One of the key issues for governmental organizations is the proper implementation of change strategy and organizational improvement programs, and middle managers, especially their relationship quality, play a key role in implementing the strategy. The present study aims to investigate the impact of organizational justice, senior managers’ support for change, and participation in decision making on strategic commitment of middle managers. Data were analyzed using SPSS, AMOS 21 software and regression analysis. The findings show that there is a positive relationship between organizational justice and high quality relationships and the presence of perceived organizational justice leads to high relationships quality and commitment to organizational goals. Also, according to the results of this study, no specific relationship between senior manager management and commitment to change was demonstrated without considering the ongoing role of high quality relationships.

The fifth season of countrywide service management deals with the usage of information technology and administrative service. In this law, executive agencies obliged to present their operable processes and work method electronically aiming at activities' efficiency, service quality improvement, expedition and facilitation presenting services to citizenship and also struggle to create information infrastructures and performing issues based on information technology in administrative services. For the present, several years is passing over executing the law and its effectiveness pathology is necessary. Present research was accomplished aiming at pathology of the effectiveness of countrywide service management law in information technology and administrative service department. The research is an applied research and a survey descriptive one in terms of purpose. The research statistical universe included staff employees at ministry of economy and finance with bachelor's degree and higher. Sample size was determined by Morgan table. To gather data, a questionnaire, designed by the researcher, was used and its reliability was confirmed by Cronbach's Alpha. Data analysis was done through confirmatory factor analysis and one-sample t-test. Results showed that information technology and administrative services application have improved service quality, information quality, information usage, process fulfillment and organization's flexibility. In addition, executing countrywide services law causes services quality improvement at the first priority and process fulfillment improvement at the last priority.

Organizational image is one of the most important factors in growth or retardation organizations. Organizations should strive to know and understand your image and are looking for ways to improve this image,because by creating a positive image can achieve the highest levels of achievement. The present study was conducted to identify corporate image of the University in order to propose a suitable model. The aim of this study was to scrutiny and review records related research theory and literature, and thus components of corporate image was extracted. Then, the extracted components of the survey were faculty members of Golestan province to reinforce the importance and priority review and dimensions of each component are identified. Research on the purpose and terms of descriptive, exploratory study that was done through factor analysis and structural equation.The findings showed that enterprise image at the University of Golestan province has 14 dimensions and 72 components. Among the 14 after corporate image that includes the University of technology, management, operation research, communication and media skills, public relations performance, physical environment and symbols of the university, teaching performance, quality of facilities and services, workplace, reputation and academic background, Stock Relations human, innovation, cultural activities and future financial prospects, technology has the highest priority in the formation of the model.

Unethical behaviors occur in most of organizations but a form of them is often neglected. A specific kind of unethical behaviors that are conducted with the intent to benefit the organization or its members is called "unethical pro-organizational behaviors". So the present study aims to identify the reasons of unethical pro-organizational behaviors occurrence in governmental organizations. The strategy of research is narrative research and using narrative interviews, the individuals’ experience unethical pro-organizational behaviors were obtained. Fourteen managers from governmental organizations in Khorasan Razavi were selected through purposive non-probability sampling. Thematic analysis method was used to analyze the qualitative data. The findings are three categories which included organizational reasons (supportive behaviors of top managers, inefficient monitoring and evaluation, inefficient distribution of credits and budget, authority domain and time pressure), individual reasons (organizational identity, commitment, Compassion, self-serving and risky personality) and legal reasons (lack of rules, ambiguity of rules and incompatibility of rules).

Knowledge is increasingly known as a basis for creating a competitive advantage for organizations.Successful knowledge programs need some kind of planning. This research aims to design a pattern for Feasibilityand establishment of knowledge management by using Meta-synthesis method. In order to design and explain a comprehensive pattern, all dimensions of knowledge management have been identified through systematic literature review using 258 papers and Meta-Synthesis method. Then the importance and priority of each proposed dimension was determined using Shannon quantitative method based on content analysis. The results reveal; Rules and Regulations, Meetings, Crisis Management, Commitment toKnowledge program, Evaluation and reward, Documenting experiences, Employee communications (dynamic interactions), Trust, documents and Internal structured knowledge, are the major criteria knowledge management Feasibilityand establishment. At the end the research results demonstrate a three-layer pattern for Feasibilityand establishment of knowledge management.

The rapid growth of tourism as an industry has led many countries to consider tourism as an important component in the growth and development of the national economy and for this reason, from the perspective of development, today, based on gross domestic product, exports and employment, tourism is the largest industry in the world. On the other hand, it is noted that tourists, based on their mental images of different places, are determined to determine the destination of their travel, and this is where the importance of the brand's role in tourism appears. Therefore, in this research, along with the study of upstream documents; based on Delphi methodology, the opinion of experts from the field of tourism, especially policy makers in this field as well as university researchers in the field of brand and tourism, have been compiled to develop a model for promotion of tourism brand of the Islamic Republic of Iran. Also, cognitive mapping is used to draw and understand the relationships between model components. In the model obtained from the research, four main factors affecting the promotion of the tourism brand in Iran, including the factors of the tourism industry, the factors of the tourism destination, the factors of the state and government and the factors of the international environment, are identified and the relationship between them and their 16 sub-factors are analyzed together.

In today's turbulent world, organizations are struggling to gain competitive advantage. Staff silence has led to stagnation and inactivity in their physical and social networks, pushing the organization to the brink of collapse. The purpose of this study was to design a comprehensive organizational silence model based on the organization's five pillars. The study method is descriptive and qualitative which has been implemented in two stages of Delphi and Library. In the first stage, components of organizational silence were identified by research literature. Then based on the five pillars of the organization (Environment, Persons, Structure, goals ,Technology), the proposed conceptual framework of organizational silence is achieved.statistical population includes university Professors of Payame Noor, Allameh Tabataba'i, Tehran, Beheshti and experimental managers in Tehran, using snowball sampling method.From all questions in all Delphi periods, the sample t-test and the mean and standard deviation were used. Kendall's correlation coefficient for all dimensions was calculated.The results showed that all the terms in all Delphi periods are meaningful and the factors related to the goals have the highest agreement, after which the technological factors, the inner environment, individual managers, structural, external environment and individual factors of employees. At the end of the final model, organizational silence was designed based on the five organizational roles. Therefore, it can be concluded that all five aspects of the organization and its dimensions can be effective in maintaining organizational silence and it is necessary that managers pay enough attention to organizational dynamics in all five dimensions of the organization.

Many projects in Social Security Organization in the field of development of E-Services implemented recently but future scenario and flows ignored. The purpose of this research is to develop future scenario for development E-services of Social Security Organization in more than 10 years. The study recognized the main uncertainties in this area according GNB method and critical success factors and considering experts ideas. The population is 20 experts of social security organization. The present research is the kind of hybrid .To gathers data, questionnaire, documents survey, and expertise panel was used. To evaluate the validity and reliability of questionnaire respectively experts and Cranach’s Alpha was used. Four scenarios were extracted by define two uncertainties “public investment in case of infrastructure and human resource” and “interaction at different levels of the system” as the main axis of scripting. After defining futures and organization visions and strategy definition for access of desirable futures, turns to implementation strategies. The successful implementation of strategies depends on the strategies were understand and realize by whole personnel. The creators of BSC method introduced strategy map because the whole personnel of organization understand strategy in an overview and also in order to simplify complex processes that leads to intangible assets to become tangible and visible outputs. In the following research using DEMATEL and bases on the opinion of experts, established causal relationship between strategic goals which was classified in four perspectives of BSC and the strategy map of development of E-Services Social Security Organization was drawn.

Cameron and Quinn's organizational culture assessment tool has been used as one of the most valid models of organizational culture to identify the prevailing organizational culture in many organizations. The purpose of this study is to critique, analyze the weaknesses and identify the main discourses towards this model in Iranian government organizations. For this purpose, the Cameron and Quinn organizational culture assessment tool presented in 1999 was carefully studied and the required data were collected through a library study of available resources and a two-stage semi-structured interview (20 people, 15 people). The statistical population in the present study was all managers and organizational experts in government organizations. In the first part of the research, 20 interviews were conducted with experts who were purposefully selected and 94 meaningful units, 33 codes, 12 categories, and 4 themes of data were counted using directional qualitative content analysis. The reliability of the findings of the first part using the method P. Scott was approved. In the second part of the study, to analyze the discourses and enumerate the main discourses about this model, 15 experts were interviewed and three main functional, contingent and non-functional discourses were counted by the critical discourse analysis method. Then, using the opinion of experts with the Vasspas ranking method, the main discourses were ranked with non-functional, contingent, and non-functional priority. This means that from the point of view of experts in government organizations, the tool for assessing the organizational culture of Cameron and Quinn is not suitable for implementation in Iranian government organizations. Finally, suggestions were provided to improve the model.

Achieving the goals and mission of the organization as well as competitiveness in the chaotic world today is only realized in the light of the attention paid to organizational vulnerability. This research is one of the first attempts to provide a model for assessing the vulnerability of organizations to various types of disorders. To this end, in order to identify the indicators of organizational vulnerability assessment, textbooks, articles and research projects related to the subject, they were analyzed and institutionalized and the main indicators and sub-indicators were identified. Then, in order to observe the indicators and evaluate the indicators that were identified in the previous stage, semi-structured interview technique and fuzzy seven-dimensional questionnaire were used. Ultimately, the Ishikawa Fuzzy Delphi technique was used to reach consensus on the indices. Finally, three main dimensions and 13 main indicators were identified as indicators of organizational vulnerability assessment.

Skilled human capital as an intangible asset is the main motivator of a knowledge-based economy. The purpose of this study is to develop a model for the effectiveness of eight components of skill, experience, mentality, implicit knowledge, culture, tradition, religion, and attitude on the flourishing of human resources to achieve a knowledge-based economy. The method of this research was descriptive and the research tools were the Delphi method and hierarchical analysis process, respectively, and in terms of research type, it is an exploratory-applied study including quantitative and qualitative research methods. According to the findings of this research, the main research hypothesis (Flourishing human capital is a key factor in achieving a knowledge-based economy; the future of the world economy goes through a knowledge-based economy, and the way to achieve a resilient and endogenous economy is a knowledge-based economy) and the research sub-hypotheses (factors of skill, experience, mentality, implicit knowledge, culture, tradition, religion, and attitude are effective in the flourishing of human capital) were confirmed by experts. The results of the final statistics extracted in this study indicate that from the point of view of experts, the components of implicit knowledge, culture, religion, tradition, skills, experience, mentality, and attitudes have the greatest impact on the flourishing of human capital, respectively.

The main purpose of this study was to investigate the status of new leadership functions in public organizations in West Azerbaijan province and propose an appropriate model for the improvement of the existing situation in them. The present research was applied in terms of purpose and mixed descriptive (quantitative-qualitative) in terms of nature and method. This research was conducted in two parts, quantitative and qualitative. The statistical population of this research in the quantitative section was managers, heads, and specialized experts in government organizations of West Azerbaijan province, and in the qualitative section were the managers of public organizations, elites, and university professors in West Azerbaijan province. To collect data, in the quantitative research section, a researcher-made questionnaire based on the theoretical framework of "Sanjay Saxena and Pour Nima Avasti" was used and in the qualitative section, open-ended questions were used through semi-structured interviews and focus group interviews. Descriptive and inferential statistics were used to analyze data in the quantitative part. In this framework, Kolmogorov-Smirnov was used to test the normality of the data distribution of the population, and one-sample t-test, t-student test, linear regression test, structural equation analysis, and confirmatory factor analysis were used to test the research hypotheses. SPSS and AMOS software was used in all calculations and tests. In the qualitative part, open coding tables, conceptualization, thematicization, and variable (theme) construction were used to design and present the main research model. According to the results of this research in the quantitative section, public organizations of West Azerbaijan province use new leadership functions to a lesser extent than the average. In other words, the current situation of new leadership functions in government organizations of West Azerbaijan province is less than average. Based on the results of qualitative research, a model for developing the current status of new leadership functions in government organizations was proposed. In the proposed model for government organizations, there are 14 main themes (main variable) and 39 sub-themes.

Today, the development of countries is based on creativity, innovation, and entrepreneurship. Achieving this goal is facilitated by entrepreneurial leadership. One of the areas of interest for researchers is the need of today's organizations for entrepreneurial leadership in such changing and unstable economic conditions. Entrepreneurial leadership is a style of leadership in which the leader emphasizes the group's performance in achieving organizational goals, which includes discovering and exploiting entrepreneurial opportunities. Therefore, the purpose of this article is to identify and explain the dimensions and components of entrepreneurial leadership in order to present a model. In this research, a qualitative method based on the Grounded Theory approach has been used. The statistical sample of this study includes 14 members of the board of directors and senior managers of Saipa Automotive Group who have been purposefully selected as a group of experts and data collection has been done using semi-structured interviews with these people. Data were analyzed through open, axial, and selective coding, and in the form of 355 codes, 72 concepts, 13 sub-categories, and 5 main categories were classified. Finally, the entrepreneurial leadership model has been designed and presented by identifying and introducing 13 components and 5 dimensions, including Guidance (goal orientation, inspiration, and role modeling), Facilitation (perceptual ability, communication ability, and empowerment), Supporting (developing commitment, motivation and emotional intelligence), Coaching (team orientation and participation), and Entrepreneurship factor (professionalism and entrepreneurial ability).

The fundamental condition of any construct architecture is attention to its cornerstone. Because not paying attention to cornerstone causes a faulty structure. In coaching process, antecedents can be regarded as cornerstone, influential factors that must be taken into consideration before doing coaching action. The purpose of this study has been identification of antecedents in coaching process. Research orientation was descriptive-exploratory and its approach is inductive. ethnography research strategy for collecting data and thematic analysis and MAXQDA software and for data analysis were applied. Study population was knowledge-based firms and the field of study for the implementation of ethnography strategy was Asan Pardakht company, as a leading company in payment industry. After data analysis, 198 codes, 12 sub-themes and 3 main themes (Problem finding and context preparing, Planning and Provisioning, informing and empowering) were identified as antecedents of coaching process. Finally, according to the results, some researches with different topics were proposed for future studies.

The aim of this study was to investigate the role of culture in promoting critical thinking to analyze the relationship between these variables could be the right model to promote critical thinking faculty members presented. The method used in this study is a combination of qualitative as well as quantitative method is used, the type of descriptive data and data gathered by Delphi / survey respectively. The current population of 320 people comprised of experts in universities and faculty members North West province, took place. Based on the results using theoretical foundations of research and expert opinions, organizational culture to promote critical thinking 9, 42 components and 75 items is formed. The results show that the planning culture in the promotion of critical thinking is the opposite effect, The results also show that scientific culture is the dominant culture but the culture within the organization, the current situation has an adverse effect on the promotion of critical thinking The result of the above, taking into account the fact that the critical thinking faculty is lower than the state average, is a match.

Transparency in governmental organizations demonstrates the transparency of decision-making principles and mechanisms governing the administrative performance of government. It is used as the most effective tool to fight against bureaucratic corruption to establish an efficient and effective government and to make a sustainable society. So this research aimed to present a model of factors affecting the performance transparency of governmental organizations. Firstly, factors affecting the performance transparency of governmental organizations were addressed by library studies and then they were investigated by university experts with relevant education in the country through Delphi technique. After validation and modification of these factors, the final questionnaire was compiled to collect quantitative data and was available for managers of various governmental organizations in Iran through a convenient sampling method. Finally, path analysis and model presentation was conducted through structural equation modeling and the Friedman test was used to rank the factors. Results of the study revealed that the model of factors affecting the governmental organization performance transparency includes six variables: individuals’ role and performance, information technology and communication, legal issues, environmental issues, management issues, and structural and process issues. These variables are global, but their analysis and ranking from the viewpoint of governmental managers showed that the majority of the path coefficient is related to information technology and communication variable. And the other two factors of structural and process factors and information technology and communication have the highest rank in performance transparency of governmental organizations in Iran.

There are various systems for ranking universities at the national and international levels which measure universities by different indicators and show their strengths and weaknesses compared to other universities. But the ranking system of the country's universities, which is based on national and international conditions, is more important than ever. Therefore, the main purpose of this research is to design a model for a comparative study and ranking of universities in the country. This research is applied in terms of purpose and is quantitative-qualitative in terms of type. The study population consists of experienced people involved in the development planning of universities in the country. To determine the sample size, the theoretical impregnation method was used. In this research, first, the necessary information for theoretical discussions was collected through deep study and review of related documents including the published scientific resources, Then, using the content analysis method, criteria and indicators of university assessment were collected, and finally, the task of determining criteria weights and indicators was done by analytical hierarchy process (AHP) method based on expert opinions. Finally, the model was presented to evaluate and rank the universities of Iran. According to the results of this research, seven criteria and 33 concepts were obtained, which, in the end, according to the weights criteria the ranks were rated. The following rankings are related to the quality of research, international credit, social and cultural credibility, the degree of innovation and financial efficiency, the rate of training of experts, and facilities.

Hospitals are one of the organizations susceptible to organizational trauma due to their special nature of the activities. In traumized organizations, the atmosphere of disappointment and depression is dominant. Employees and managers lose their job motivation and the organization's concentration on meeting customers' needs will lessen. If organizational trauma doesn't lessen, the organization will lead to death and nullity. The aim of present research is to identify effective factors on creation of organizational trauma in viewpoint of business elements and presenting necessary solutions to decrease this damaging phenomenon. It is a descriptive survey research in which 5 hypotheses were examined through 63 questions in a questionnaire. To analyze data, SPSS software (version 22) and PLS software package (version 3) have been used. The obtained results indicated that in Khatamolanbia Hospital, the most important factors in creating organizational trauma are environmental and goal in a row.

Delegation of power as a legal act in an organizational management system has an important place because it has multiple effects because it is one of the ways to decentralize in the optimal management of human resources. The thoughts and feelings of employees, which are referred to as employee energy (EE), play an important role in shaping the performance of employees in the workplace. Therefore, This concept has become a new goal in the field of organizational knowledge. Hence, this study is operated to design a conceptual framework for the semantic reconstruction of employee energy in public organizations. The study method is pursued as a Grounded Theory (GT), in which selective, axial, and open coding analyses were completed based on the Strauss and Corbin method. Data were gathered from semi-structured interviews. Using purposive sampling, the contributors included (N=20) experts and managers of public organizations, and interviews followed until the point of theoretical saturation. The obtained data were extracted from 283 primary codes, 97 concepts, 18 subcategories, and 6 categories. The analysis of this study showed that the central phenomenon is the energy of employees in the process was identified from causal conditions (Psychological characteristics, Healthy lifestyle, Genetics, Effective communication, Managerial leadership style, Job characteristics, and Quality of working life), contextual conditions (Dynamics of the economic, the political, the social, the cultural systems, and Technological developments), intervening conditions (Age, Gender, Education, Work experience, Type of employment); strategies (Psychological development, Health improvement, Social network development), and consequences (Instrumental, ultimate).

The purpose of this study was to design a model for Communication Apprehension human capitals In government organizations using the Interpretative Structural approach. This research is based on mixed researches in deductive-inductive paradigm that is purposeful and practical. In the qualitative section, the statistical population was 30 experts and managers in government organizations. Which were investigated according to purposeful sampling method and up to saturation of required information and theoretical adequacy. In the quantitative section, the statistical population of the research is managers and experts in government organizations whose have been evaluated using a structural interpretation model approach. In the qualitative part of the research, semi-structured interview was used. Its validity and reliability was tested using CVR coefficient and Kappa-Cohen test. In a quantitative section questionnaire was used. Its validity and reliability were measured using content validity and retest. The results of the study included the introduction of three main consequences Communication Apprehension human capitals: Organizational Non-Commitment, Turnover And Burnout of Job and describes how they are formed. for example, Organizational Non-Commitment Poor readiness of people, Increase fear and doubt And the lack of motivation human resources. Thus, Lack of sufficient motivation in addition to creating a climate of distrust among the staff of the organization, Avoiding them from communicating and interacting with each other will also be followed. Government data collected from public funds and contains valuable data, if opened, can be usable in various areas, can stimulate innovation. It is necessary to investigate contexts and factors affecting the Open Government Data driven Innovation (OGDI). The main question of research is: How does open government data lead to the creation of innovation? So that, trying to answer six sub-questions consisting: causal conditions, background conditions, intervening conditions, main phenomenon, strategies, and consequences about OGDI. This research, according to mixed method (qualitative-quantitative), first used the grounded theory based on Strauss-Corbin method; then due to qualitative analysis of data obtained from interviews, three-stage coding was used; next a quantitatively evaluated done by using Shannon's entropy method. Based on data sufficiency principle, up to theoretical saturation stage, 11 semi-structured interactive interviews with experts were done. Due to results obtained from interviews, 6 main categories according to the sub-questions of the research, and 20 sub-categories containing 95 concepts were extracted. Attention requirements per each main categories, subcategories and concepts were suggested for future research. Proposed theoretical model shows that, at first step, if "setting of supporting laws for OGDI", and "the demands of external stakeholders" (causal conditions) are done correctly; and at second step if simultaneously "market development and investment in OGDI" (context conditions), "drafting the data governance document" (main phenomenon), and "utilizing the capacity of the private sector in form of PPP"(intervention condition), executed correctly; also in third step, by using all types of innovation (strategy), it will achieve consequences such as transparency in the organization, solving "stagnation of private businesses" and "unemployment in society" problems.

Organization or workplace as a social phenomenon could have anomaly, irregularity that theoretically this phenomenon is called organizational anomie. This study aims to identify and prioritize the factors causing organizational anomia in organizations was conducted. This research is combines methods and the type of research is the study of deductive and inductive. The study population consisted 25 manager of Khorramabad organizations. In this study, using a combination of qualitative and quantitative methods, first with use of qualitative data obtained from exploratory studies included exploratory literature review and interviews exploring the causes of organizational anomia have been identifyed. Second By extracting their agents through research survey data are evaluated. The results are Including tow parts, first a series of organizational inertia causes are identified and second the importance and priority of these factors are determined. The results show that The inability of the organization to show their actual values, lack of shared norms at work, the negative attitude of employees towards their jobs, poorly performing staff socialization process, lack of meritocracy in the organization, discrimination in the organization, lack of management commitment to the values of the organization are the main causes of organizational anomie.

The basic objective of this study is to analyze the direct and indirect impacts of stakeholder orientation on financial performance, and the mediating role of learning orientation. This research has applied orientation, deduction approach, survey strategy, mono method, cross sectional time horizon. A questionnaire-based survey collected data from 228 non-profit public organizations’ managers and experts by cluster random sampling in the Northwest of Iran. The data was analyzed and the model validated using structural equation modelling and LISREL 8.80. The findings show that: (1) stakeholder orientation has impact on learning orientation and financial performance; (2) the impact of learning orientation on financial performance and, the mediating role of learning orientation between stakeholder orientation on financial performance supported. The contribution of this study is the development of an integrated framework to analyze the roles of stakeholder orientation on financial performance by learning orientation, which give some suggestion to managers of travel agencies and also future researcher.
