The purpose of this study is description and understand an idiomatic training course but competitive that name is branch advanced course. The course is performing in the military unit. To observe security issues, in this study the name of that unit was not mentioned. The type of study is developmental and to extract factors, ethnography methodology that is a qualitative method was used. Sample population is among a military unit that this course perform in it. Data were selected via 23 military man interviews. They had tendency for dialogue and interview. Also the researcher observed the daily interaction of those employees for data collecting process and writes that interaction specification instantly. Researcher was immersed in that field because, he is graduated from that course. Data were saturated according to sample size. Braun and Clarke (2006) thematic analysis was used for data analyzing. After initial analysis, 12 initial codes were generated. These codes were categorized to two general factors. These general factors were individual and social factors that are outcome of training competition. The individual factors have 6 codes. The social factors have 6 codes. After thematic analysis, thick description was presented about competition and 12 themes shows itself in individual and social categories.

The imbalance between responsibility and authority means disregarding one of the most important principles of delegation that, given the implications of this issue for the individual and the present research organization, seeks to identify its various dimensions and explain the balancing strategies by analyzing this phenomenon. The strategy used in this study is grounded theory based on emerging approach. The study population consisted of managers of public organizations in Mashhad, among whom 19 were selected through targeted sampling method to reach the theoretical saturation.The research tool was a semi-structured interview. MAXQDA qualitative analysis software was utilized to analyze the data, and open, axial and selective coding processes were usesd in this regard. The accomplished analysis using continuous comparisons in the actual and theoretical coding process showed 193 codes, 72 concepts, 16 classes, and 6 categories, which led to the final model of research on the axial category, named the imbalance between responsibility and authority. Then, the final model of imbalance management which is lucrative to decline negative imbalance consequences and empower its positive results was designed with the help of individual and organizational strategies.

The purpose of this study was to design a model for Communication Apprehension human capitals In government organizations using the Interpretative Structural approach. This research is based on mixed researches in deductive-inductive paradigm that is purposeful and practical. In the qualitative section, the statistical population was 30 experts and managers in government organizations. Which were investigated according to purposeful sampling method and up to saturation of required information and theoretical adequacy. In the quantitative section, the statistical population of the research is managers and experts in government organizations whose have been evaluated using a structural interpretation model approach. In the qualitative part of the research, semi-structured interview was used. Its validity and reliability was tested using CVR coefficient and Kappa-Cohen test. In a quantitative section questionnaire was used. Its validity and reliability were measured using content validity and retest. The results of the study included the introduction of three main consequences Communication Apprehension human capitals: Organizational Non-Commitment, Turnover And Burnout of Job and describes how they are formed. for example, Organizational Non-Commitment Poor readiness of people, Increase fear and doubt And the lack of motivation human resources. Thus, Lack of sufficient motivation in addition to creating a climate of distrust among the staff of the organization, Avoiding them from communicating and interacting with each other will also be followed. The aim of this study is to provide an overview of the different situations and dimensions of public administration in Iran and to help guide future research on filling the gap in previous research in this area. In this case, 279 doctoral theses defended between 2011 and 1396 were reviewed and reviewed at 6 public universities in the country and with online access. The research methodology is qualitative in terms of its purpose and descriptive method. The research methodology of the group consists of 24 leading faculty members in the major universities of the country with associate professors and professors. The results of the reviewed articles were evaluated based on criteria such as the subject of research, method and tool of data collection, data analysis method, in this paper. The results show that most of the researches in the 26% of the studies are of a structural type, 34% of the type of behavior, 12% of the environmental type, 24% of the combination type and 4% of the form of three branches. In the researches, 86% of the titles used a qualitative and qualitative method for collecting data and a 1% questionnaire was used only qualitatively and the remainder was used only for quantitative methods. The result is a deep divide between the results of the doctoral dissertation and the lack of a doctrine and the theory of research.

With a mixed exploratory approach (qualitative- quantitative), the present study aims to design a model for strategic human resource management with high-performance work systems. For this purpose, 34 main themes of the subject literature were extracted and consensus was established through the implementation of the Delphi method, with the participation of academic elites and knowledge-based knowledge companies. Finally, by deleting 4 dimensions of the 3 new dimensions by panel members, 33 Then, it was identified as the final concepts which includes concepts high-performance work systems, organization performance, achievements of human resource and competition strategies. The results showed that high-performance work systems have a positively direct impact on the knowledge-based companies. Also the package of high-performance work systems has a positively direct effect on the achievements of human resource through which the organization performance is indirectly affected. However, the moderating role of the competition strategies of differentiation and focus was not affirmed.

Unethical behaviors occur in most of organizations but a form of them is often neglected. A specific kind of unethical behaviors that are conducted with the intent to benefit the organization or its members is called "unethical pro-organizational behaviors". So the present study aims to identify the reasons of unethical pro-organizational behaviors occurrence in governmental organizations. The strategy of research is narrative research and using narrative interviews, the individuals’ experience unethical pro-organizational behaviors were obtained. Fourteen managers from governmental organizations in Khorasan Razavi were selected through purposive non-probability sampling. Thematic analysis method was used to analyze the qualitative data. The findings are three categories which included organizational reasons (supportive behaviors of top managers, inefficient monitoring and evaluation, inefficient distribution of credits and budget, authority domain and time pressure), individual reasons (organizational identity, commitment, Compassion, self-serving and risky personality) and legal reasons (lack of rules, ambiguity of rules and incompatibility of rules).

Reducing the politicization of administrative system has been considered as an important goal of the reforms of administrative systems. The main purpose of this article is identifying the indicators for distinction between political and administrative jobs as a solution for politicization of administrative system of Iran that recognized by State Service Management Act. Administrative jobs are those which should change based on career and changing them based on the results of presidential election is wrong but political jobs are those that president can change their employees after presidential election. Identifying the measures for distinguishing these jobs is the purpose of this article. In this regard, at first, the indicators for distinguishing these jobs are identified based on experts viewpoints then these indicators have been set in the form of questionnaire and prioritizing for political and administrative jobs. The results show that need for: bargaining and political lobbying, considering religious and national values, and necessity of political accountability are the first three indicators for political jobs. Necessity of occupational accountability, specialization of job tasks and necessity of legal accountability are the first three indicators for administrative jobs.

The question of why some of the staff leave the organization and others remain has been challenging the minds of writers and managers for years. despite of more than 60 years have passed since the researches of staff turnover , yet these models could not explain the turnover factors exactly. To cover the shortcomings of traditional turnover models, the idea of job embeddedness was introduced in 2001, which, in spite of, over 16 years since presentation of this concept, has been neglected in indoor literature. The present study seeks to explain the job embeddedness model with the grounded theory approach at the National Iranian South Oil Company. Data collection tools were semi-structured interviews. In order to collect information, a targeted sampling method was used for interviewing 27 managers and staff that were familiar with HRM.data. analysis was conducted in three stages of open , axial and selective coding , using “Atlas Ti “ software .Thus , the qualitative model of research was extracted. The result of this analysis indicates extraction of more than 280 basic codes of interviews as well as 24 concept and 15 categories presented in paradigmatic model. On the basis of this model , managers should try to pursue their own responsibilities in the community and shall have an influential element of social welfare and social culture through extensive social interaction .otherwise, day after day, there will see an outflow of staff turnover.

Procrastination as one of the most important manifestations of deviant behavior in governmental organizations plays an important role in reducing desired outcomes such as productivity, performance, efficiency and increasing organizational undesirable variables shch as absenticism and turn over, accidents and human errors. In some areas of public service such as aeronautical industry, this could have irreparable consequences. The purpose of this study was to design and explain the model of procrastination management in Iranian governmental organizations. At first, using a qualitative quantitative approach, model extracted from library studies, followed by the Delphi method, was provided to 18 experts from Iranian Airports and Air Navigation Company and university elites. Then, based on the results of Delphi test, the final model and organizational procrastination survey questionnaire were designed. The validity of the model was confirmed using face validity, and the reliability of the questionnaire was determined using the Cronbach's alpha coefficient. The statistical population consisted of about 650 directors and experts of Iranian Airport and Air Navigation Company. Using kokran’s formula, 240 people were selected by simple random sampling method. With the help of the LISREL software and the confirmatory factor analysis, the model was confirmed. The results of this study showed that group dynamics are the most effective variable in organizational procrastination pridiction.

In recent years, the time that managers use to make decisions has been drastically reduced. The identification of important information that should be monitored in real time, collected, integrated, displayed and analyzed is necessary more than ever. Organizational Dashboard is a tool full of rich indicators, reports and graphs that dynamically acts to help managers control the performance of the organization in every time. for efficient data, using business intelligence logic is inevitable. Business Intelligence is a system in which different, dispersed and heterogeneous data of an organization is integrated and through the establishment of analytical database for managers to make decisions. This study is developmental and practical. After reviewing literature and interviewing with 38 experts in universities and organizations, organizational dashboard developmental factors with the business intelligence logic were presented that were 357 codes. Using content analysis and focus group methods, these codes were grouped to 24 based content and 7 organizer contents Then in two stages using interpretive structural modeling model the contents of the basic themes and organizer themes separately and with respect to the consistency of two modeling combine the two and create a final model of the organizational dashboard development with business intelligence logic which can be detailed road map for governmental organizations to design and implement of this system.

Using Narrative research methods in social sciences, has been grown significantly in recent years, so that this growth called narrative turn.In manamagement and organizational researches, career studies has recently approached toward narrative analysis and methods. This reseach, firstly pays attention to theoretical and philosophical foundations of narrative analysis and methods in social sciences, and then, tries to investigate career stories, and meaning of the, using appropriate narrative research method and approach. Structural and thematic analysis of informants' career stories show that four distnict career story genres can be distinguished and recognized: rise, ups and downs, indifference and fall. Moreover interpersonal relationships, control, coping readiness, job position and psycho-pathology are the most frequent themes in informants' career stories. Research findings show that narrative method and analysis, both structural and thematic, can contribute to understand deeply the meaning people attach to their careers, and paves the way for change or improve it.

Purpose: Identifying the underlying and determining factors in the applicability of research into corporate social responsibility is unavoidable in the current context. To be democratic, transparent, and publicly-engaged are of integral qualities to administrate public affairs in modern era by the organizations. The survey suggests that at verbal stage and superficial structure, the language of governmental senior officials is close to this discourse. However, one of the key setbacks in interactions of public organizations providing public services is language hinders. This study is to characterize the discourse of public administration concerning education in between 1989- 2013 to assess the extent they concur with modern paradigm in public administration. To conduct the survey, Fairclough ‘s approach has been applied. The findings indicate that, although senior officials in Education Ministry are largely inclined to use conceptions as well as variations of modern paradigm of management, their usage is highly superficial and less genuine. In fact, what really occurs is language gaming, blurring their intentions through insisting on bureaucratic mechanism and expertization of reference language in public interactions, poor inclusiveness, and slogan-oriented approach versus practice-oriented one play the central role in their discourse

The basic objective of this study is to analyze the direct and indirect impacts of stakeholder orientation on financial performance, and the mediating role of learning orientation. This research has applied orientation, deduction approach, survey strategy, mono method, cross sectional time horizon. A questionnaire-based survey collected data from 228 non-profit public organizations’ managers and experts by cluster random sampling in the Northwest of Iran. The data was analyzed and the model validated using structural equation modelling and LISREL 8.80. The findings show that: (1) stakeholder orientation has impact on learning orientation and financial performance; (2) the impact of learning orientation on financial performance and, the mediating role of learning orientation between stakeholder orientation on financial performance supported. The contribution of this study is the development of an integrated framework to analyze the roles of stakeholder orientation on financial performance by learning orientation, which give some suggestion to managers of travel agencies and also future researcher.

This research is aimed at designing an optimal human resource management model using the strategic reference point model in the ATA Airline Company. This research is in terms of target is applied research and terms of its research method is correlation descriptive and its expected results can be applied in the ATA Airline. The statistical population of this study is all the directors and senior expert of Airline Ata. According to the method used in this research, for the first time, 24 people have been selected as sample size. And the second time, the sample size will be chosen to the number that can be answered. So in this study, composite samples were used to collect information. In this research SPSS software was used to analyze the data. The results of the hypothesis test indicate that there is a meaningful relationship between the outlook and organizational values, organizational values, organizational identity, organizational vision and organizational health, and the implementation of the strategic reference points (SRP) approach in ATA.

There is a desire to survive in any organization. Profitability in the private sector and public satisfaction in the public sector guarantee survival. That is why the quality of education in both public and private sectors is essential. The private sector has surpassed the public sector in the use of management patterns. The present study was conducted in a qualitative approach framework by using the grounded theory research method. Semi-structured interviews were used for data collection. Using snowball sampling method, 18 experts familiar with the concept of human resource (HR) excellence including university professors, HR managers of governmental organizations, and experts in the field of excellence were interviewed. Data analysis was conducted in open, axial and selective coding and the desired pattern was designed based on the results. The pattern includes: causal conditions (inefficiencies, expectations and requirements), the main phenomenon (HR excellence in the governmental organization), contextual condition (the theory of new public service, culture of excellence and rules), intervening conditions (sub-models, governmental management features and differences between public and private sectors), strategies (government, politicians, HR organization, HR functions, administrative ethics, people, partners and family), results (organizational and HR), outcomes(organizational, community and idealistic), and perception (people and colleagues).

Delegation of power as a legal act in an organizational management system has an important place because it has multiple effects because it is one of the ways to decentralize in the optimal management of human resources. In fact, this can be achieved through organizational goals to empower employees, Participatory management and accountability have been achieved, organizations that are well-defined in this title and legal authority, the agility of the organization, and the satisfaction of employees and clients. Because the co-creation and participation of the organizational set-up is one of the most important effects of the conferral of authority in the field of public and administrative law and organizational management. The term "power of attorney" as a lawyer generally has a logical connection and common sense, although there are certain procedures for conferring authority in public law unlike ordinary lawyers. Hence, in administrative law, the power to delegate authority in the management system is defined by the various pillars and stages, as well as the effects of delegation of authority, can be decentralization, strengthening supervision, creating competition among employees and encouraging them and accountability.

The presence of women in social, economic and political activities has increased due to the development of societies, and if the presence should be continued, societies require providing a proper context. The present study aims to investigate the effect of Organizational Mobbing behaviors on occupational and organizational attitudes. The research method was adopted a descriptive and correlational approach. The sample consisted of 170 female employees who work at Tehran University. An online questionnaire, including 45 series of questions for Organizational Mobbing and 61 series of questions for organizational and occupational attitudes, was employed to collect data that were then analyzed using Factor Analysis and Spearman correlation. The findings show that Spearman's correlation coefficient between Organizational Mobbing behaviors and occupational and organizational attitude was found to be negative, and a negative and significant correlation between occupational and organizational attitude and mobbing behaviors was appeared. The analysis indicate that there is a negative and significant relationship between Organizational Mobbing behaviors and occupational and organizational attitudes. Although the presence of women in organizations has been increasing, bullying behaviors in organizations is growing that can result a lot of damage in this group. Therefore, organizations should take necessary measures to provide a comfortable and peaceful place for them so that they can boost their career in the organization.

This study examined the relationship between strategic thinkingLeadership and career plateauEmployeesin the Education Department ofChaharmahal and Bakhtiariprovince. Given the nature and purpose of this study, correlation method with descriptive design was used. Statistical sample of the research included 200 people. Data were collected. To test the hypotheses, Pearson test and inferential statistical method of linear regression were used analyze the data. The results of showed a significant relationship between the managers'' strategic thinking career plateau of the employees. Moreover, there is a significant and inverse relationship between listening to new voices by the manager and career plateau of the employees. There was a significant and reverse relationship between the creation of new interactions by the manager and career plateau of employees. There was a significant and reverse relationship between the creation of new motivation by the manager and career plateau of the employees. There was no significant and reverse relationship between the manager''s satisfaction with the new experiences and the career plateau of the employees. There was a significant and reverse relationship between the design of the new thinking framework by the manager and career plateau of the employees.

The concept of dreams is often indirectly used in many branches of organization and management studies. Dreams are not controlled, but to some extent applicable and are the source of individual creativity to improve organizational change. Therefore, this research intends to study the guidance of employees' dream to develop human resources in governmental organizations. The purpose of this research is applied and in terms of collecting data from survey type-exploratory. The data used in this research is of a qualitative type, which was collected through interviews with experts and supervisor levels of the staff of Tehran University. The statistical sample of the study consisted of 16 experts and supervisory levels of Tehran University faculties (saturation limit) selected by snowball method. To analyze the data obtained from the interview, the theme analysis was used and finally, the four main themes of "creating dream, fostering a dream, organizing a dream and a hierarchy of dreams" were identified.

The use of such a lightness, due to reduced trust of the stakeholders and the reduction of social capital, causes the destruction of the organization's brand and its brand. therefore, the purpose of this research is to achieve a theory on identifying the causes of reaction management in the organization, determining the results and solutions, and also understanding this phenomenon. In organizations and change in behaviors. the research approach is qualitative and the research strategy is based on the data theory of the foundation. To collect the data, the present study The semi-structured interview was conducted and to analyze the data, binomial statistical tests And Friedman were used. A theoretical and purposeful sampling (judgment and snowball) was used to based on this, there were 15 interviews with managers, faculty members and organizational experts They had experience and knowledge about the cause of the response management and its outcomes. According to the findings of the research, it was found that the lack of Strategic thinking, lack of merit, lack of crisis management training, lack of management expertise, managers' daily routine, lack of information systems, and ignoring time are the cause of reaction management of organizations that cause the destruction of the organization's face.

This study with Phenomenological approach was used for qualitative analysis and quantitative analysis which was based on correlation between constructive equations was accomplished for quantitative analysis. The statistical population of this study was comprised of managers and employees of the General Office for Culture and Islamic Guidance of Isfahan province. The sample was selected based on the maximal differentiation method of attendees following saturation of24 interviews.The results of the qualitative analysis were classified into three groups based on conception management including individual related to employee demands, management, political issues, and cultural and social factors as well as organizational factors. The statistical sample was comprised of 301 employees and managers of Islamic Cultural and directional organization, among them 238 were selected based on limited sampling method using a simple stochastic method.The apparent validity,content, and reasonability of the questionnaire was previously assessed and verified. The reliability of the questionnaire was also estimated using the Cronbach's Alpha, and thereof, individual factors for employees demand, managerial, organizational, cultural, and modifiers, tactics and tips, and consequences factors were 0/820, 0/727, 0/704, 0/708, 0/702, 0/902, and 0/708, respectively.The results of this study showed that the individual factors related to management had the highest effect on tactics(0/28), while the importance of individual factors related to employee demands and cultural factors ranked in the second and third position(0/271 and 0/214, respectively). The effects of organizational factors on managerial output tactics was the least important factor (0/185). The effects of other factors were not statistically significant (P-value > 0/05).

One of the areas associated with the administration of the state and society is the sovereignty that governs the general direction of a society and governs the issues of society and entails public interests. It is necessary to have a pattern of governance and governance proportional to the values of each society, which is indispensable. It is necessary to determine the pattern of governance of any society in accordance with the values and culture of that society. In Islamic sources, special attention has been paid to governance and sovereignty. One of the original sources in this regard is the Holy Imam Ali (PBUH), which has attracted many scholars and scholars. The purpose of this research is to identify the components of Islamic sovereignty, with emphasis on Imam Ali's (AS) dynasty based on research carried out in this field. The research method is qualitative, which is based on the method of metacomposing. Based on research carried out in this regard, the findings of this study indicate that justice, poverty reduction and welfare in Islamic sovereignty is important if Western accountability and participation are important. This shows that the pattern of Islamic sovereignty differs fundamentally from Western sovereignty.

Good governance is one of the new issues that have attracted the attention of many scientific circles during the past two decades. Researchers have described good governance with different approaches, dimensions and objectives. But given the complexity of the issue of governance, it is essential to look at different aspects of this issue to explain this concept as separate dimensions and examining them. Accordingly, this study sought to examine the relationship between ethical leadership and good governance in the organization and also we tried to test and prove the significant relationship between ethical leadership and good governance. The population consisted of 291 employees of the municipality of Tehran. Data analysis was performed using correlation analysis and structural equation modeling. The results showed that there is a significant relationship between ethical leadership dimensions and different aspects of good governance. It is worth noting that setting activities within ethical framework, integrity, trust and efforts to promote employees in the organization represents some aspects of good governance such as transparency, promotion of values and accountability.

In recent years, the study on the corruption in the governmental sector has been concerned and grown. Corruption is an endemic and global phenomenon and therefore, it should be acknowledged that the corruption and dealing with it are challenge in many countries of the world. Given the plans have been accomplished to deal with this phenomenon by the countries, but we witness its growing trend in different sectors of the society again. The entrepreneurship subject is one of the topics emphasized in the economic development. The economic development publicly and entrepreneurship specifically are from the domains which are not immune from these effects. This research explains the relationship between administrative corruption and entrepreneurship development. The statistical population of the research includes 79 countries selected from GEM members. The type of study is descriptive and data of this research has been gathered from the institute of Transparency International (TI) and the Global Entrepreneurship Development Institute (GEDI) among the Years (2011-2015). The results of the research indicate that whatever the corruption index of countries has been reduced and moves toward cleanness, the amount of the countries' entrepreneurship has been increased and there is a negative and significant relation between the corruption and entrepreneurship.
