بررسی تأثیر عوامل مؤثر بر اشتراکگذاری اطلاعات G2G میان سازمانهای دولتی
امروزه سازمانها نسبت به گذشته تغییر کردهاند، درگذشته سازمانها بر حفظ و محرمانه نگهداشتن اطلاعات و دادهها تأکید داشتند، اما در حال حاضر اشتراک اطلاعاتی در سرتاسر مرزهای سازمانی اولویت اصلی آنهاست. بااینوجود فرایند به اشتراکگذاری اطلاعات با چالشها و عوامل اثرگذار بسیاری روبرو است. بر این اساس پژوهش حاضر سعی در بررسی تأثیر عوامل مؤثر بر میزان و نحوۀ اشتراک اطلاعات میان سازمانهای دولتی دارد. این پژوهش از حیث هدف کاربردی و از حیث روش پیمایشی- تحلیلی است. جامعۀ آماری پژوهش کلیۀ کارشناسان و مدیران فناوری اطلاعات ادارات کل دولتی استان خراسان رضوی در شهر مشهد میباشد. که بر اساس آمار و اطلاعات موجود تعداد آنها حدود 130 نفراست، با استفاده از فرمول کوکران برای جامعۀ معلوم نمونهای مشتمل بر 108 نفر انتخاب گردید. برای گردآوری دادههای موردنیاز از پرسشنامه استفاده گردید. تجزیهوتحلیل دادهها نیز با استفاده از الگوی مدلیابی معادلات ساختاری صورت گرفت. یافتههای پژوهش بیانگر تأثیر رهبری سطح بالا، ارتباط و تعامل دوجانبه، سازگاری، حمایت مدیریت عالی، هزینههای مالی، فرایند امنیت، مزایا و ریسکهای مورد انتظار بر میزان اشتراک اطلاعات میان سازمانهای دولتی است اما قوانین و سیاستها، اعتماد بین سازمانی و قابلیتهای فناوری اطلاعات تأثیر معنیداری بر میزان اشتراک اطلاعات میان سازمانهای دولتی نداشته است.

طراحی الگوی جانشینپروری در سازمانهای دولتی از طریق کاربست مدلسازی ساختاری-تفسیری
ترک خدمت نیروها در پستهای کلیدی و حساس درروند حرکت یک سازمان بهسوی اهدافش مشکل جدی ایجاد مینماید. بهطور خاص در بخش دولتی که در جذب نیروی کار باتجربه و متخصص با بخش خصوصی در رقابت است، نیاز به برنامه جانشینپروری و تربیت مدیران مجرب اهمیت زیادتری پیدا میکند. این پژوهش درصدد است که با کاربست روش تحلیل مضمون و مدلسازی ساختاری- تفسیری، الگوی جانشینپروری در سازمانهای دولتی را ارائه دهد. در این پژوهش یکی از سازمانهای دولتی کشور انتخاب شد و از مدیران و خبرگان آن در مورد برنامه جانشینپروری مصاحبه به عمل آمد. در ادامه با بهرهگیری از روش کیفی تحلیل مضمون، مصاحبههای مذکور تحلیل شد و شبکه مضامین جانشینپروری با 32 مضمون پایه، 10 مضمون سازمان دهنده و 3 مضمون فراگیر استخراج شد و با بهرهگیری از مدلسازی ساختاری- تفسیری، روابط بین متغیرها کشف شد. نتایج پژوهش نشان داد متغیرهایی چون تعهد مدیران ارشد به جانشینپروری، فرهنگ جانشینپروری و قوانین و اسناد بالادستی نقش مهم و کلیدی در تحقق جانشینپروری در بخش دولتی دارند و متغیرهایی چون نظام ارزیابی عملکرد مناسب، نظام آموزشی کارآمد و عدالت سازمانی خروجیهای سیستم جانشینپروری هستند.

الگوی تدوین خطمشیهای فرهنگی مراکز استانی صداوسیمای جمهوری اسلامی ایران
فعالیتهای مربوط به تولیدات فرهنگی صداوسیمای جمهوری اسلامی ایران توسط افراد و نهادهای مختلف تحت تأثیر قرار میگیرد و این مداخله در زمانهای قبل، حین و حتی بعد از تولید میتواند آن را به چالش بکشد و هزینههای مالی و از آن مهمتر هزینههای اجتماعی فراوانی را به همراه داشته باشد. هدف این تحقیق، طراحی یک مدل ترکیبی خطمشی در تولیدات فرهنگی صداوسیما با کمک مدلهای مختلف خطمشی گذاری است.برای جمعآوری دادهها با پرسش از خبرگان کاربردی و با ابزار پرسشنامه و برای تجزیه تحلیل دادههای کمّی، از شیوههای آمار توصیفی و استنباطی به روش تحقیق توصیفی- پیمایشی بهره برده شد. جامعۀ موردمطالعه در این تحقیق، شامل دو مجموعه استیکی استادان دانشگاه و جامعۀ دوم، جامعۀ کاربردی است که شامل دو گروه از مدیران، کارشناسان ارشد سازمان و نهادها و سازمانهای تأثیرگذار بر خطمشیهای رسانۀ ملی است که از روش نمونهگیری طبقهای نسبی استفاده شد.در این تحقیق با بررسی مدلهای مختلف خطمشی گذاری و بهرهگیری از ادبیات تحقیق و مطالعات موجود و استفاده ازنظر خبرگان علمی و کاربردی، سعی شد مدل مناسبی در معاونت امور استانها و مجلس صداوسیما برای تدوین خطمشی فرهنگی مراکز استانی ارائه شود.

تبیین ویژگیهای سیستم مناسب بودجهبندی عمومی برای تحقق پیشرفت عادلانه و کارآمد
بودجه بهمنزله قلب فراگرد خطمشیگذاری و بودجهبندی بهمنزله مهمترین فراگرد تصمیمگیری در نهادهای عمومی، از چنان اهمیتی برخوردارند که اصلاح آنها، اصلاح امر حکومت و کشور تلقی میشوند؛ اصلاحی که باید معطوف به یادگیری در جهت بودجهبندی بهتر باشد؛ زیرا که بودجه، آینه تمامنمای فعالیتها و خطمشیهای حکومت است. این در حالی است که پژوهشهای صورت گرفته و معرفی سیستمهای متعدد بودجهبندی طی سالیان گذشته، از ناکارآمدی سیستمهای بودجهبندی متداول در اکثر کشورها حکایت دارند؛ تسری چنین وضعی به کشور ما، پژوهشگران را بر آن داشت تا ضمن مدنظر قرار دادن ملاحظات مربوط به بافت اجتماعی و تاریخی، دراینباره مطالعه نمایند. بنابراین این پژوهش، باهدف شناسایی ویژگیهای سیستم مناسب بودجهبندی عمومی، از نگاه کارشناسان و صاحبنظران عرصه بودجهبندی و بررسی دیدگاههای گوناگون دراینباره صورت گرفت. روش پژوهش، تحلیل تم و ابزار اصلی جمعآوری دادهها، مصاحبه بوده است. مطابق با تحلیل دادههای جمعآوریشده، پنج طبقه تم اصلی با مجموعهای از تمهای فرعی تحت پوشش ذیل عناوین «واقعگرایی و فنگرایی»، «اصلاحگرایی و یادگیرندگی»، «علمگرایی و دانشمحوری»، «هدفمداری» و «ارزشمداری» پدیدار شدند. به نظر میرسد که با مدنظر قرار دادن این مقولهها در سیستم بودجهبندی حکومت، میتوان با حرکت در مسیر اصلاح امر بودجهبندی و بودجه، امیدوار بود که این سند مهم، در مسیری یادگیرنده بهسوی توسعه و پیشرفت، جامعه را در مسیر تعالی رهنمون گرداند.

یک نظام ارزیابی و پایش در قالب مدیریت عملکرد که برنامههای کلان دولت را با یک نگرش سیستمی در تمام سطوح، مورد پایش قرار داده و بازخوردهای لازم را جهت هموار کردن راه رسیدن به اهداف و برنامههای تعیینشده ارائه نماید، یکی از ضرورتهاست. لذا هدف اصلی این مقاله طراحی مدل جامع مدیریت عملکرد در سطح دولت و دستگاههای اجرایی میباشد. برای انجام این مطالعه، از روش تحقیق ترکیبی استفاده شده است، بدینصورت که؛ در مرحله اول رویکردها و مدلهای مربوط به مدیریت عملکرد موردبررسی قرارگرفته و با استفاده از روش کیفی تحلیل مضمونی، مضامین استخراجشده از ادبیات علمی در قالب سه سطح؛ «استراتژیک»، «سازمان» و «کارکنان» کدبندی شد. در مرحله دوم متغیرهای 27 گانه احصا شده، در قالب پرسشنامهای تنظیم و در بین نمونهای 132 نفری که با استفاده از جدول مورگان از بین جامعه 210 نفری نظام برنامهریزی کشور انتخاب شده بود، توزیع گردیده و اطلاعات جمعآوری شده با استفاده از نرمافزار لیزرل مورد تحلیل قرار گرفت. یافتههای تحقیق حاکی از این است که تمامی متغیرهای 27 گانه احصا شده در قالب سطوح مذکور، بهعنوان متغیرهایی که بایستی در طراحی مدل مدیریت عملکرد موردتوجه قرار گیرند، مورد تأیید قرار گرفت. همچنین با توجه به اینکه قدر مطلق مقدار آماره t برای تمامی روابط بین متغیرها بزرگتر از مقدار بحرانی 96/1 و نیز تمامی بارهای عاملی در حالت استاندارد بزرگتر از 5/0 بدست آمد، لذا هیچکدام از روابط رد نشده و تمامی متغیرها و روابط تائید شد و درنهایت مدل اولیه تحقیق نیز تائید شد.

شناسایی عوامل موثر بر طفرهروی سازمانی با رویکرد نقشه راه اصلاح نظام اداری
طفرهروی سازمانی بهعنوان یکی از مسائل مهم در مسیر عملکرد مطلوب سازمان، پدیدهای است که به تمایل کارکنان برای بکارگیری انرژی کمتر در حین مشارکت در کارهای جمعی، نسبت به هنگامیکه بهتنهایی هدفی را دنبال میکنند، اشاره دارد. ازآنجاکه اغلب اهداف سازمان بهصورت جمعی دنبال میشوند، این مقوله یکی از مشکلات جدی پیش روی سازمانها است. بر این اساس تحقیق حاضر، درپی یافتن مؤلفههای مؤثر بر طفرهروی سازمانی بوده، بدین منظور ابتدا، از طریق فن دلفی، نظر 15تن از خبرگان حوزهی منابع انسانی، در خصوص شاخصهای تأثیرگذار بر طفرهروی سازمانی، اخذ گردیده و پس از جمعبندی و طراحی مدل پیشنهادی، برازش آن مورد پیمایش قرارگرفته است. این تحقیق با رویکرد آمیختهی کمی و کیفی به طراحی مدل نهایی پرداخته است. جامعه تحقیق حاضر تعداد350 نفر از کارشناسان وزارت ارتباطات و فناوری اطلاعات بوده است، لذا با کمک فرمول کوکران تعداد180 نفر از آنان با روش تصادفی ساده بهعنوان نمونه انتخاب و مورد پیمایش قرارگرفتهاند. تجزیهوتحلیل آماری دادههای تحقیق نیز با کمک معادلات ساختاری صورت پذیرفته است. بدین منظور پرسشنامهای که روایی آنها از طریق روایی محتوا، روایی معیار و روایی سازه و پایایی آنها با بدست آمدن آلفای کرونباخی برابر با 834% تایید گردیده است، مورد بهرهبرداری قرارگرفته است. پس از تأیید نرمال بودن توزیع دادهها، با کمک نرمافزار Smart PLS و آزمون تحلیل عاملی تأییدی، مدل ترسیمشده با 5 مؤلفه و 25 شاخص، مورد تأیید قرار گرفت. نتایج نشان داد که مؤثرترین عامل تأثیرگذار بر طفرهروی سازمانی بعد محیطی سازمان است ؛ لذا در پایان به مدیران پیشنهاد گردید با تکیه بر مهمترین شاخصهای مؤثر بر طفرهروی سازمانی مانند رضایت شغلی، تعهد، فرهنگسازمانی ، به مدیریت بهینه طفرهروی سازمانی نائل آیند.

سازمانها یا محیطهای کاری به عنوان پدیدههایی اجتماعی میتوانند دچار بیهنجاری، بینظمی و نهایتاٌ فروپاشی ساختارها و بیسازمانی نهادینه شده شوند که از لحاظ نظری به این پدیده آنومیسازمانی گفته میشود. از اینرو پژوهش حاضر باهدف شناسایی و اولویتبندی عوامل بوجودآورنده آنومیسازمانی در سازمانهای دولتی انجام پذیرفت. این تحقیق از نظر روش ترکیبی و از نظر نوع پژوهش این تحقیق قیاسی استقرایی است. جامعه آماری پژوهش مدیران میانی سازمانهای دولتی شهر خرمآباد هستند که با استفاده از روش نمونهگیری هدفمند 25 نفر از آنان به عنوان اعضای نمونه انتخاب گردیده است. در تحقیق حاضر با استفاده از ترکیب روش کمی و کیفی، ابتدا با استفاده از داده های کیفی بدست آمده از مطالعات اکتشافی شامل بررسی متون اکتشافی و انجام مصاحبه های اکتشافی عوامل ایجاد کننده آنومی سازمانی مشخص شده است، سپس با استخراج عوامل آنها را از طریق تحقیق زمینه یابی مورد ارزیابی قرار داده شد. نتایج پژوهش مشتمل بر دو بخش است، که در بخش اول مجموعه ای از عوامل ایجاد کننده آنومی سازمانی شناسایی و در بخش دوم میزان اهمیت و اولویت این عوامل مشخص می شود. نتایج پژوهش نشان می دهند که عدم توانایی سازمان در نشان دادن ارزشهای واقعی خود، فقدان هنجارهای مشترک درکار، نگرش منفی کارکنان نسبت به شغل خود، اجرای ضعیف فرآیند اجتماعیسازی کارکنان، عدم شایستهسالاری در سازمان، وجود ﺗﺒﻌﯿﺾ در سازمان، و عدم تعهد مدیران به ارزشهای سازمان از مهمترین عوامل بوجودآورنده آنومی سازمانی هستند.

ارائه یک چارچوب مفهومی برای پردازش نظریه جنجال – نتیجه
این مقاله بر عدم التزام برخی از ارباب رجوع سازمانهای دولتی به قانون و ایجاد جنجال به منظور دستیابی به اهداف شخصی تمرکز دارد. هدف مقاله تبیین این مسئله اپیدمیک و نوظهور در قالب نظریهی جنجال – نتیجه میباشد. برای طراحی چارچوب مفهومی، از استراتژی نظریه پردازی داده بنیاد و برای گردآوری داده ها از ابزار «مصاحبه اکتشافی» و «مشاهده» استفاده شده است. نمونه مورد مصاحبه 14 نفر از مدیران دارای حداقل پنج سال سابقه اجرایی بودند که برای انتخاب آنها از روش نمونه گیری هدفمند و روش گلوله برفی استفاده شد. همچنین 9 نفر از ارباب رجوع جنجال کننده چند سازمان، مورد مشاهده قرار گرفته و مصاحبه نیمه ساختارمند با ایشان صورت گرفت. کفایت تعداد نمونه از روش اشباع نظری حاصل شد. «اعتبار» مدل به وسیله ابزار «گروه کانون» 12 نفره نخبگان و نظریه پردازان، طی دو دور در معرض نقد و نظر قرار گرفت. چارچوب مفهومی طراحی شده برای نظریه جنجال – نتیجه با استناد مبانی نظری تحقیق پشتیبانی شده است. نتایج نشان می دهد 5 عامل بر جنجال موثر است و 7 متغیر میانجی، احتمال وقوع نتیجه از طریق راهبرد جنجال را تقویت یا تضعیف می کنند. با عنایت به نتایج، برای مدیریت جنجال دو دستور کار شامل بهبود و رفع عوامل موثر بر جنجال، و کنترل متغیرهای میانجی می بایست توسط مدیران مدنظر قرار گیرد. در انتها، برای محک زدن چارچوب ارائه شده و قابلیت کاربرد نظریه، فرضیاتی تدوین شده است تا توسط محققان آتی به بوته آزمایش گذارده شود.
