revealed that customer mistreatment has a significant influence on both emotional dissonance and emotional exhaustion. Emotional exhaustion has a crucial effect on employees’ retaliation. On the other hand, emotional dissonance on employees’ retaliation has an insignificant impact. The moderating role of supervisory support climate in the relationship between emotional exhaustion and employee retaliation is also confirmed in this study.

Universities are facing various environmental challenges that threaten their existence and survival. The main aim of this research is to present an effective model for improving adaptability capacity of Payame Noor University. In present study, the Grounded theory was used to analyze data. The present study was designed to design a model of performance management in the public sector of the country in two phases of design and evaluation of the model. In this section, the model was designed in a qualitative manner by carrying out semi-structured and in-depth interviews with a sample of 11 experts and analyzing the themes of their interviews. The sample of the qualitative section of this research is selected in terms of theoretical saturation and is targeted by selective sampling method. The data collected in this section was confirmed using Amos software analysis and exploratory components of the model through confirmatory factor analysis. In the quantitative stage, 60 managers and expert experts of performance appraisal offices were selected by 20 ministries and national organizations and 31 provincial units of the organization of management and planning without sampling. The model was evaluated through five indexes of simplicity and ease of use, applicability, completeness, accuracy, innovation by using a standard questionnaire whose validity and reliability were confirmed. According to the findings of this research, access to an optimal model that can cover all aspects and requirements of public sector performance management around the policies and with the separation of the role of each of the effective actors. This should be done with consideration of the role of each actor and their activities. ; Besides determining outcomes or immediate results, mediation and, ultimately, the strategic outcomes of each actor while paying attention to the components and relationships between these sectors.

Today's successful organizations have recognized the importance of strong leadership that boosts and maintains the long-term productivity of employees and managers. The lack of managerial readiness for higher business because of lack of required skills and knowledge has also led organizations to think about designing a system of planning and Manage your successor. The purpose of this research is to present a comprehensive succession model in the headquarters with a committed strategy approach to the Imam Khomeini Assistance Committee. The research method is descriptive and exploratory. The data was collected by interview and questionnaire. Validity of the questionnaire was confirmed by the opinions of the professors and Cronbach's alpha for all questions was higher than 0.7. The statistical population of this research is the headquarters of the Committee of Rescue of Iran, which is 600 people. By the Cochran formula, 234 people were identified as the statistical sample. In analyzing data, exploratory factor analysis was used through SPSS software. This study examined 8 indicators and measures and the results of these indicators showed that the dimensions of technology, individual competencies, supportive leadership, human resource planning, financial strategy, staff identification and training, organizational structure and policy, and greater transparency of the system had an impact on A comprehensive map of successors was among the Chief Executive Officers of the Imam Khomeini Relief Committee.

This study aims at developing an appropriate model for organizational rumor management in public organizations. Payame Noor University (PNU) was selected as the case study of this research. As it is a countrywide university with a variety of cultural backgrounds, it can be a good sample as a case study for this purpose. The research method is applied and descriptive-exploratory with a mixed-method approach. In the qualitative section, 30 experts were selected as Delfi Panel who were selected through snowball random sampling. In the quantitative section, the statistical population consisted of all managers of the university among whom 406 were selected through systematic counting from all PNU centers in addition to the international center and main campus. Reviewing the related literature, 50 strategies were extracted and became the basis for designing the questionnaires in three phases of the Delfi procedure. The reliability of the Delphi stages was calculated by Cronbach's alpha formula and the validity of the questions was evaluated through construct validity. Using exploratory factor analysis, 47 strategies were categorized into 9 groups that form the conceptual model of organizational rumors management at Payame Noor University: organizational health, information vaccination, rumor clinic, systemic justice, link building, glass organization, group orientation, organizational reconstruction, direct confrontation.The results of the research show that all 9 main components of the model include Organizational Healthing(0/76), Information Vaccination(0/83), Rumor Clinic(0/64), Systemic Justice(0/52), Link Building(0/67), Glass Organization(0/57), Group Orienting(0/44), Organizational Reconstruction(0/54), Direct Confrontation(0/67) have an impact on the organizational rumors management in Payame Noor University, and 0.72 variance of the Organizational Rumors Management are explained by the variables mentioned in the model.

In this research, a set of foresight methods including six pillars of future, trend analysis, expert panel, environmental scanning, and scenario writing have been used. The results showed that four major drivers, that is, 1- Relationship of the country with the global village, 2- Internal political tensions and resulted insecurity, 3- Gas company privatization, 4- Gas export, will affect the future of the Gas Company work environment. Based on the different combinations of these four drivers in the scenario planning software (scenario wizard) and the use of a scenario-based approach focusing on critical uncertainties, the story of three scenarios of 1. double effort in green state, 2. one to shore, one to nail in yellow state, 3. trying to survive in the red state, has been prepared. Finally, according to the provided scenario, suggestions for implementation were presented.

This study aimed to investigate and monitor the mediating role of career path development in the relationship between the reduction of perceived organizational justice and the glass ceiling. The research was descriptive-causal in terms of nature, applied in terms of purpose, and fundamental in terms of type. The data were collected by using questionnaires. The statistical population was all female education employees of Hashtgerd city, among whom 316 were selected through a random sampling method according to Gorjesi and Morgan tables. The confirmatory factor analysis to analyze the data and used path analysis of structural equations were applied to examine path coefficients with the help of Amos Graphics software estimates. According to the results of the path analysis, the overall effects of decreasing perceived interactive and procedural justice, career path development, and decreasing perceived distributive justice on the glass ceiling were significant, and they could explain only 20% of the changes in the dependent variable. By comparing the beta coefficients, it can be said that the glass ceiling is affected more than anything else by the reduction of perceived interactive and procedural justice.

In today's management world, some leaders, due to having a self-centered and arrogant personality and being in a position of power, use less of their mental abilities and capabilities over time and have little mobility, which over time reduces their intellectual capacity. In fact, these people, after coming to power, suffer from short-sightedness and irrational domination, which results in weakness in the intellectual activities of leaders, especially in their decision-making. The present study aimed at understanding the effective factors and consequences of the leader's Huberris phenomenon. This study was developmental with a qualitative and quantitative approach. The statistical population of the study was experts who were selected using the snowball sampling method based on the principle of theoretical adequacy. The data collection tool was a semi-structured interview in the qualitative part and a questionnaire in the quantitative part. The coding method and Atlas.ti software were used for data analysis in the qualitative part and dimittel fuzzy method was used for quantitative analysis. The results indicate that irrational dominance, power paradox, delusional perception of genius and personal knowledge, cerebral immobility and laziness, arrogance and narcissism, and personality and behavioral disorders are the most important factors shaping the phenomenon of Hubris leaders in public organizations. Also, the centralization of decision-making, arrogant leadership, exploitation of human resources, authoritarian management, and reducing the motivation and commitment of followers and subordinates are the most important consequences of the Hubris-leaders phenomenon in public organizations.

The strategic plan of nanotechnology development in the 1404 vision was passed with the endeavor of the national Nanotechnology Development Staff. This document includes 52 executive plans, which are to be implemented by various organizations. Making policy for the commercialization of nanotechnology is a complicated and unstructured issue in which various stakeholders participate. Regarding the complexity of nanotechnology commercialization policy making along with the role of human factor in it, soft systems methodology (SSM) is used as the research method. In this research, using soft systems methodology (SSM), the unstructured issue of nanotechnology commercialization policy making was defined initially. After defining the scope of the issue, an enriched image of different actors and their interests was depicted. Then, using CATWOE, the fundamental definition of nanotechnology commercialization policy making was defined. In the next stage, the developed model was compared with the real world. After that, desired changes for the development improvement of the new system were identified. Finally, applied plans for operationalizing the changes were proposed to the stakeholders and incumbents dealing with the issue, hoping for improving the function of the system and enhancing the effectiveness of the process of commercializing nanotechnology policy making.

This research aims to provide a comparative study on the structure and functioning of Payame Noor University with open universities abroad and to know about similarities and differentiate them in order to design the optimal structure in the future. The research method of this study is a comparative study method that has been studied by the Payam Noor University and five open universities in the world (England, Canada, Malaysia, China and Indonesia) based on components and indicators of structure and operation. All universities studied use open and distance education. The Open University of China, due to its high population, has the largest number of students, and equally has the largest number of staff and faculty. In this comparison, the UK University ranked 313 in the world's best position, and then the Payame Noir University of Iran ranked second in the study. : In terms of the structure of Payam Noor University, it has a hybrid structure. But other open universities studied more than two-part structure. Payam Noor University, with a high degree of recognition, has relative concentration and complexity compared with five open universities. All universities have more organizational agility than Payam Noor University, given the number of centers, faculty and staff, staff ratios, and levels of hierarchy. Therefore, it is suggested that the design of a desirable structure be tailored to the needs of the university in line with its mission and objectives and tasks.
