maintenance of human resources is fundamental mission of any organization. In this regard, participation in organizational decision making is an important component to maintain Qualified staffing. Today, organizations try to create an democratic climate that support of workplace freedom of speech.If there is the democratic climate in the organization, then employees feel proud for membership of the organization and Organizational values to be internalized. Hence the statement worthwhile and different ideas and opinions to improve and evolve the organization's responsibility. This study aimed to investigate the role of moderator in the relationship between freedom of expression and dissent corporate identity of the organization that carried out. To achieve this, staff in medical university as population and based on Cochran formula, 386 samples have been determined. Questionnaires to assess the variables of corporate identity Cheney (1983), dissent Kasyng (1998) and freedom of expression and Aynfnt Gordon (1980) have been used. Structural equation modeling to test hypotheses through Amos software, shows that 76 percent of corporate identity can impact on organizational dissent. The results of the interaction between freedom of expression and the role of moderator in the relationship between corporate identity and organizational dissent confirmed.

Public organizations as the main elements in the policy implementation process, have to collaborate with different institutional actors. According to the multi-dimensional nature of public problems, the collaboration between public organizations is the cornerstone of failure or succession of policy making and implementation. Without inter-organizational coordination, policy implementation will face to many challenges. The study aims to explore the barriers of collaboration among public organizations in Iran. Unfortunately in Iran, there are few studies which conducted about inter-organizational between public organizations, in particular, the barriers of inter-organizational in public sector. This research is carried out in a qualitative method and hope to develop the coordination methods and practical guidance for Iranian public organizations. This leads to inter-organizational coordination as a mechanism to help policy implementation in Iran. Organizational, inter-organizational, legal, administrative, political, social or cultural, environmental barriers are derived from this research.

Model to improve EFQM excellence and performance evaluation Guarantee Fund investment cooperation can help us to develop effective strategic planning to increase the effectiveness and productivity. Therefore, the use of Corporate Performance Management and supporting the goal by scientific method are required in order to evolve and develop, improve performance and turn a Cooperative Investment Guarantee Fund to the strategy-based Investment Guarantee Fund. This study aims to provide the strategic planning model with the approach of EFQM excellence model to improve the performance of Cooperative Investment Guarantee Fund. Therefore, the proposed model leads to acquire effectiveness and productivity, and these two factors ultimately lead to increase f efficiency in the Cooperative Investment Guarantee Fund.According to research subject, this is a qualitative, applied, and descriptive study that the data have been collected by documentary and field. The literature of strategic management, organizational performance evaluation, and EFQM model is expressed. The objectives and characteristics of Investment Guarantee Fund and the mission of Cooperative Investment Guarantee Fund have been presented. Finally, strategic planning model of cooperative investment Guarantee Fund has been proposed that the set of objectives and evaluation criteria that have acquired the most points have the special effects in the strategic planning model.

The purpose of this study is to identifying factors affecting workplace friendship. The study type is developmental and mix method. To extract factors, ethnography methodology was used. In quantitative section of this study, to approve the extracted model from qualitative section, researcher-made questionnaire was used. To identifying sample size, the structural equation modelling (5q≤ n≤ 15q) formula was used. With regard of questions of the questionnaire, 315 individual were selected for sample size and questionnaires were distributed among them. Questionnaire validity was approved with content and structural method with structural equation pattern and its reliability was approved through Cronbach alpha. Data analysis in qualitative section was done with Braun and Clarke (2006) thematic analysis. The result of qualitative section shows that individual, organizational and ultra-organizational factors affecting workplace friendship. The result of quantitative section shows that individual factors with 0.91, organizational factors with 0.21 and ultra-organizational factors with 0.5 percent affecting workplace friendship.

Futures Study in Humanities with Knowledge Management Approach; Considerations, Achievements and EffectsAbstractHumanities is one of the most effective factors in Futures Studies. Hence humanities itself can be subject of Futures Studies. In the present paper, we have tried to refer to effect of Futures Study in knowledge management of humanities. In the present study we have mentioned to a case study with theme analysis approach and snowball method. Validity of the interviews has been accepted because of using experts comments and for accepting reliability, retest method has been used. The result of the study has shown that orientation of humanities, complexities of human behavior and barriers of human recognition, are the most important humanities considerations. The present study has shown that the most important impacts and achievements of futures studies in knowledge management are future forecasting, creation desired changes in future, identification of change factors, realization of offers, getting to desired future, development of futures studies.

This study examines internal audit effectiveness in public sector management and it’s challenges. Research statistical society were used from internal audit directors and staff from university of Payame Noor financial, administrative and budgetary departments and sample elected from province center and central organization of Payame Noor University. Internal audit effectiveness in public sector tested with implementing variables such as organizational independence, formal mandate, unrestricted access, sufficient funding, management perception from internal auditing, competent staff, management support and compliance with professional audit standards. Results show that internal audit effectiveness is positively related to compliance with professional audit standards, unrestricted access, formal mandate, top management support and competent staff. We found no relation between organizational independence and management perception from internal auditing with internal audit effectiveness.Sufficient funding has a positive relation with control function of and negative relation by risk management function. Based on conclusions it’s suggested that internal audit standards should codify and this principle requires top management support and trained staff. Internal audit as a culture should be going in public organizations where the financial and non-financial unrestricted access of them is possible and they have organizational independence.

The aim of this study is to define and design organizational learning model among the country's National Petrochemical Company employees. The research methodology is Grounded Theory. According to this aim, we first study the subject by using library studies, theoretical foundations and variable components. Then we designed a new questionnaire through interviews, to examine the views of the population on the basis of the local culture. The gathered data was analysised by Nvivo software and to identify factors and sub-factors is confirmed by confirmatory factor analysis and structural factors. Finally, management experts assessed the model from different dimensions. Statistical Society of managers and staff of petrochemical, informants and elites of organizational learning of petrochemical such as university professors, researchers and those who have information from process of petrochemical organization be selected. According to results, the organizational learning in the NIPC was modeled in 5 category include: casual conditions, contect, moderators, intermediaries, strategies, and results.

This research be done with the goal of assessing of business and human resource strategies in UAST and alignment of these strategies by using of Strategic Reference Points Theory. In this study detemined business and human resource strategies respectively by using Porter and Bamberger & Mesholm models alignment of human resource strategy with business strategy fulfilled by using of 15 specialists and experts attitudes in the higher levels of UAST which selected by using of snow ball sampling. The research results showd that business strategy of UAST was seperation and differentiation strategy and its human resource strategy was Paternal strategy. According to the suggested scenarios, UAST should change its human resource strategy from paternal to contractive strategy or its business strategy from seperation and differentiation to focus and cost strategy or by combinative strategy of human resource tries to use combination of paternal and contractive strategies to be able to save both its existing situation and act integrated with its business strategy. At the end according to the written scenarios, some suggestions offered to the managers and decision makers of UAST.

Nowadays, advances in human knowledge have also influenced marketing, with the emergence of a new field called neural marketing. In this way, it is believed that the study of the biological and physical brain is the most important way to understand the behavior of the buyers of the product or service. The purpose of this study is to design a model for attracting clients with a nerve marketing approach to attract customers in the bank. To achieve this goal, qualitative methodology has been used. The process of collecting and analyzing data in three stages including open coding, axial coding and selective coding led to the selection of categories. Generally, in the coding stage, 55 open source codes were identified. In the open coding step, the data was collected through a visit to the branches of the banks, observation of various processes in providing customer service, negotiation and interviews with banking experts, managers and experts of the bank. In the central coding step, 36 concepts were formed as the concepts of research. Finally, there were 9 items in the selection process using the Farsi constant comparison of categories. In this research, the participants' viewpoints are the implementation of neural marketing and its use as a tool to increase the attraction of customers in banks.

Ambiguity surrounding the concept of competency, as one of the basic concepts in human resource management, is a challenging issue that have been raised by many scholars. The aim of this article is to address this issue, reduce ambiguity of this concept and take steps towards clarifying this concept. For this purpose, conceptual analysis approach, proposed by Suddaby (2010), was used. According to this approach, by conducting four operations on a concept, it can be made clear: 1. providing a proper definition of the concept, 2. analyzing the space, time, and value scope of the concept, 3. demarcating the proposed concept by examining its relation with related concepts, and finally 4. analyzing and displaying logical consistency of the proposed concept and applying it in relevant theoretical frameworks. Based on this conceptual analysis approach, the paper first reviews past efforts made to clarify the concept of competency and then analyzes this concept according to each of the four pillars of conceptual clarification. Finally, a conceptual model is presented based on conducted analysis.

"Implicit Followership Theories" is a developing issue in organizational behavior which is considered as the linkage between followership and cognition issues. Exploration and the typology of follower's perspectives and views about different dimensions of their role as a follower, which are known as follower's "implicit followership theories" is the purpose of present paper. For this purpose, using purposeful sampling method, 14 employees of 14 large organizations from different industries in Mashhad were selected. To obtain the required data, semi-structured interviews were conducted until theoretical saturation was reached. Reliability of findings was also confirmed. The resulting data was analyzed using "conventional content analysis". A total of 589 codes were located in 17 items of implicit theories. Items consisted five factors of the positive features(prototypes) of followership role. Identified prototypes included "Constructive perception of work", "Job competencies", "Mighty arm of leader", "Moral virtues" and "Initiation" which present a more comprehensive perspective on followership.

A vast number of published studies in the field of humanities and social sciences have suggested that the mastery of all aspects of a problem to a large extent is not impossible. Hence it is important to combine research and use a systematic review. The aim of the present study, the use of meta-analysis to combine the results of studies and analysis on the correlation between perceived organizational justice and work culture.In order to present meta-analysis of 20 relevant research in the years 2006-2016 and to assess the relationship between perceived organizational justice and the culture of work done and published in reputable journals were selected, Selected research survey method and using the navigation tools in different regions and communities have to do in terms of sustainable measures, In the first step of the research assessment, the assumptions of homogeneity and publication bias, examined the findings indicate the heterogeneity of effect sizes and lack of bias release was reviewed studies. Secondly, the coefficient effect size and moderating role of gender and population was evaluated using CMA Second شمار software.The Finding showed the size of the effect or impact of organizational justice and work culture that is equivalent to 0/574 in terms of Cohen, this impact is assessed as high. Also taking into account gender and the workplace as a moderating variable, the coefficient for men (0/597) than women (0/498) and non-academic environment (0/673) above the campus (0/381) were evaluated.

The aim of this study was to investigate the role of culture in promoting critical thinking to analyze the relationship between these variables could be the right model to promote critical thinking faculty members presented. The method used in this study is a combination of qualitative as well as quantitative method is used, the type of descriptive data and data gathered by Delphi / survey respectively. The current population of 320 people comprised of experts in universities and faculty members North West province, took place. Based on the results using theoretical foundations of research and expert opinions, organizational culture to promote critical thinking 9, 42 components and 75 items is formed. The results show that the planning culture in the promotion of critical thinking is the opposite effect, The results also show that scientific culture is the dominant culture but the culture within the organization, the current situation has an adverse effect on the promotion of critical thinking The result of the above, taking into account the fact that the critical thinking faculty is lower than the state average, is a match.

This paper aims to make metaphor for personnel behavior of Iranian public organizations by qualitative method. In this order, two studies were constructed. In the first study, we surveyed people experiences from organizational life and behavior according phenomenology strategy. 43 people from middle managers of public organization were selected by snowball sampling method and Semi-structured interviews were performed to reach theoretical saturation. Texts of the interviews performed were categorized and encoded in units of thought and they were finally classified in theme classes according to making descriptive metaphor. In the second study, in order to explore nature of experiential behavioral metaphor and its positive and negative main impact and particularly result validity of first study, we used Delphi technique from 7 experts included faculty members of university. The research findings explain the behavioral metaphor in the form of five behaviors: cognitive behavioral, political behavior, structural behavior, social behavior and adaptive behavior.

The aim of the current research is to design and explain organizational values model based on Nahj al Balaghe teaching. The method used in this research is the combination of quantitive and qualitive methods. In qualitive method, the author extracted data by thematic analysis. Further, in orther to make thematic network and research model, the author used some interviews and questionnaires. First of all, the author searched for the themes about values in Nahj al Balaghe, and 324 codes have been extracted. Furthermore, these codes have been proposed to experts and 70 more codes suggested by the associated experts that can be introduced as the values codes. Finally, all these codes have been distributed to the experts again, by questionnaires and their idea gathered about the same. In sum, after having all experts’ idea about these codes, and testing with Binomial test in SPSS, the author proposed the model of organizational values based on Nahj al Balaghe teaching. The model includes four main factors, i.e. Ethical-Cultural Values, Knowledge-Wisdom Values, Professional Values, and Basic Values.

Value engineering is one of the tools to create and enhance value for goods and services that used in different fields such as industry, agriculture, education, transportation and also in the transportation and Infrastructure projects. The aim of the research is to Identify and prioritize Value Engineering index with Fuzzy Delphi Technique in Semnan Department of Transportation. This research is applied and its research method is descriptive. Because of using Fuzzy AHP for ranking alternatives, our research is a single cross-survey. In this regard, after a comprehensive literature study, 23 indicators identified and standardized questionnaire among 10 experts in the field were distributed and collected. Delphi fuzzy Utilizes and win 13 indexes higher than 0.7 were screened. The investigators then to prioritize the factors identified in an integrative approach Permutation and genetic algorithms because the problem is NP-Hard were used. Based on these findings, the index of compatibility with existing machines, information and experience in working in road construction projects are the most important variables. According to research results, index Embassy completion rate was the lowest priority.

This article focuses on non-compliance to the law and creating commotion by some clients of governmental organizations in order to achieve their personal goals. The purpose of this article is to explain this widespread and emerging problem in the form of a theory known as Commotion-Goal Theory. To design a conceptual framework, the grounded theory was used. Data collection instruments consisted of "exploratory interviews" and "observation". 14 of the managers had at least five years of work experience were selected for interview. For choice of them the purposive sampling and snowball method was used. Also 9 of anarchic clients of some organization were observed and semi-structured interviews were conducted with them. The adequacy of the sample was achieved by theoretical saturation. Over two rounds, the creditability of model was discussed by "focus group" of 12 elites and theoreticians. The designated framework for Ccommotion-Goal Theory is supported literature. The results indicate that 5 factors affects commotion-seeking behavior and 7 intervening variable either strengthens or weakens goal achievement via commotion. According to the results, managers can adopt two approaches to control commotion: improving and removing causal factors of commotion and controlling intervening variables. Finally, to test the proposed framework and the applicability of the theory, certain hypotheses are proposed to be tested by other researchers.

Tend to designing and explaining domestic models in the human science area, is the truth that everybody accept. Then, designing the model of Jahadi Organization is the target of this research. For this purpose, in this research various qualitative and quantitative methods are exploited to design and verify this model. In this research, the model of Jahadi Organization is designed based on three steps as concept related literature review, semi-structured interviews and Delphi method. In the first step, based on Jahadi Organization related literature review, primary indicators of model were detected. At second step, based on semi-structured interviews by 10 Jahadi expert and based on the model assumptions, primary model of Jahadi Organization was designed. At third step, based on three rounds of Delphi method between 15 panel experts, the model of Jahadi Organization was verified. As a result, the model of jahadi Organization was designed by three dimensions (structural dimension, behavioral dimension and content dimension), 12 pillars and 37 indicators.

The purpose of this paper was to proposal of an appropriate process into the faculty employment in public universities of Iran's ministry of science. Hence, we deal with to: 1. pathology of the current domestic process, 2.investigating due processes of other universities all around the world, and 3.surveying expert perspective in regards to appropriate employment process. To investigate this issue the paper methodologically relies on the document studies and approach thematic analysis via quasi structural interviews. The face validity and content validity of the interview questions have assessed by specialists and for reliability has used test-retest reliability (91%) and intercoder reliability (78%). The population that this study focuses on includes all experts of higher education in these universities as well as those that are involved in the process of faculty employment. These individuals were purposefully selected and interviewed. The interviews were recorded, typed, coded, and analysed. Our research indicates the following Results: our document studies produced 84 appropriate measures as well as 13 critical drawbacks, and qualitative studies have identified 64 appropriate measures from the expert point. Taking into account the process of various countries, measures derived from experts’ opinions and current drawbacks, we finally developed the due process in terms of 14 governing principles and 64 appropriate measures in 4 phases of planning, recruiting, selection and appointment.

Transformational leaders need a high degree of political intelligence in order to be able to compatible with the covert and overt resistance to change in a proper manner and facilitate the change. The influence and power of the leaders assist them towards generating a change in employees and the organization and helps to achieve the goals of the organization. Therefore, the purpose of the current study is to investigate the political intelligence of the leaders in managing and directing the organizational changes. In the present article, the effect of a transformational leader on organizational changes, with the mediating role of political intelligence in governmental organization in Guilan Province has been studied. Therefore, firstly, the research hypothesis was written based on a review of the theoretical basis, and then the data was collected by a questionnaire. The research sample includes the governmental organizations in Guilan. From this sample, 64 governmental organizations were chosen randomly. The present article is an applied research and the method of research was descriptive measurement and the data was collected by field methods and for data analysis, structural equation modeling and partial least squares (PLS) algorithm was used. The results indicated that transformational leadership with the mediating role of political intelligence affects the organizational changes. The relationship between person–environment fit and employee's positive work attitudes and behaviors has been well researched. However, there has been no study on the impact of person–environment fit on the innovative work behavior of the employees and how employee innovativeness leads to better job performance. The current study examines the effects of person–job fit (PJ fit) and person–organization fit (PO fit) on innovative work behavior through innovation trust. Statistical population of this study includes all researchers and, employees of a NRI (Niroo Research Institute) of Iran. We used a standard questionnaire of 24 questions for data collection. After validity and reliability analysis these questionnaires were distributed among employees through a randomized sampling method. Collected data was analyzed using factor analysis and structural equations analysis.. Structural Equation Modelling was used to test the research hypothesis. Our findings confirmed the mediating role of innovation trust in the relationship between Person–job fit, person– organization fit and innovative work behavior.Based on these results we made several suggestions.

Policy making in a deep view framework can be considered as macro and national management encompassing planning, implementing and evaluating different projects in economic, political and cultural domains to achieve various goals in target geography. Hence, policy can determine the destination and perspective of a society at the current world. At the current competitive world with different competitors with mainly conflicting approaches, policy making includes high sensitivity. Designing and codifying a desirable policy would be formed with the purpose of dynamicity and growth of an institute and entrepreneurship is one of the inseparable issues for improvement and prosperity of the institute. As economy of countries with underground resources is tightly connected to this industry, this study has tried to investigate, identify and introduce stimulating and preventive factors and indices in this field to present a novella and effective pattern in oil and gas industry, so that entrepreneurship as tangible need of countries can achieve adequate degree of productivity. This study has emphasized concept of entrepreneurship policy making in oil and gas industry and has introduced 4 main aspects, 10 secondary aspects and 61 effective factors in this field. Moreover, using obtained indices and components, a causal pattern is introduced and position of each index and factor is specified in stages of policy making and entrepreneurship process.

In under-developing societies and even developed economies, home-based enterprises have been used as a device for economical growth and solving the problem of unemployment particularly for women. The role of these kinds of businesses in national and regional development causes government's attention to this subject and establishing special supporting policies for these kinds of businesses the more. According to the increasing predicaments of unemployment in Iran, especially for women, some actions have been taken for supporting home-based enterprise and their growth; but difficulties of these businesses still continue to be valid. Present research has dealt with the pathlogy of the government's supporting programs for home-based enterprise. For this, qualitative research method and 20 deep interviews with owner of home-based enterprises have been done. In addition, interview analysis was done through thematic analysis. Research results was presented in two groups of pathologies related to designing programs and pathologies related to executing programs. At the end, helpful diplomatic solutions were suggested to improve the government's supporting programs for home-based enterprises.

In 21st century, creating strategic advantage in business requires a new type of organization that have the ability of knowledge creation to maximize strategic success and organizational competitiveness. This study is intended to identify effective concepts on designing a knowledge-based organization in national broadcasting according to the predicted strategy in horizon of national media and necessity to be knowledge-based. For this reason, the mentioned concepts was extracted in present applied-development research and then, put in consensus in environment of national broadcasting through Delphi method and by presence of 40 people of academic professors and experts of national broadcasting (20 ones in academic experts group and 20 ones in national broadcasting's expert group). 22 main concepts of knowledge-based organizations –that were extracted from the subject literature- were put in consensus of Delphi panel members by three rounds of voting and adding four new concepts; at the end, 26 concepts/variables were selected as the ultimate dimensions of knowledge-based organization in national broadcasting. Results showed that in viewpoint of members of Delphi panel, knowledge-based perspective and purpose, knowledge sharing culture, strategy based on knowledge and knowledge management system have the highest impact on making national broadcasting as a knowledge-based organization and decentralized structure with low formality and without borders, control and assessment based on knowledge and media occupational culture have the lowest impact on it.

in present research, balanced scored card has been developed to assess affiliate organizations to municipality. In spite of various designed models to assess performance of the sub-departments of Mashhad municipality, there is not a model that can consider the organization's natural differences sides together with their performance sides. Hence, the aim of this research is designing a model that considers the factors which are out of control of affiliate organizations that are effective on their performance besides presenting performance indices. In another words, the research is intended to answer the question that which internal and external factors affect on performance of affiliate organizations to Mashhad municipality indeed and what is the part of each one? The research is an applied research in terms of purpose and is a qualitative one in terms of gatherind data. In order to take the experts' ideas that included managers of all organizations and affiliate organizations to Mashhad municipality (14 organizations and 6 affiliate agency), Delphi method was utilized. The ultimate designed model included 7 indices of financial clustering, 2 indices of customer clustering, 5 indices of process clustering, 2 indices of growth clustering, 7 indices of financial performance, 4 indices of customer performance, 7 indices of process performance and 7 indices of growth performance. This research helps top managers of Mashhad municipality that how they can monitor the performance of affiliate organizations regarding natural characteristics of each of them.
