This study aimed to present a model of educational leadership based on aesthetics in Iranian public universities from 2019 to 2021 with a qualitative approach. In this applied-exploratory research, the data collection tool was an interview. The statistical population included all experts from public universities and 13 people were selected as a sample of statistics by the snowball method. In the open coding step, 952 initial codes were extracted. In the end, 123 concepts were explained in the form of 33 sub-categories or components, and 10 main categories in the form of 6 categories formed the paradigm model of educational leadership based on aesthetics. In the proposed model, the beautiful educational leader became the center of gravity of the paradigm model with samples of the leadership of mind and emotions, beautiful educational behavior, the spiritual look and insight, and adornment. Individual capacities and atmosphere of the university as causal conditions; institutional-organizational capacities including structural and process factors, culture, professional human resource management, and university image as the dominant platform; factors derived from the macro environment and cultural and stereotyped barriers and structural barriers as intervening conditions; socio-cultural strategies, educational-promotional strategies, modeling and honoring aesthetic leaders, reviewing and modifying programs along with strategies for streamlining, and beautiful bureaucracy as model actions and interactions; and ultimately creating a beautiful growing university, achieving personal maturity, and social development are the consequences of this model.

Today, with the progress of societies, huge changes and transformations have occurred in various dimensions, which have caused the swelling of governments and their organizations. Thus, most countries are looking for effective solutions in this field, of which decentralization is one of the most important ones. The main purpose of this study was to identify and explain the major and effective components in the decentralization of administrative affairs of public organizations. It examines the issue using a mixed method approach with a partially mixed sequential dominant status design in three qualitative-qualitative-quantitative phases. In this research, three methods of "systematic review, thematic analysis, and survey" were used, respectively. The main tool was an interview in the qualitative phase and a questionnaire in the quantitative phase. A total of 12 experts in the qualitative phase and 31 people in the quantitative phase were used to extract information and data. Based on the research results, in the first phase (systematic review method), 19 articles were selected and reviewed to determine thematic axes. In the second phase, 163 indicators were identified using the thematic analysis method, from which 37 basic themes, 17 organizing themes, and four global themes were extracted. Based on the results of analyses, the components can be identified in accordance with the comprehensive plan to reform the administrative system which can be effective in eliminating the gaps and failures in this base.

The purpose of this study was to investigate the effect of managers' professional ethics on the protection of human rights. This research is a descriptive survey based on the application of the purpose and the method of data collection. The statistical population of the study is all managers of state universities in the northwest of the country, with 312 people. The sample size was determined on the basis of Cochran's formula of 172 people and stratified random sampling was used for sampling. Standard questionnaires for professional ethics of Kadors and the protection of organizational dignity were collected. The Kolmogorov-Smirnov test and linear regression were used in order for investigating the relationships and influence of variables in the conceptual model. The results of the research showed that the professional ethics of managers and its dimensions: accountability, supremacy, honesty, respect for others, respect for values, respect for justice and justice, commitment, sympathy with others, and loyalty to the protection of influential human rights is ineffective in protecting human rights. The results of Friedman's test also showed that among the dimensions of professional ethics of managers, the observance of justice and fairness is ranked first in terms of impact on the protection of human rights

Due to the importance of human resources, today's organizations are competing to attract and retain human resources over the provision of welfare programs and the attention of staff. They invest and strive to implement and improve employee supportive programs & as much as possible Provide appropriate facilities and amenities to staff. This article focuses on non-compliance to the law and creating commotion by some clients of governmental organizations in order to achieve their personal goals. The purpose of this article is to explain this widespread and emerging problem in the form of a theory known as Commotion-Goal Theory. To design a conceptual framework, the grounded theory was used. Data collection instruments consisted of "exploratory interviews" and "observation". 14 of the managers had at least five years of work experience were selected for interview. For choice of them the purposive sampling and snowball method was used. Also 9 of anarchic clients of some organization were observed and semi-structured interviews were conducted with them. The adequacy of the sample was achieved by theoretical saturation. Over two rounds, the creditability of model was discussed by "focus group" of 12 elites and theoreticians. The designated framework for Ccommotion-Goal Theory is supported literature. The results indicate that 5 factors affects commotion-seeking behavior and 7 intervening variable either strengthens or weakens goal achievement via commotion. According to the results, managers can adopt two approaches to control commotion: improving and removing causal factors of commotion and controlling intervening variables. Finally, to test the proposed framework and the applicability of the theory, certain hypotheses are proposed to be tested by other researchers.

Nowadays, advances in human knowledge have also influenced marketing, with the emergence of a new field called neural marketing. In this way, it is believed that the study of the biological and physical brain is the most important way to understand the behavior of the buyers of the product or service. The purpose of this study is to design a model for attracting clients with a nerve marketing approach to attract customers in the bank. To achieve this goal, qualitative methodology has been used. The process of collecting and analyzing data in three stages including open coding, axial coding and selective coding led to the selection of categories. Generally, in the coding stage, 55 open source codes were identified. In the open coding step, the data was collected through a visit to the branches of the banks, observation of various processes in providing customer service, negotiation and interviews with banking experts, managers and experts of the bank. In the central coding step, 36 concepts were formed as the concepts of research. Finally, there were 9 items in the selection process using the Farsi constant comparison of categories. In this research, the participants' viewpoints are the implementation of neural marketing and its use as a tool to increase the attraction of customers in banks.

The globalization of competition between organizations and companies to deliver their products and services has forced them to join the global market. One of the important tools of information and communication technology, which plays an important role in the integration of information in the organization and is a major requirement for joining the global markets, is the Enterprise resource planning systems (ERP). This system is now considered to be the most recent and most effective resource planning tool for the organization and includes an integrated information, engineering, and management system that meets all the needs of an organization with a process orientation (towards the goals of the organization and integrating all operations). ERP, with a different look, shifts the process of shifting all organizational activities from task to task cycle. Implementing ERP in addition to costly and time consuming, by making fundamental changes to the processes, creates tensions in most parts of the organization, which if implemented by the organization without noticing the problems and challenges they face when implementing ERP, Definitely will fail. Improving the decision-making and performance of the country's government organizations requires the necessary mechanisms to benefit from previous experiences, which is known as organizational memory. This study is an applied-developmental research conducted to design and validate the model of organizational memory in government organizations of the country. In the qualitative part, the underlying factors and their relationship patterns were identified using the grounded theory method. For this purpose, an interview was conducted with 18 managers of the country's macro-policy and program organization with the purposeful sampling method. After designing the research paradigm, the partial least squares method was used to validate the model. In this section, a questionnaire tool was used to collect data, and the views of 93 managers and related experts were used with the stratified sampling method. The results of this research showed that the central category of organizational memory consists of four cognitive, descriptive, procedural, and behavioral memory factors. Knowledge management provides the background and conditions, and things like the upstream documents of the system play an intervening role. Organizational learning, continuous improvement, and existing facilities play a causal role. Finally, the results have shown that organizational memory, if accompanied by the adoption of necessary strategies at the individual and organizational levels, can provide the conditions for improving job and organizational performance and ultimately increase client satisfaction and organizational productivity.

Policy making in a deep view framework can be considered as macro and national management encompassing planning, implementing and evaluating different projects in economic, political and cultural domains to achieve various goals in target geography. Hence, policy can determine the destination and perspective of a society at the current world. At the current competitive world with different competitors with mainly conflicting approaches, policy making includes high sensitivity. Designing and codifying a desirable policy would be formed with the purpose of dynamicity and growth of an institute and entrepreneurship is one of the inseparable issues for improvement and prosperity of the institute. As economy of countries with underground resources is tightly connected to this industry, this study has tried to investigate, identify and introduce stimulating and preventive factors and indices in this field to present a novella and effective pattern in oil and gas industry, so that entrepreneurship as tangible need of countries can achieve adequate degree of productivity. This study has emphasized concept of entrepreneurship policy making in oil and gas industry and has introduced 4 main aspects, 10 secondary aspects and 61 effective factors in this field. Moreover, using obtained indices and components, a causal pattern is introduced and position of each index and factor is specified in stages of policy making and entrepreneurship process.

Today, human resources need training more than ever. The research aims to provide a model for training human resources in the Isfahan Municipal Waste Management Organization. The research method is applied-exploratory based on the Grounded theory, and the data collection tool was a semi-structured interview. The statistical sample consisted of 15 human resource managers and management experts selected by purposive sampling. The foundation data theory strategy was used with the help of MAXQDA 22 software to analyze the qualitative data. Seventeen sub-codes were extracted from the answers of the experts. The results showed that knowledge management and information literacy would be formed as a central phenomenon from causal conditions such as effectiveness and intra-organizational stimuli. The action of human resource training management will have consequences, including employee growth, management efficiency, and competitiveness. However, in this model, background factors such as potential talents, work ethics, and intervening conditions will affect the learning levels and reactions to changing relationships.

The Expectancy Silence is the result of the barrage of unpleasant experiences from the poisoned arteries in the body of organizations, which forces some employees to continue office life by hiding expectations, strategies and tactics. Therefore, since about this phenomenon, a deep silence has covered the study space of organizational behavior management knowledge; This research aims to reveal the phenomenon of visible and invisible layers in the context of western governorates of the country (including Ilam, Kermanshah, Lorestan, Kurdistan and Hamedan) through morphology. This essay is based on exploratory mixed methodology. In the qualitative part, the basic theory of the systematic approach was used, and in the quantitative phase, the one-sample t-test was used for its validation and generalizability. The participants in the research were 18 students who were invited to participate in the research through the theoretical sampling method. The results of the research showed that in the deepest conceptual layer of the phenomenon of Expectancy Silence, the driving forces of administrative panic, quiet professions, strategic patience and shrewd situationalism are located, and the most superficial layer occurs in the form of behaviors such as radar avoidance, salaciousness and destructiveness. Also, the results of the validation of the model through the T-Tech test showed that, according to the experts, the conceptual model has theoretical validity.

The Critical Incident Technique (CIT), a research method that relies on a set of procedures to collect, content analyze, and classify observations of human behavior, was introduced to the social sciences by Flanagan (1954), about 60 years ago. Despite the antiquity ofCIT, it is less well known in Iran. The purpose of this paper is to informe Iranian organizational researchers about CIT. In this paper, we have discussed the philosophical foundation of critical incident technique (CIT). The critical incident technique, is particularly useful when researchers are interested in understanding the details of interactional events. The executive steps of conducting a research by CIT, is discussed. In addition, some criteria for evaluating CIT research, are provided.

The present paper seeks to use the grounded theory to assess the economic policies of the Islamic Parliament. Research method is based on the qualitative method of grounded theory. Depth interviews were conducted with 16 representatives in the Islamic Parliament using snowball sampling. After open, selective, and axial coding of collected data, 159 primary concepts, 45 subcategories and 8 main categories were extracted. The final outcome of this study is the design of a 5-dimensional model whose dimensions are categorized into four bases of the ground, input, process components, and products. The findings of this study indicate the domination of the political climate of Iran over the policy climate, the rule of politics over economy, followed by the confrontation of legislative, administrative and executive sectors with institutional, structural and cultural challenges in the policy-making process. Therefore, it is suggested that legislators emphasize national interests by adopting a holistic approach and avoid the involvement of political approaches with the policy-making process. Also, it is necessary to form special committees in the Islamic Parliament in order to align policies with high-level documents.

The purpose of this investigation is to identify the principles of appointment and dismissal of officials in the thoughts of Imam Ali. The method of this study is descriptive in term of developing purposes and the method of gathering data is descriptive- analysis andaccordingly the research questionshave been answered bythe content analysis of the contents of sermons, letters and wisdom of Nahj al-Balagha and relying on family traditions or institutions within a systematic framework of the dismissal and appointment. Then Delphi method was used to validate models and 30 academic and theological experts wereparticipated in the Delphi panel. Finally, the study results were saturated by using Delphi method and research findings indicate that in the Alawite regime the positive principles(privacy,openness and honesty, commitment to quality, vehicle hire, moderation and respect) and negative principles (rejection of totalitarianism, authoritarianism, haste, laziness, denying the lust change) is the red line of officials in the removal and installation that must be fixed as positive principles, or must be avoided as negative principles and must completely be neglected.

The purpose of this study was to design a demonstration policy model in the banking industry. The present research method is based on a mixed approach and qualitatively and quantitatively in the inductive-deductive paradigm. The qualitative community studied in the current research was formed by all university professors in the field of public administration, banking management, strategic management, along with board members and CEOs of the country's banks, and the number of participants in this study was 18 people. Modeling, stratification and establishing conceptual communication between the dimensions of representational policy was done using interpretive structural modeling method. The quantitative statistical population of the study was made up of board members and senior managers of the country's banks. Sampling was done using the available non-probability method. In this regard, the number of 40 people from the desired statistical population was determined as the research sample. The findings of this study showed that organizational culture, personality characteristics of managers, environmental requirements, politicking, emotional intelligence, demonstrative management style, speculation, non-demanding, targeted orientation of public opinion, showcase performance, organizational conditions and organizational atmosphere as dimensions. The main policy makers are prominent in the banking industry.

A paradigm is central to leading organizations today: human capital. Talent management can turn human capital knowledge into Added Value. The aim of this study is to future the plans of the government and parliament to attract and retain talent and to categorize the possible future in the field of talent management in the final governmental organization of Iran by creating favorable, undesirable, acceptable and tolerable scenarios. This research has been done by qualitative method and Futures Studies. The type of applied research is case study and trend study. The data collection method is the Delphi method. The Delphi panel included 10 academics and executives from government agencies. Structural analysis and interaction analysis were used in this study. The results of the present study showed that the possible future in relation to talent management includes a range that on the one hand has led to the encouragement of talents and by using a strategic document has led to attracting and retaining elites and talents in organizations. On the other hand, it will lead to the loss of talents and their withdrawal from government and national organizations. Based on the idea of incentives, government agencies should review, continue, and modify their incentives to take any action to retain talent and strive to sustain and retain talented individuals by providing appropriate and motivating benefits. On the basis of bribery, government organizations, while encouraging and giving special privileges to talented and elite people, must have the tools to encourage their human capital so that the greed for foreign facilities is removed from their hearts.

Abstract The main purpose of this research is to conceptualize and implement "altruistic leadership" in the management of government organizations. The method of this research is mixed. The statistical population of this research in the qualitative section was the professors working in the seminaries of East Azerbaijan province, and in quantitative section was the students studying in the seminaries of East Azerbaijan province. For data analysis, hidden content analysis was used in the qualitative part and confirmatory factor analysis was used in the quantitative section. After analyzing the data for this structure, five categories of social norms, taboos, inappropriate social behaviors, human rights and improper individual behaviors along with 24 items were identified based on the relevant verses and hadiths. Re-conceptualizing the structure of altruistic leadership based on the teachings of Islam is an aspect of innovation in this research.

Social systems are known as one of the most complex system and their management is an important and challenging job. One of the main duties of managers in organizations is to select and appoint people to key positions, and in some cases, managers put weaker people in key and main positions in order to protect their management seats. This type of management style is known as spider management and creates strategic challenges for the organization. The main goal of this research is to identify the antecedents and consequences of spider management in government organizations. The current research is an exploratory qualitative research, which is thematic analysis in terms of data analysis method. The statistical population of this research includes experts and experts in the field of human resources management in government organizations and university professors who are familiar with the research topic. Using the snowball sampling method, 18 people were selected. The main tool of data collection in this research is a semi-structured interview. The results showed that a total of 14 organizing themes in the form of 14 universal themes were identified as antecedents of spider management in government organizations and also 10 organizing themes in the form of 3 pervasive themes were identified as suffixes of spider management in government organizations. The results of the theme analysis showed that the antecedents of spider management in government organizations are: government of incompetents, work politics, governance of destructive culture and collective corruption. The consequences of spider management in government organizations include: the cycle of inefficiency, the vicious circle of incompetence and the weakening of psychological security.

Reducing the politicization of administrative system has been considered as an important goal of the reforms of administrative systems. The main purpose of this article is identifying the indicators for distinction between political and administrative jobs as a solution for politicization of administrative system of Iran that recognized by State Service Management Act. Administrative jobs are those which should change based on career and changing them based on the results of presidential election is wrong but political jobs are those that president can change their employees after presidential election. Identifying the measures for distinguishing these jobs is the purpose of this article. In this regard, at first, the indicators for distinguishing these jobs are identified based on experts viewpoints then these indicators have been set in the form of questionnaire and prioritizing for political and administrative jobs. The results show that need for: bargaining and political lobbying, considering religious and national values, and necessity of political accountability are the first three indicators for political jobs. Necessity of occupational accountability, specialization of job tasks and necessity of legal accountability are the first three indicators for administrative jobs.

Nowadays, organizations with the help of strategic planning seek to overcome environmental changes and turbulence and its orientation toward long-term goals to strengthen and stabilize. Khatamolanbia Hospital is one of the organizations in response to environmental changes systematic strategic planning model uses. The main research question aimed to identify practical activities in compliance with the above model is the hospital. In order to assess strategic planning of Khatamolanbia hospital, survey research method was used. For this purpose the sample of 103 managers and supervisors of the hospital according to Morgan used in this study were selected based on the 11 hypothesis was formulated, was at their disposal. Analyzing the responses were obtained with the help of PLS method, showed that the conceptual model of strategic planning Khatamolanbia Hospital in the operation of a high capacity to predict the behavior of the system, due to its planned objectives. In conclusion, given that the sum of hypotheses, three hypotheses were rejected, to manage Khatamolanbia Hospital was promoted to factors such as analysis of the external environment, emphasized the significance of hospital management and staff performance and feedback control and more emphasis should be given to them.

Today, the resignation of employees, especially skilled and skilled personnel, is one of the problems of organizations that has focused on a large part of the measures and attention of human resources management. The purpose of this research is to identify and rank employee resignation factors. The method of research is a combination of qualitative and quantitative factors that were identified in the qualitative section of the factors affecting resignation through interviewing ten of the bankers and academics, and in the small part of the resignation factors, the questionnaires were interviewed by the staff, then the factors were ranked by Fuzzy AHP. The statistical population consists of 6000 employees of Mehr Eghtesad bank. The sample size was determined by using two-stage sampling method and cluster sampling methods proportional to the sample size using 384 people and Krejcie and Morgan tables. In order to analyze the data, one-sample t-test, exploratory factor analysis and Fuzzy AHP were used. The results show that financial requirements, individual factors, job factors and organizational factors are the first to fourth factors of factors affecting employee resignation, respectively. It is also important from the perspective of employees that earnings from employment are more important than other indicators.

In recent years, the study on the corruption in the governmental sector has been concerned and grown. Corruption is an endemic and global phenomenon and therefore, it should be acknowledged that the corruption and dealing with it are challenge in many countries of the world. Given the plans have been accomplished to deal with this phenomenon by the countries, but we witness its growing trend in different sectors of the society again. The entrepreneurship subject is one of the topics emphasized in the economic development. The economic development publicly and entrepreneurship specifically are from the domains which are not immune from these effects. This research explains the relationship between administrative corruption and entrepreneurship development. The statistical population of the research includes 79 countries selected from GEM members. The type of study is descriptive and data of this research has been gathered from the institute of Transparency International (TI) and the Global Entrepreneurship Development Institute (GEDI) among the Years (2011-2015). The results of the research indicate that whatever the corruption index of countries has been reduced and moves toward cleanness, the amount of the countries' entrepreneurship has been increased and there is a negative and significant relation between the corruption and entrepreneurship.

Scientific researches carried out on knowledge management have been more focused on the process of creating, sharing, and using the knowledge of organizations; however, little attention has been paid to “forgetting”. While in today’s dynamic environment, all organizations need to change, revise, and in most cases, discard the old methods of doing their work. This article attempted to present a comprehensive model of effective factors, mechanisms, and the consequences of organizational forgetting, applying content analysis and conducting semi-structured interviews with the managers of the city hall of “Qom City” and a number of academic elites in organizational learning and knowledge management. The effective factors of intentional organizational forgetting have been divided into three categories of individual, organizational, and environmental. Although these categories have some commonalities with the previous other researches, some factors in individual, environmental, and strategic forgetting have been studied for the first time in this regard. All the measures taken in performing intentional forgetting, and signs of the existence of this phenomena in the organization have been provided in order to facilitate their assessment in the second step and the final consequences of performing intentional forgetting. The consequences have also been categorized according to individuals, organizations, and clients.

Today, spiritual leadership is considered as an important factor in reducing organizational paranoia. Organizational commitment can be used as a tool to help leadership in this regard. Therefore, as the organizational commitment of the staff is strengthened, the amount of organizational paranoia will decrease as much. The purpose of this study was to investigate the role of spiritual leadership on organizational paranoid with emphasis on the mediating role of organizational commitment in the social security organization of the East Azarbaijan Province. The research type is applied and the statistical population of this research includes all managers and staff of Social Security Organization of East Azarbaijan province. The sample size of the study has been obtained 267 people by using the Sample Size Determination in Limited Communities formula. A questionnaire has been used to collect the required data, which after confirming its validity and reliability, was distributed among the statistical population. Descriptive and inferential statistics and partial least squares approach were used to analyze the data. Results show that spiritual leadership has a positive and significant effect on organizational paranoid regarding the mediating role of organizational commitment. Spiritual leadership has a negative and indirect effect on organizational paranoid. Organizational commitment has a negative and indirect role on organizational paranoid, and spiritual leadership has a positive and significant role on organizational commitment.
