Effective leadership is essential for organizations aiming for growth in the coming decades. The aim of this reseach is Analyzing the Effect of Memetic in organization and this effect on organizational Incivility with the role of leadership. This reseach is applied based on purpose and used a descriptive survey methodology. Statistical population includes official (permanent) and staff employees with at least 5 years of service experience in the Planning and Human Capital Deputy of District 5 of Tehran Municipality, with a sample of 212 personnel selected through simple random sampling based on Cochran's formula. Data was collected using questionnaire and in order to analyze data using structural equation modeling with SmartPLS software version 4. Based on the research findings, validity, reliability, and the model were approved. The result indicate that focusing on organizational memes positively influences on visionary and humorous and forgiveness-based leadership styles, which in turn significantly reduce organizational truma. Moreover, these leadership styles (visionary, humorous and forgiveness-based) have negatively impact organizational truma. Also visionary, humorous and forgiveness-based leadership styles acting as mediators between memetic in the organization and organizational truma. Integrating memetic into leadership training can cultivate leaders who enhance performance and foster organizational well-being. As organizations face growing pressures in this decade, adaptive leadership becomes crucial. Therefore, leaders should foster a culture that institutionalizes desirable leadership styles within the municipality.

Transformational leadership is a process that seeks to improve employee behaviors and behaviors by changing the mind and heart; developing insights, awareness and understanding; clarifying goals; aligning behaviors with beliefs, ethics, or values. The purpose of this study was to investigate and analyze the current state of transformational leadership in public universities. The statistical population of this study consisted of all faculty members and staff of public universities. Due to the size of the statistical population, a sample size of 358 was selected by stratified random sampling. Transformational Leadership Status Questionnaire was developed using the standard Multivariate Transformational Leadership Questionnaire (form 5X MLQ) with the dimensions of ideal influence, subjective motivation, inspirational motivation, and individual considerations. Structural validity, confirmatory factor analysis and Cronbach's alpha coefficient were used to determine the validity and reliability. Data analysis was performed by SPSS software and univariate t-test, independent t-test and ANOVA. The results of the tests showed that there is a significant difference between the average status of transformational leadership and the expected status of transformational leadership at the error level of less than one percent and with 99% confidence. Therefore, the status of transformational leadership in public universities is significant. It is rated below average.

In a situation that business environment is becoming more dynamic and complex, creating and sustaining competitive advantage depend on innovativeness and continuous current technological improvement. The research and development of the companies are playing a very important role in this respect. Their leaders always have been facing with the challenges of how to enhance these organizations performance. Considering that, management scholars and practitioner believe that leadership, organizational culture and innovative climate are the most important factors affecting performance. A very limited study has been carried out on the combination effects of these factors on performance. So, the purpose of this paper is to fill this gap. This research is applied-developmental, and the research method is combinative. The research purpose in the first phase is survey and explorative oriented, and in the second phase is descriptive and explanative. The structural equation models are used for data analysis and approval of hypotheses. The result shows that the leadership does not have direct and meaningful impact on R&D organizational performance, because they are mediated and moderated by organizational culture and innovative climate. Therefore, leadership should avoid to directly interfering in research affaires, and they have to shape and strengthen innovative organizational culture and climate. So, they will be able to continuously improve performance and productivity of their organizations.

The purpose of the current research was to investigate the productivity of human resources and the classification and prioritization of the skills needed for managers in performing managerial duties in the industrial sector. This study is practical in terms of survey method (descriptive/field) and in terms of purpose. The statistical population of the research included all managers of industries covered by Iran's national industries (special industries) or industries that are somehow covered by government bodies and institutions (public industries) located in East Azerbaijan, which due to the limitation of the statistical population., the census method has been used. Data collection was done through a questionnaire organized in three sections, and the information was analyzed using Spss software. The results of this research show that the effective management factors in increasing the productivity of human resources are: planning, control, leadership, organization.
