The current research was done with the aim of designing a model to improve the performance of start-up accelerators and identifying its dimensions and components. This research is in the category of mixed exploratory research in terms of practical purpose and in terms of method. The current research was carried out in two parts: qualitative (supercomposition and Delphi) and quantitative. The population studied in the qualitative section includes 25 Persian and Latin articles related to the improvement of performance in startups, which were selected by the census method in the meta-composite method. The statistical population in the Delphi section included 30 management faculty members and managers of companies related to start-up accelerators. In the quantitative section, 250 samples of accelerator employees were selected using a systematic random stratified method. The data collection tool is a questionnaire, the validity of which was obtained and confirmed through the methods of construct validity and factor loadings, as well as the calculation of Cronbach's alpha. In order to analyze the data, exploratory and confirmatory factor analysis as well as path analysis were used using spss and smart pls statistical software. Based on exploratory factor analysis, 73 questionnaire items have been classified into 12 main components and 61 sub-components. The results of confirmatory factor analysis show that 12 human resources components of coaching, management techniques, customer perspective, continuous improvement, support, financial relations, internal processes, business model, program ecosystem, competitors and environment are effective in improving the performance of start-up accelerators.

The issue of combating money laundering and its international and internal standards are very important that in accordance with these standards, the financial action group and even the International Bank for Recognition are conducting a ranking of the banks and the styles of them in the countries. In this regard and in accordance with the standards, the banking systems of each country are required to executive the bylaws and regulations which is related to anti-money laundering laws to pave the way for international cooperation. On this basis, it is important to develop and present a model for preventing and combating money laundering. The main purpose of this paper were developed to adopt by using content analysis method and utilizing the opinions of experts and exploratory analysis, Kolmogorov-Smirnov test, Delphi method, Bartlett test, Levine test and T-test with Using of SPSS22 dimensions, components and indicators of the desired model were extracted for Bank Saderat Iran and frameworks of the elements of the model. Furthermore the model was evaluated and the results show that the measures taken to prevent and combat money laundering are not consistent with the international standards developed by the financial group.

Intellectual capital is a knowledge that can create value. Nowadays, attention to intellectual capital is an approach that provides instrument for efficiency and effectiveness fulfilment for public departments' managers and hence, intangible elements are paid attention intensively in public departments, in spite of the emphasis, there is a place for intellectual capital in public organizations hardly ever and so far, a few number of public organizations attempts to measure, manage and report their intangible assets. To deal with managing these capitals better, this research intends to present a model for measuring and evaluating intellectual capitals level in Iranian public cultural organization and testing the model through evaluating intellectual capitals in the ministry of culture and Islamic guidance as the largest and main organization, custadian of culture in Iran. In this study, the research primary model was designed after a review on intellectual capital literature and particularly measurment models and evaluation of intellectual capital in public organizations, then by using focus group and delphi techniques and ideas of a panel of experts, model's criteria were adjusted and reformed and the resulted questionnaire was examined in the ministry of culture and Islamic guidance. Findings analysis confirmed research hypotheses and the validity of presented model for meadsuring and evaluating intellectual capital in public cultural organizations.

The purpose of this study is to examine the Socio-Emotional competencies (SEC) in the organizational communication, identification of its important components and determine the quality of interaction between them. This research is an applied and developmental as well as quantitative and qualitative by using interpretive structural modeling method. The study Statistics population is consisted of all Iranian academic experts in the organizational communication; that 15 peoples of them were selected using snowball sampling as statistical sample. The data collection tool is a researcher made matrix table; which designed based on paired comparisons between the components of the research as a square matrix. The results led to identification of 11 important components of SEC; that were placed at 8 different levels of interaction. Also, The Results showed socio-emotional knowledge, Self-awareness, self-management, self-motivation had more effective than other components on SEC. According to the results, we can say that the components of SEC at different levels have effect together, and changes in the quality of each component cause changes in quality of the organizational communication.

The purpose of this paper is to introduce a new conception of management as "Synnovation". This term was raised against synergy. Synergy implies that the outcome of collective labor is far greater than the outcome of the work of each individual, or in a more literal sense, "the whole is greater than the sum of the components." On the basis of genius, the result of collective innovation or system innovation is more than the sum of individual innovations. The concept of synnovation emerged from analyzing textual data and theoretical sampling of the works and text of interviews of management experts and thinkers such as Gary Hamel Ralph Stacey and Tom Peters and analyzing the data obtained using the Grounded Theory. Nowadays, good governance is used on a wide scale from the local to the international level. Meanwhile, the local level is of particular importance. Considering the characteristics, such as the principle of decentralization, democratic structure, local and non-governmental planning, decision-making, increasing the role of non-governmental organizations and civil society, paying attention to the common interests of the people, distributing opportunities, and establishing social and geographical justice, increase the efficiency of the local government which can be considered a good and efficient example of good governance due to its special nature and functions. In this perception, decentralization (one of the pillars of the national government) is the most important and main goal of the local government in achieving good governance. The lack of good governance in the country, especially in rural areas, can be the source of many social problems in society. In the present study, an attempt has been made to investigate and evaluate the reasons for the failure of local governance in Iran in the rural areas of Zanjan Province. Descriptive-analytical method, field research, and survey method were used. The statistical population of the research consists of rural areas of the province. The sampling method is random and the sample size is 200 villages and the data collection tool is a questionnaire. Its validity was assessed by governors and district governors and its reliability was 0.84 using Cronbach's alpha. Data analysis was performed using SPSS software. The results showed that there is a direct and significant relationship between the limitations of rural areas and their failure. This relationship was confirmed by the intensity of the effect of 0.667.

the current research was carried out with the aim of identifying and explaining the antecedent and consequent factors of Micromanagement in governmental organizations. This study which simultaneously used two quantitative and qualitative approaches, is applied research based on purpose and exploratory in terms of method. The statistical population of the study was the managers of the governmental organizations of Lorestan Province and the professors of Lorestan University, the sample members were selected using the purposeful sampling method and based on the principle of theoretical adequacy, the views and opinions of 30 of them were examined, the information and data Required, collected and theoretical saturation was achieved. The tool for collecting information in the qualitative part is an interview and in the quantitative part is a questionnaire, whose validity and reliability were confirmed. In the qualitative section, the data obtained from the interview were analyzed with the Atlas.ti software and the coding method, and the antecedent and consequent factors of Micromanagement were identified. In the quantitative part, using the Delphi Fuzzy method, the priority of these factors was determined. The results of the research indicate that in the among, lack of trust in employees by the manager, manager's fear and negative attitude towards delegating authority, were identified as the most important antecedent factors of Micromanagement and also, Increasing employee stress, Dependence of employees on the orders of the manager as the most important consequence factors behind this style of management in government organizations.

The present research has been exploratory and using a qualitative approach with content analysis method. In the present study, in-depth interview method was used to collect information. The statistical population of this research is all experts and specialists in the field of organization, management theories, organizational behavior, human resources and organizational management. The sampling method of the research is purposeful sampling method. In this study, 13 interviews were conducted to reach the saturation point. Findings were counted in the form of 368 open source, 94 basic themes, 45 organizing themes. According to the organizing themes and also the mentality formed during the research, 4 comprehensive themes were identified. Thematic analysis led to the identification of 4 comprehensive themes of contextual conditions, individual factors, intervention conditions and consequences

One of the major challenges in managing organizational effectiveness, especially in the public sector, is ensuring the availability of qualified managers at the top of the organizational pyramid. Such managers can have limited resources sector amid countless other government agencies surrounds the handle to the desired shape. The aim of this study was to explore the key competencies required for effective administration of the public sector. Since explore the subjective world, and experience has been mining their attitude requires the use of qualitative methods, on the other hand, one of the best qualitative methods for the purpose of this study is consistent examination, is grounded theory, this method was used for research. In order to collect data, semi-structured interviews that finally, after reaching theoretical saturation, with interviews with 25 managers are eligible to collect the necessary data were analyzed. After comparing the data sets collected continuous data and coding of open, axial and selective, in the form of 430 primary codes, 27 concept, and the 9 categories and 3 floors, were organized. Data analysis resulted in a grounded theory of the "theory of effective management in government agencies" were presented. This theory seeks to set personality traits, attitudes, behaviors, skills and competencies of a public administrator who attempts to operate effectively in Iranian governmental bodies, according to the environmental conditions of their experiences. According to this theory, effective public administration in order to achieve the desired level of effectiveness must have a series of merit, interactive and organizational. In fact, these findings suggest the effectiveness of public administration in the face of Iranian organizations which can be used as an indicator for managers and organizations that intend to evaluate the degree of their effectiveness and their managers used.

Given the importance of labor law in regulating labor-employer relations and its determinant role in the economic development of manufacturing firms, this study was done aiming at analyzing the labor law of the Islamic Republic of Iran from the viewpoint of employers from the perspective of human resources management. This research is an applied one in terms of objectives, and the grounded theory was applied for data analysis. Statistical population includes employers of industrial companies located in Tehran, among whom 8 employrs were selected through Snowball sampling method and theoretical saturation rule, and in-depth interview was utilized as collection instrument. The results of data analysis showed that for employers the most important weakness of the law is the lack of transparency and different inferences from the text of the law and the limited powers of the employer in the labor law. According to the employers, the current law may not be effective in arbitration between the worker and employer, and this widens the gap between the actual human resource conditions and the content of the law.

Human resource management quality has an extensive impact on employee attitude and their behaviors and the end in organizational performance. So, human resource management quality has an important role on employee behavior and performance. The aim of this research is to designing a tool for measuring human resource management quality in good governance base and validating it in Iran’s public sector. To explore this state, in qualitative part, we surveyed the literature and then interviewed 28 employees of the different organization. By analyzing literature and qualitative data from interviewed, and use roadmap of Iran administration system correction and good governance in the public sector model , prepare a conceptual and operational framework. Roadmap of Iran administration system correction showed that human resource of Iran has a five sector(planning, recruitment, training, motivation, performance management, retirement). For determining content validity, it was sent to 30 management consultants and experts. Management consultants and experts confirmed the content validity of conceptual and operational framework. At the second stage, for determining construct validity of our measure, we use factor analysis. The results confirm the construct of our measure. The result of this research, is a validate tool for measuring human resource management quality in Iran’s public sector.

This article reviews the research of the Journal of Public Organizations Management from a methodological perspective. In terms of purpose, this research is applied and in terms of method, it is qualitative and based on content analysis. The statistical population of this research is all articles in the Journal of public organizations management that were conducted and published from 2012 to 2020. Sampling was done on the basis of the census method. In this study, 262 articles were reviewed based on 9 indicators. In order to confirm the validity, each of the indicators was matched with the other articles and in each case, the differences were reviewed and re-examined. To evaluate the reliability, 13 articles were given to academic experts and their results and classifications were compared with the analyzes performed. The results showed that most of the articles were published by professors and students with a degree in public management. The central themes of most articles have been organizational behavior, management of public organizations, systems and methods, and human resource management in the public sector. Also, based on the research results, most studies have been applied with a qualitative approach. The method analysis of most of the articles was a combination of quantitative and qualitative methods and the majority of data collection was done through questionnaires.

The purpose of the current research is to identify and rank the dimensions and components of the employer brand pattern of the Ministry of Education in order to absorb and retain talented and specialized human resources. The current type of research is applied based on the purpose, based on the data collection method, documentary-survey and descriptive-analytical based on the nature. The method of data analysis in the qualitative phase was theme analysis, and in the quantitative phase, confirmatory factor analysis was used. In order to rank the dimensions and components of the pattern, the Multiple Attribute Decision Making method and the SAW technique were used. The findings of the research, which led to the identification of the dimensions and components of the employer brand pattern of the Ministry of Education, include: 7 dimensions, 28 components and 64 indicators. The results of the ranking of the dimensions of the pattern showed that, after the human resources management system, the brand strategy is the second and brand promotion and development ranks seventh. Therefore, according to the first rank of the human resources management system in the ranking process of the dimensions of the pattern, systemization and continuous movement within the framework of this system and structure should be defined and explained in accordance with scientific, efficient and capable management in the field of human resources management of the Ministry of Education.

Given the many problems that most organizations face, we can stem some of the most important problems in the absence of service attitude in the organization members who prioritize solely considering their individual interests, so the formation of the servant organizations has utmost importance for considering the public interest and providing excellent services. This article, based on the qualitative research, studies the factors affecting the formation of servant organization in Imam Khomeini relief foundation using grounded conceptualization. In this regard, 11 executives of Relief Foundation of Kerman province and 11 faculty members interviewed as sample and using semi-structured method and the interview text analyzed in three stages: open coding, axial and selective. The results showed that the stewardship attitude in agency members as the central issue and in interaction with other factors led to the formation of a servant organization. How these factors interact shown in the final model of the study. Informing employees of their work value and its impact on others' lives and also informing them of the opportunities and divine grace that stewardship has brought them has a considerable impact in shaping the stewardship attitudes of staff and finally, this attitude will be the basis for the formation of a servant organization.

Decision making is one of the most important activities in all organizations, and in the meantime, it is more important in innovative and knowledge-based firms due to the lack of structure and resources on the one hand and the impact of decisions on the organization on the other. The business environment generally has many uncertainties, and this uncertainty about start-ups and technology-based businesses is much deeper. Deciding in this uncertain environment has limitations that make many technologists unconsciously use intuition in decision making. The purpose of this study was to study the descriptive process of intuitive decision making in technology and knowledge-based companies. Given the nature of the intuition, the method used in this research was qualitative (Grounded Theory) and based on the analysis of interviews. The results suggest that there is sufficient evidence that the decision-makers of knowledge-based companies use intuition in the uncertainty environment, and that information and time are the causative factors causing uncertainty. In addition, it was found that experience and intuitions are inextricably linked, and the mental patterns and curiosity of the variables associated with them. Unstable environment of business also play the role of the underlying factor of intuitive decision making. Increasing the speed of decision making, creativity and reducing feelings of regret from positive outcomes and increasing decision errors are also the negative consequences of the use of intuition.

In any organization and office, management is very important as a key factor in improving performance and improving the quality of services provided by that office. For this purpose, it is essential to have managers with the necessary competencies and strong management abilities. Therefore, the purpose of this research was to evaluate the competencies of agricultural Jihad managers with a qualitative approach. This research is applied in terms of purpose and qualitative in nature which was analyzed. In the first stage, qualitative method and in-depth interviews were used to identify the components of the model. In the qualitative section, 15 experts, including academic professors of public administration and senior managers of the Ministry of Jihad and Agriculture, were selected in a targeted manner. In order to analyze the data of the qualitative part, the theme analysis method was used using MaxQuda software. The results of the qualitative part showed that it included 219 primary themes, 91 organized themes, 38 comprehensive themes and 5 main themes including economic competence, professional-management competence, moral-religious competence, political competence, cultural-social competence. Considering the importance of the Ministry of Agricultural Jihad in the development of our country, it is very important to have managers with the necessary competencies and strong management abilities. Also, according to these qualifications, managers of agricultural jihad can play an important role in sustainable development and increasing productivity in agriculture and natural resources of the country. These competencies are needed as an important guide for the selection and development of agricultural jihad managers.

In recent years, cultural management has been considered as an appealing topic by organizational researchers. In other words, cultural capital involves development of constructive and permanent relationship among countries, nations and businesses. Present research aims to determine priorities of extra-organizational development based on cultural cluster analysis. For this purpose, hierarchy analysis process and hierarchy clustering tools have been utilized. Research data has been gathered through polling from professors of Tehran university management faculty with hierarchical analysis process and also secondary data related to value dimensions is prepared from club studies. Results indicated that cultural values of power distance, performalism and group (family) collectivism have the highest importance in cluster determination. The purpose of this study is to provide a model of trust building process in the country's relief network considering the importance of establishing trust in the supply chain of humanitarian services as well as theoretical poverty in the field of trust building. To perform this study, three major recent events in Tehran province have been selected as a case study. Due to the lack of qualitative research in the field of trust building, using the grounded Theory, 2015 version of Corbin and Strauss, the model of trust building process in the relief network is designed and edited based on interview with 8 experts and members involved in the relief network. Given the importance of establishing trust between the members present in the relief network and the lack of a comprehensive model in this area, the present study aims to design a trust building model among members of the relief network and to examine the critical role of trust in the successful relief process and its reflection.The research findings are classified in three phases of conditions, actions and outcomes. The weak structures of the society and the community management system are a major obstacle to building trust. And insufficient funding, lack of certainty, unsuccessful performance, lack of coordination and cooperation between responsible groups and lack of preparation are the main sources of distrust. The most important finding of this research is the lack of trust in the humanitarian supply chain due to the reliance on public assistance.

Malicious behaviors, which are rapidly increasing in the modern era, will have irreparable negative consequences for organizations, so it has attracted researchers' attention in recent decades. In this regard, the present study was conducted to identify the factors that cause destructive behaviors of staff at Payam Noor University of Karaj. This study is a descriptive survey in terms of purpose and method of data collection. In addition, the present study has been done using a qualitative-quantitative research methodology. In the first stage, to identify the factors causing malicious behaviors, 10 professors, faculty members and experts were interviewd face-to-face. A qualitative content analysis was used to design a questionnaire for quantitative part. The statistical population of the study consisted of 245 employees of Payam-e-Noor University of Alborz. The sample size was 150 individuals selected using Cochran formula. The instrument for collecting data was standard questionnairs. The reliability of these questionnaires which was calculated through Cronbach's alpha coefficient formula was 0.91. Structural equation modeling software was used to analyze the collected data. The results indicate that emotional intelligence and leader-member interaction have the opposite effect on malicious behaviors, and in contrast, injustice, stress, and personality features, including introversion, incompatibility, lack of conscientiousness, neuroticism, and inattention to experience have direct impact on destructive behaviors.

The quick and dramatic improvements in science and technology, in the short term leads to the old job knowledge and skills. On the one hand, organizations are faced with increasing pressure to reduce financial costs and time along with the need for staff training programs. This has caused a lot of attention today towards self-development programs. The purpose of this research is to design and self-development model for human resources. This study is a descriptive survey of 949 nurses took part in it. Data were analyzed using path analysis method. The results showed that age, education level, Islam attitude, self-motivation and their effect on the willingness and self-development behavior; while organizational factors affect the strength of this relationship. It seems that managers and supervisors through clear and evident support from employees, providing time information, combined, resources and rewards can play a vital role in the field of learning and self-development of human resources.

Directors of public companies have short-term horizons decisions, so they are try to use every possible means, including manipulation and earnings management, to improve their current performance and therefore increase their reward. In addition relations and political connections influence not only on the financial position of economic firms, but it also affects managers' motivation in relation to earnings management. Finally, it is expected that this situation creates significant differences in tax policy and the quality of corporate reporting; the aim of this study was to determine the effect of governmental ownership and political connections on financial reporting quality and tax avoidance. In this study, the data from 106 company listed in the Tehran Stock Exchange in the period from 2010 to 2015 were used, the results of multivariate regression model shows that governmental ownership and political connections have negative and significant effect on the quality of financial reporting and when the percentage of governmental ownership or political connections rise, leads to reduced quality of corporate reporting. The results also showed that Governmental ownership companies have no significant effect on tax avoidance, but political connections have a significant positive effect on corporate tax avoidance.

The purpose of outsourcing is productivity and it is accomplished through assigning tasks to out of the organization. There are different factors including the perspective of the managers which would effect the success of the outsourcing. To be aware of the perspective of the managers who are related to outsourcing would facilitate the whole process.The purpose of this study was to identify managers, view in outsourcing organizational activities of organizations in the Ahwaz city by examining the mentalities of the participants. The research method is applied in terms of the purpose and the method of data collection, which is used in the methodology of Q. The participants of the study included 11 managers of public organizations in Ahwaz, who had direct relevance to the research. The discourse space of the present study was gathered from a variety of sources. After evaluating and summarizing the discourse space by the expert, 32 sentences were selected as examples of phrases Q. After collecting the data from Q sorting, this information was analyzed by Q factor analysis. The results showed that four distinct mental patterns can be identified among managers of government organizations regarding the outsourcing of organizational activities, which accounts for ./72 of the total variance explained. These four mental patterns were named with titles “utilitarianism", "organizational agility", "empowerment and competitiveness, respectively.

Policy research as one of the most important stages of policy making, brings policymakers actions closer to policy knowledge. Policy research is the process of conducting research on social issues in order to provide scientific advice to policy makers. The purpose of this study was to determine the factors affecting the policy research in the Iranian legislature. Given that the policy research arm of the legislative branch of government is the research center of the Majlis, research data has been gathered from experts and managers of that institution. In this regard, by combining two themes based on expert interviews and interpretive structural modeling (ISM), it has been attempted to identify and then classify the factors influencing legislative policy research. The findings of the study suggest a four-level model. The first level includes the themes of "influential stakeholder groups", the "objection to the internal procedure of the Islamic Consultative Assembly (Majlis)", the second level includes the theme of "ambiguity in prioritizing a plan or bill", and the third level includes the themes of “profitability in some of representatives” and political interests of representatives". Finally, the fourth level contains various themes, such as the "knowledgeable approach of representatives" and the "difference in the viewpoint of research center of government and parliament".

It is important to pay attention to the suitable selection of candidates to enter Farhangian University because its results play an important role in the development and transformation of education and consequently, the reconstruction and progress of society. The current research is a combination of sequential exploratory design in terms of its practical purpose and research method. Socio-statistics in the qualitative phase included 22 documents which were determined according to the level of theoretical saturation and analyzed by content analysis method. The validity of the codes was confirmed using the researcher's self-review method, and their reliability was confirmed using the test-retest reliability. The data collection tool in the quantitative stage included three researcher-made questionnaires, whose reliability was confirmed through Cronbach's alpha. To determine the importance of each indicator using the Delphi technique, the questionnaire was given to 30 experts who were selected by snowball sampling. For the final classification of the identified markers, the focus group was used, and Kendall's coordination coefficient was used to determine the level of consensus among the members of the Delphi group. The results showed that the competencies include individual competencies and social competencies. Individual competencies included four interpersonal, value-ethical, professional, and personality dimensions, and social competencies were determined by four dimensions social knowledge, social motivation, social perception, and social inference.
