The study aimed to investigate the role of positive organizational behavior in the impact of organizational coaching on public service motivation among the staff of the headquarters at Tabriz University of Medical Sciences. The research is applied in terms of its goal and descriptive-survey in terms of its nature and method. The statistical population comprised all staff members at the headquarters (460 people), with a sample size of 209 individuals chosen randomly based on the Cochran formula. Data collection tools included standardized questionnaires for organizational coaching, public service motivation, and positive organizational behavior. The validity of the questionnaires was confirmed by experts, and their reliability was calculated using Cronbach's alpha.Data analysis involved descriptive and inferential statistics using PLS software. The findings revealed that organizational coaching positively affects public service motivation. Positive organizational behavior mediates the effect of organizational coaching on public service motivation. All dimensions of organizational coaching (open communication, team approach, prioritizing individuals over tasks, acceptance of ambiguity, and facilitating employee education and development) positively influence public service motivation. Additionally, among the dimensions of positive organizational behavior, self-efficacy, resilience, and optimism mediate the effect of organizational coaching on public service motivation.

Managing the public service motivation of public organizations employees is the biggest challenge facing today's public sector managers because the existentail philosophy of public administration is to serve the citizen in the light of the presence of public servants with a high public service motivation. In this regard, the present study aimed to investigate the effect of organizational cynicism on the public service motivation, explaining the role of the perception of organizational politics and organizational goal ambiguity as moderating variables. In this research, by using a simple random sampling method, 926 employees of public sector under the supervision of 18 ministries of the country were selected as sample. A standard questionnaire was used to collect data. Validity and reliability of each of the variables were confirmed. Data analysis was performed by Spearman correlation test and stepwise regression using SPSS software. The results show that organizational cynicism leads to a reduction in the public service motivation, and the employees’ negative perception of the organizational politics moderates the relationship between organizational cynicism and the public service motivation in a negative manner. Additionally, the combination of organizational goal ambiguity with the perception of organizational politics intensifies this relationship.

In recent years, performance gap between private and public sector has affected researchers of public administration to pay attention to the concept of public service motivation. Present research has been accomplished aiming at improving public service motivation among employees of public sector and is intended to identify effective factors on public service motivation. For this reason, 196 people of employees at Qom central municipality have been studied in a descriptive survey method. Results show that family socialization, religious socialization, professional identity, job characteristics, member/leader exchange and role situation are effective on public service motivation. On the other hand, results showed that demographic characteristics don't affect on public service motivation. Based on research results, absorbing people who have strong and related family background and also stronger religious beliefs will lead in improving public service motivation in municipality. Furthermore, improving group and professional identity, redesigning jobs in a flexible way and based on freedom of action, trust creation between leader and member and disclosure of organization's roles expand public service motivation in municipalities.
