About a decade has passed since the establishment and implementation of the current performance management system of Iranian public sector organizations according to the criteria of the Civil Service Management Act. Nevertheless, this system has not been scientifically and comprehensively pathologized. Since the possible failures and shortcomings of the current system will cause deep performance gaps if they are placed together and continue, so the purpose of the present research is the pathology of the mentioned system. First, the literature on performance management (at the organizational level) was studied and the selected sources were reviewed, classified, and thematically analyzed. Then, semi-structured interviews with nineteen performance management experts in public sector organizations were conducted based on the extracted themes. Experts were identified by snowball technique considering scientific, experimental and perceptual conditions. Subsequently, inductive thematic analysis of the interviews data and pathology were performed. In this phase, 500 codes were assigned to the data. Findings of this research include a global theme (the failures of mentioned system), 6 organizing themes (major failures including planning problems, legal and contextual deficiencies, proficiency problems and poor insight, conflict of interest problems, executive and logistical deficiencies, theoretical problems in the current model) and 55 basic themes (minor failures). Considering the variety, multiplicity and scope of the mentioned failures, corrective measures should be taken with the participation of various specialties in the field of management knowledge. Some reforms are possible within this system, while others require improvements in other subsystems of the Iranian administrative system.

Transparency in governmental organizations demonstrates the transparency of decision-making principles and mechanisms governing the administrative performance of government. It is used as the most effective tool to fight against bureaucratic corruption to establish an efficient and effective government and to make a sustainable society. So this research aimed to present a model of factors affecting the performance transparency of governmental organizations. Firstly, factors affecting the performance transparency of governmental organizations were addressed by library studies and then they were investigated by university experts with relevant education in the country through Delphi technique. After validation and modification of these factors, the final questionnaire was compiled to collect quantitative data and was available for managers of various governmental organizations in Iran through a convenient sampling method. Finally, path analysis and model presentation was conducted through structural equation modeling and the Friedman test was used to rank the factors. Results of the study revealed that the model of factors affecting the governmental organization performance transparency includes six variables: individuals’ role and performance, information technology and communication, legal issues, environmental issues, management issues, and structural and process issues. These variables are global, but their analysis and ranking from the viewpoint of governmental managers showed that the majority of the path coefficient is related to information technology and communication variable. And the other two factors of structural and process factors and information technology and communication have the highest rank in performance transparency of governmental organizations in Iran.

.Designing the evaluation system, monitoring and overall performance management is essential subject for a state. Through which a government strategic plans with a systematic approach at all levels, monitored and feedback necessary to pave the way for the country's 20-year perspective. In this paper we present a comprehensive model in this regard. To develop the model, first consider research questions, in the form of literature, approaches and models of performance management with performance management in three different levels, including the strategic level, the organizational level and the staff were studied. Then, using qualitative content analysis, content extracted from the scientific literature in the form of three levels and ultimately classified and coded the content networks were drawn. Finally, using any of the methods of qualitative, comprehensive model was extracted. According to the analysis conducted thematic and typology, a total of 27 variables were identified that each of the three levels: strategic, organization and personnel respectively 11, 8 and 8 respectively variable. Finally to validate and test the model,27 persons inferred variables, In a questionnaire survey were adjusted and experts, All the data collected was analyzed using LISREL software and extract variables as well as research prototype has been approved.

in present research, balanced scored card has been developed to assess affiliate organizations to municipality. In spite of various designed models to assess performance of the sub-departments of Mashhad municipality, there is not a model that can consider the organization's natural differences sides together with their performance sides. Hence, the aim of this research is designing a model that considers the factors which are out of control of affiliate organizations that are effective on their performance besides presenting performance indices. In another words, the research is intended to answer the question that which internal and external factors affect on performance of affiliate organizations to Mashhad municipality indeed and what is the part of each one? The research is an applied research in terms of purpose and is a qualitative one in terms of gatherind data. In order to take the experts' ideas that included managers of all organizations and affiliate organizations to Mashhad municipality (14 organizations and 6 affiliate agency), Delphi method was utilized. The ultimate designed model included 7 indices of financial clustering, 2 indices of customer clustering, 5 indices of process clustering, 2 indices of growth clustering, 7 indices of financial performance, 4 indices of customer performance, 7 indices of process performance and 7 indices of growth performance. This research helps top managers of Mashhad municipality that how they can monitor the performance of affiliate organizations regarding natural characteristics of each of them.
