The study of e-governance literature reveals that this field of knowledge has transformed into a jungle of unstructured and visionless theories, to the extent that it perplexes designers and implementers! This research, adopting an exploratory and foresight-oriented approach, aims to develop a dynamic and timeless model that identifies the dimensions, concepts, and indicators of e-governance in a comprehensive framework. The goal is to ensure purposeful and balanced growth of this social construct in implementation. The initial model was designed using a comparative study methodology and meta-synthesis methods. Subsequently, the identified components were tested through a Delphi questionnaire in four rounds. The level of consensus among panel members was calculated using Kendall's coefficient of concordance. To determine the adequacy of dimensions and components, their coverage, and the feasibility of implementing the model, a binomial hypothesis test was employed. Panel members included esteemed faculty members, prominent researchers related to the research topic, and senior executives specializing in e-governance.The findings depict the construct of e-governance in a four-category model comprising context, development process, content, and era. The results demonstrate that the categories of "context," "development process," and "content" are interconnected in pairs. Moreover, the final model indicates that in each "era," new and distinct "content" of e-governance emerges, necessitating new scenarios for "contextual" components. Likewise, the realization of new "context" requires scenario planning for the components of the "development process" to achieve the intended content. This growth and evolution of e-governance across various eras continue in the form of a spiral modelَ

Government data collected from public funds and contains valuable data, if opened, can be usable in various areas, can stimulate innovation. It is necessary to investigate contexts and factors affecting the Open Government Data driven Innovation (OGDI). The main question of research is: How does open government data lead to the creation of innovation? So that, trying to answer six sub-questions consisting: causal conditions, background conditions, intervening conditions, main phenomenon, strategies, and consequences about OGDI. This research, according to mixed method (qualitative-quantitative), first used the grounded theory based on Strauss-Corbin method; then due to qualitative analysis of data obtained from interviews, three-stage coding was used; next a quantitatively evaluated done by using Shannon's entropy method. Based on data sufficiency principle, up to theoretical saturation stage, 11 semi-structured interactive interviews with experts were done. Due to results obtained from interviews, 6 main categories according to the sub-questions of the research, and 20 sub-categories containing 95 concepts were extracted. Attention requirements per each main categories, subcategories and concepts were suggested for future research. Proposed theoretical model shows that, at first step, if "setting of supporting laws for OGDI", and "the demands of external stakeholders" (causal conditions) are done correctly; and at second step if simultaneously "market development and investment in OGDI" (context conditions), "drafting the data governance document" (main phenomenon), and "utilizing the capacity of the private sector in form of PPP"(intervention condition), executed correctly; also in third step, by using all types of innovation (strategy), it will achieve consequences such as transparency in the organization, solving "stagnation of private businesses" and "unemployment in society" problems.

Today sharing information, regarding to meny benefits which it has, becomes important across the organisational borders. It leads to providing better services to citizens and enterprises, saving of operational costs, increasing the effectiveness of programs and improving policy-making and decision-making. However sharing information is under the influence of many key factors. The present study is trying to examine the influence of effective factors of sharing information among public organisations to finally identify the factors that lead to islanding of offices, decrease of cooperation, parallel work, manifestation of political behaviours and in conclution decrease of confidence and lack of coordination among public offices. The aim of this study is practical and its method is analytical-survey. Statistical society of this survey is all managers and profissionals of information technology of public offices in Mashhad, which based on available statistics and data their number is around 130 people. By use of Cochran formula a sample of 108 people is choosen for this statistical society. To gather the necessary data, we use a questionaire and analysis of data is done by use of a pattern of structural equation modeling. Findings of this survey show the effects of high- level leadership, communication and mutual exchange, adaptation, support of top manager, cost, security process, benefits and expected risks on amount of sharing information among public organisations, but none of laws and polecies, inter-organisation confidence and capabilities of information technology has a meaningful effect on amount of sharing information among public organisations.

The present study aims to investigate the infrastructure of E-municipality in the metropolis Tabriz. The research method is descriptive survey and as a functional purpose. The study population consisted of 120 employees working in the Statistics and Information Technology, and staff working in areas related to information technology of Tabriz municipality in 2016. Data collection instrument was a questionnaire. The results of the investigation show that infrastructure of strategic management, manpower training, services and applications has not yet been provided for the establishment of E- municipality in Tabriz municipality. But technical infrastructure (networking and communications), hardware support, software and application systems, and information security is provided for the establishment of commerce in Tabriz municipality.
