The right to command has a direct relationship with how it is implemented in the organization, so that if the commands are issued but not implemented, the organizational performance is reduced. This study was conducted to provide a dynamic model for the development of the HRM area. The present study is an applied and descriptive-causal study with a mixed (quantitative-qualitative) approach. The research community is Iranian Public Agencies and according to the special conditions, 50 experts were selected form Organization managers and university professors. In the first stage using in-depth interviews, after identifying the key variables, causal relationships and circles are identified and the causal model is designed and validated. In the next step and after designing the flow model, a questionnaire was used to reach the experts' agreement on the parameters of the flow model in the form of Delphi technique. In addition to in-depth interviews and the Delphi questionnaire, another questionnaire was used to collect data to identify the current situation of the HR admission area and the validity of the questionnaire was confirmed by experts and its reliability was confirmed by Cronbach's alpha (0.78).The obtained data are analyzed in the form of scenario writing based on the systems dynamics approach and using Vensim software. Overall six scenarios were considered, among them the scenario of "increasing commander acceptability with behavioral improvement" was identified as the best scenario and the "improvement of commander characteristics" scenario was identified as a weak scenario. Also, three scenarios were considered as compensatory scenarios

Given the dependence of the organizations to the workforces and because most of the hiring process is performed through knowledge-based exams, the lack of focus on personality characteristics in hiring personnel has turned to a fundamental weakness in organizations. One of the most important personality traits of employees in organizations is people-orientation. People-orientation has several components which makes it necessary for organizations and institution's hiring system to construct standard tests to measure it. So, the purpose of this study was to construct and standardize the people-orientation test for employees of Maskan Bank. To achieve this goal, a questionnaire with 22 items was constructed. To identify problems, the test was validated by a group of psychologists and specialists, and after evaluating the data, two weak items were deleted. Then the test was piloted on 50 subjects and some of the items were changed, and the final test was prepared. The research was a descriptive survey study and the final subjects were 1176 employees of the Maskan Bank all around Iran, 200 of whom completed the standardized Service-Orientation Test (Rashid, 2012). The findings showed that the constructed people-orientation questionnaire measures three factors: responsibility, empathy, and extraversion. The reliability of the questionnaire by the use of Cronbach's alpha method was 0.85. Also, the questionnaire had a high correlation with Service-Orientation test (0.76). According to the reliability and validity of the questionnaire, it can be said that it is a good tool for assessing people-orientation in employees.

The emerging wave of convergent technologies (NBIC) that is derived from combining four advanced technologies (Nano-technology, Bio-technology, Information technology & Cognitive sciences), would have a rich and revolutionary impact on all human constructs such as organization and administrative system. The present study seeks to foresight the presence of technological convergence in Iranian administrative system by identifying and prioritizing the factors affecting this flow. This qualitative & descriptive study uses “Environmental Scanning” technique to identify the factors affecting technological convergence in administrative system and then these factors are prioritized, by “Social Network Analysis” technique and UCINET software. Then, by selecting two main factors and using the scenario-building technique, the future scenarios of Iranian administrative system is drawn. Findings show that the conceptual network of factors influencing the convergent administrative system in Iran consists of seven main elements. Among these, the two factors of "technological capacities" and "political environment" were selected with the highest value of degree centrality and betweenness centrality indicators as priority factors. Finally four scenarios for the future of technological convergence in Iranian administrative system were designed (including pivot / follower / isolating / silent), by analyzing the interaction of uncertainties related to these two factors. The study shows that Iranian administrative system will be affected by NBIC, But the quality of this affection is depended on political conditions and technological capacities.

The separation of efficient and experienced employees may lead to substantial losses for an organization. Regarding direct and indirect costs of employee separation and the importance of employee role on an organization's performance, this research proposes a novel Employee Separation Management (ESM) model with a focus on public organizations by using a mixed approach. Therefore, in this practical-exploratory research, data were collected through interviews and questionnaires. In the qualitative phase, 18 semi-structured interview rounds have been carried out with experts and managers of presidential administration by using the Snowball sampling method and the conceptual framework of the ESM model has been developed based on a thematic analysis. In the quantitative phase, after determining the statistical sample size by using the "Hair" method, 200 questionnaires were distributed among the statistical population and the proposed model has been validated based on the Structural Equation Modeling using the partial least squares approach. Environmental conditions, strategies, organizational, and contextual factors as well as behavioral aspects and human resource functions are found to be the key dimensions of the ESM model that may have individual, organizational, and social impacts. With a GOF value of 0.772, the Structural Equation Modeling indicates validity and strong modeling fit for the outcomes of the proposed model.

What politician learn in practice and thus learn a lesson, policy makers experience in the policy laboratory! Also, what developing countries experience in policy implementation and performance at exorbitant costs is what developed countries learn in the policy lab! The present study, considering the consequences of untested public policy implementation and comparing their various possible harms, considering the possibility of their initial testing in the laboratory environment and preventing various costs of implementing immature policies, emphasizes the need to the public policy test prior to the approval and implementation of public policies. This study deals exclusively with the executive branch and considers the bottlenecks of the policy test in that branch; The bottlenecks that cause many public policies to increase problems and problematic areas of society instead of solving problems and de-problematizing them from the public sphere.

In the world of competition, manpower can be the most important advantage of an organization and the main factor in developing and increasing performance in the collection. Organizations are just trying to create the best facilities for maximum performance and effectiveness. In some organizations, despite the efforts of the organization to provide the necessary facilities for employees, not only the performance does not increase; On the contrary, the phenomenon called organizational climate inversion is spreading in organizations. This study tries to identify the factors affecting the inversion of the organizational climate. The present study is descriptive in terms of developmental purpose and survey method in terms of method of data collection; It has used fuzzy Delphi and Exell software to analyze and achieve its goals. The difference of less than 0.2 between the definitive mean of stages 1 and 2 and the high degree of consensus of experts on the effective factors confirm the validity of the factors being measured. Given that this research has been done to develop a new theory, we have tried to use fuzzy Delphi, experts' opinion to reduce ambiguity about components and factors and increase the validity of selected factors. The results show that 19 factors affect the inversion of the organizational climate. Based on the results, increase in the of the organization's hardware factors has been identified as the most important factors affecting the inversion of the organization's climate. It is recommended that facilities be calculated and assigned to specific individuals to prevent organizational inversion.
