In different organizations and institutions, which have social missions and duties, the issue of organizational policy-making and decision-making has national and sometimes international sensitivity and importance. In various organizations and institutions that have social missions and duties; The category of policy-making and organizational decision-making will have national and sometimes international sensitivity and importance. In order to make reasonable and optimal decisions, policy models should be evaluated and finally the best and most suitable one should be selected and implemented. Since the Red Crescent Society is responsible for various missions in different normal to critical conditions and many of its missions are in emergency and critical conditions, the issue of decision making is very sensitive and this sensitivity is due to the consequences. It is a decision. For this purpose, in this research, different patterns of policy making in the organizational management system of the Red Crescent Society have been analyzed. The research population included the elites working in the Iranian Red Crescent. The required data was collected using both library and field methods, as a result of which, 11 policy-making models and 13 indicators and criteria for evaluating these models were identified. The questionnaire was distributed among 23 experts using snowball sampling method . Data analysis was performed using TOPSIS software. The findings showed that considering the available facilities and resources (economic rationality) and paying attention to scientific and logical principles in different stages (professional rationality) have the highest weight among the criteria for evaluating models. Furthermore, based on the study’s results, Decision Tree model was introduced as the most optimal strategy among the management system policy-making strategies for Iranian Red Crescent Society.

Over the past decade the world of work, organizational reengineering has seen an increase. And on the horizontal structures whereby they were to Job frostbite Plateau has become as crisis management.Job frostbite Plateau is the process by which the individual productivity decreases due to reduced motivation. The aim of this study is to identify, rank and prioritize the factors affecting investment Job frostbite plateau, and finally management model designed to explain the consequences resulting plateau Job frostbite due to local conditions in the country. For the purpose of the present study is descriptive relationship is based on structural equation modeling. The population consisted of experts, middle and top managers of the Ministry of Industry, Trade and Mines, which are the total of 324 people.The results of the review of the final research model showed that although the plateau content does not predict the outcome directly but through its impact on other types of Job frostbite Plateau could affect the business results; overall estimates of the final version of the study showed that 13% of the variance in job satisfaction, 23% psychological burnout, 36% intend to freedom organization, And 13 percent through the dimensions of organizational commitment Job frostbite plateau is definable. The results can provide guidelines for better management in the Iranian Job frostbite plateau.

Present paper is dealing with studying environmental dimensions of Trauma director organization. For this, the designed questionnaire by Delphi method was distributed among over 111 ones of participated experts at specialized panel, at first. After analyzing the results by Lisrel software, the required factors and index were selected for the second round and at the second raound, factors of cultural environment, legal-political environment, social environment, technology environment, economical environment, physical environment, ethics and social responsibility were confirmed at the first Delphi round. Ranking the indices of each of them, all confirmed factors were got to the Delphi second round. At that round, the serious important indices of each factor were chosen and finally, at the third Delphi round, that was concentrated on ranking the effective factors on trauma director organization, it was distinguished that social responsibility and also ethics are the important factors of the organization in a raw. In addition, using path analysis software, the relationship between variables and direct and indirect impact of them were examined and the results showed that environmental dimensions' factor have direct impact (55%) on trauma director organization in public sector while this variable has indirect impact and more than direct impact (/11) on the mentioned organization.

Choosing an integrated approach and an applied viewpoint to the topic of organizational inertia, present research has tries to answer the basic questions that why organizations use very repetitive methods and procedures in handling the affaires and problem solving. The aim of present research is to analyze the meaning of organizational inertia and studying effective factors on it in governmental organizations. Data was gathered by using research quantitative approaches specially survey approach and correlation examination and also a questionnaire from governmental organizations established in Semnan City through utilizing classified sampling method and was analyzed. Results show that the very important effective factors on inertia are knowledge inertia. Knowledge inertia, that included two dimensions of learning inertia and experience inertia, has direct impact on every three dimensions of organizational inertia i.e. insight inertia, action inertia and psychological inertia. Results also indicated that the knowledge absorptive capacity of organizations moderator the relationship between knowledge inertia and organizational inertia. At the end, practical solutions have been presented for going out of inertia situation in governmental organizations.

Abstract Social health has been influenced by several factors as a factor in evaluating and recognizing an individual's social function and has been studied in different researches from different angles. In this regard, the present study was conducted with the purpose of structural analysis of factors related to social health of faculty members of Islamic Azad University of East Azarbaijan. In this research, 320 faculty members of Islamic Azad University of East Azarbaijan Province were randomly selected. A standard questionnaire was used to collect data that validity and reliability of each of them was confirmed. The collected data were analyzed by a Structural Equation Modeling method using PLS software and a suitable model was presented. Based on the findings, the factors affecting social health are: Occupational factors (occupational characteristics), individual (personality type and self-efficacy) and organizational (organizatio-nal support, organizational trust, and organizational health). In addition to the three mentioned factors. The components of each of these factors have a positive correlation with social health and its dimensions. The dimensions of social health include social cohesion, social acceptance, social participation, social adaptation and social flourishing.

The present study seeks to identify and investigate the consequences of using showcase performance style in public organizations in Mazandaran province. This research is mix mode using a combination of qualitative and quantitative approaches. In the qualitative part, the grounded theory was used. To collect data, in-depth interviews were conducted with managers and employees of public organizations in Mazandaran province through theoretical sampling with snowball technique. During the study, to obtain richer data, the researcher invisibly observed the behaviors of people who had a showcase performance. The theories supporting showcase performance style have also been used. This process continued until the responses reached saturation (with 14 interviews, 6 observations, and 7 support theories). In the quantitative part of the research, structural equation modeling was used to perform statistical analysis. By analysing and coding data in qualitative section and using structural equations in quantitative part, two categories and six subcategories were identified as consequences of using the showcase performance style. The two main categories are organizational consequences and individual consequences. And subcategories were reducing productivity and efficiency, increasing corruption and reducing creativity and innovation, reducing job satisfaction, reducing job motivation, and dropping employee’s spirit.

Thinking is based on the ability and tendency of the individual to measure the results of affairs and make decisions about them based on evidence. The presence of critical thinking in the organization will cause dynamism, adaptability, and creativity, which will affect the efficiency and effectiveness of the organization. Accordingly, this research was aimed at designing a government think tank. This research has been done with the foundation data theory method. Based on limited theoretical literature and mainly relying on interviews with 12 (purposeful) faculty members in the field of public administration. Data obtained from theoretical studies and interviews were performed in the form of open coding, selective coding, and axial coding. The results obtained from the codings include the thinker leader, the thinker structure, the thinker personality, the thinker government, and the thinker atmosphere, which form the factors influencing the establishment of the government thinker organization. Which were divided into two categories of internal thinking and external thinking and finally, the strategies and consequences of the government thinking organization were proposed. In general, the fact emerged that most of the things that will lead to the creation of a thoughtful government organization are related to internal factors. Then, the final model of the research was drawn, and the main causes, underlying factors, mediating factors, main category, strategies, and consequences of the thinking government organization were identified.

The main purpose of the research is to provide a model for the organizing and prosperity of the cultural services market. This qualitative research is an exploratory and purposeful research, applied and has a nature, descriptive-survey and quantitative. The theoretical foundations of the library method and its data have been confirmed by experts through random sampling and using a researcher-made questionnaire. Content validity is formal and convergent with factor validation. Also, in all cases, Cronbach's alpha level is desirable and valid for the overall reliability of the questionnaire. The statistical population of this study is the consumers of cultural services from 15 to 60 years old, both men and women referring to cultural centers in the sixth district of Tehran in the period of 1398, including 288 people, who were randomly selected. In the Delphi process, the sampling method is judgmental for selecting experts.To answer the research questions, review the hypotheses and analyze the findings, descriptive and inferential statistics were used with SPSS software version 22 and for structural equation modeling, LISREL software was used. Based on the results, all research hypotheses were confirmed at 95% confidence level.

Today, one of the hidden issues that affect the reduction of productivity, efficiency, and effectiveness of organizations, which managers neglect, is the phenomenon of the "mental absence" of employees. Mental absence is a phenomenon in which the mind is absent despite the physical presence of people in the workplace. The present study seeks to explain the model of mental absence based on grounded theory in Mashhad Municipality. The data collection tool was semi-structured interviews and 25 managers and elites familiar with human resource management and psychology were selected as study samples. Data analysis was done in three open, axial, and selective coding stages, and the minds and opinions of respondents were extracted by using Atlas t software and through the qualitative model of the research. The result of this analysis shows the extraction of over 250 initial codes from interviews as well as 52 categories, which are presented in the form of a paradigm. According to this model, conditions such as housing problems, unsuitable neighborhood, family and personal, behavioral, infertility, child, legal, financial, non-timely payment of wages, non-payment of rewards, underestimation of work, insult and blame, cyberspace, and discrimination were identified as causal conditions affecting the central phenomenon, i.e. mental absence.

Aim of the present study is investigate the role of team identification on job performance and social responsibility with considering the mediating role of organizational identification. Research method of study is descriptive – correlation. The statistical population of this study included all telecommunications employees of Tabriz city in the year of 2014. For data gathering in this study, a sampling comprising 180 employees in Tabriz city was selected by using stratified random sampling. The data were gathered through standard questionnaires of team identification, organizational identification, job performance and social responsibility. For evaluating the relations among variables, measured in conceptual model, the Structural Equation Modeling was used. The results showed that Team identification bears a positive and significant relation with job performance and social responsibility. The results also showed that the relation between team identification with job performance and social responsibility is mediated through organizational identification. In the concerned model all regressive weights were statistically significant. The results suggest that a team identity through Organizational identity enhances employees' job performance and social responsibility. \

The aim of this study is to define and design organizational learning model among the country's National Petrochemical Company employees. The research methodology is Grounded Theory. According to this aim, we first study the subject by using library studies, theoretical foundations and variable components. Then we designed a new questionnaire through interviews, to examine the views of the population on the basis of the local culture. The gathered data was analysised by Nvivo software and to identify factors and sub-factors is confirmed by confirmatory factor analysis and structural factors. Finally, management experts assessed the model from different dimensions. Statistical Society of managers and staff of petrochemical, informants and elites of organizational learning of petrochemical such as university professors, researchers and those who have information from process of petrochemical organization be selected. According to results, the organizational learning in the NIPC was modeled in 5 category include: casual conditions, contect, moderators, intermediaries, strategies, and results.

The purpose of this research is to propose a competency-oriented performance assessment system via succession planning. It was carried out via mixed methods research. The statistical population included the experts and academic specialists in the field of human resources and senior managers of Bank Saderat Iran in the qualitative section and experts and managers at various levels of Bank Saderat in Isfahan province in the quantitative section. judgmental purposive sampling and random stratified sampling were employed in the qualitative and quantitative sections respectively. In the qualitative section, 17 persons participated in the interview and in the quantitative section, 400 persons participated as the research sample. Tools of data collection were interview and researcher self-made questionnaire. Reliability of the questionnaire was calculated equal to 0.82 and its validity was approved. Data analysis was carried out through descriptive statistics and inferential statistics including exploratory factor analysis, confirmatory factor analysis and structural equation modeling. The results of the survey in the qualitative section illustrate that there are 24 components of competency-oriented performance assessment system in five dimensions including competency, foresight, flexibility, justice, and comprehensiveness. In the quantitative section, the findings showed that competency has the highest factor loading (0.92) and flexibility has the lowest factor loading (0.79) and other dimensions are in subsequent order of importance respectively. Likewise, the results disclosed that dimensions of competency-oriented performance assessment system have a positive and significant effect on establishment of succession management.

the health of administration and overshadow public interests. Therefore, this research has been carried out with the aim of presenting a management model of Trading in Iran's public Agencies. In order to form the expert group, 15 experts from the ministries and subordinate organizations who had expert conditions were selected by available sampling method. To test the model, the statistical population including 800 employees of the Information Technology Organization was considered. Also, 260 people were selected as a statistical sample using Morgan's table and simple random sampling method. The required data was collected through a researcher-made questionnaire, whose validity and reliability were confirmed through quantitative methods. In order to analyze the data, Lisrel software and Delphi technique and fuzzy inference system in the form of MATLAB software were used. The results showed that the model has three individual, organizational and cultural dimensions, and the organizational dimension with a factor loading of 0.83 has the largest contribution in explaining administrative Trading. Also, the individual value system component with a factor of 0.6 has the largest contribution in explaining the individual dimension; The ineffective evaluation system component with a factor loading of 0.75 has the largest contribution in explaining the organizational dimension and the short-sighted component with a factor loading of 0.75 has the largest contribution in explaining the cultural dimension. The results of the fuzzy inference system also showed that the minimum level of Trading in the organization is 0.464, and most of it is caused by individual Trading tendencies. In addition, the management of organizational and cultural factors has a significant impact on the control of administrative Trading. Based on the results, it can be said that paying attention to employing competent and ethical people is the first step in dealing with administrative Trading.

The present study aims to analysis of the effect of spiritual leadership on organizational performance through organizational identity. By reviewing the research literature, 26 components of spiritual leadership and 18 components of organizational identity were identified as factors affecting organizational performance and then was designed the conceptual framework of the research. Through survey and referring to the statistical sample of 265 managers and experts of the Social Security Organization of East Azerbaijan province, the required data were collected using a questionnaire. The conceptual framework was presented and validation by collecting empirical data and structural equation modeling. Investigating the models of measurement and analysis of factor loads showed that the components of spiritual leadership had the most impact on organizational performance. Also, studying structural model of research and path analysis revealed that there is a strong correlation between spiritual leadership variables with organizational identity and spiritual leadership. The simultaneous analysis of factors influencing organizational performance by structural equation method showed that the components of "spiritual leadership" had the greatest impact on organizational performance. The results of the analysis of path coefficients and the values of the coefficient of determination of R2 showed that the "spiritual leadership" variable directly explained 79.3% of the changes related to the variable "organizational performance". Also, "spiritual leadership" indirectly affects the variable "organizational performance" by means of an intermediate variable "organizational identity" of 34 percent.

The present research aimed to explain the mediating effect of empowerment in the relationship between transformational leadership and employee satisfaction in Iran Khodro Diesel Company. The method was quantitative and practical in terms of purpose, descriptive survey in terms of nature, and correlation and path analysis in terms of implementation. Statistical society includes all supervisors of Iran Khodro Diesel Company, numbering 150 people, and due to its small size, all members were selected as a sample using the whole number method. The research tools were the questionnaire of empowerment (Laschinger et al., 2001), transformational leadership (Bass and Auliou, 2004), and job satisfaction (Hackman and Oldham, 1976) which their validity was checked and verified by formal and content methods and their reliability was obtained through Cronbach's Alpha (0.81). The data were analyzed in the descriptive and inferential sections. The results showed that transformational leadership has a positive and significant effect on empowerment (effect coefficient 0.77), empowerment on employees’ job satisfaction (effect coefficient 0.67), and transformational leadership on employees’ job satisfaction (effect coefficient 0.66). The effect of transformational leadership on the empowerment and employees’ job satisfaction shows that managers of Iran Khodro Diesel Company should pay attention to the topic of transformational leadership, empowerment, and their components by knowing the importance of each of the above variables; take more effective steps to improve the employees’ job satisfaction of and create the conditions for improving the quality of products and increasing customer’s satisfaction favorably.

The current research was conducted with the aim of designing and validating the model of organizational symbolism in government organizations of Ilam province. This research is exploratory in terms of practical purpose and in terms of data collection method, which has been analyzed with a mixed (qualitative-quantitative) approach. In the first stage, qualitative method and in-depth interviews were used to identify the components of the model. The participants in the qualitative section were 12 university experts and specialists from executive bodies of Ilam province who were selected in a targeted way. In the second stage, quantitative method and structural equation modeling approach were used to fit the model designed in the qualitative part. The statistical population of this department included managers and experts in the administrative and human resources fields of government agencies of Ilam province, and 188 people were selected by stratified random method. The data collection tool in this section was a researcher-made questionnaire with 71 questions, whose validity and reliability were confirmed. Qualitative part data analysis was done by coding method using Max Quda software and quantitative part data analysis was done with SmartPLS software. Based on the findings of the research, 71 primary codes and 12 subcategories were identified in the form of 6 main categories, which are: the central phenomenon, including the organizational symbolism component; Causal factors, including managerial, legal, academic and personal components; Background factors, including the components of organizational culture and leadership style; Intervening factors, including the multiplicity and contradiction of organizational rules; Strategies, including symbolic strategies and consequences, include the components of improving organizational performance, individual and organizational development, and public trust in the organization. The results of the quantitative part of the designed model have an acceptable fit.

To be democratic, transparent, and publicly-engaged are of integral qualities to administrate public affairs in modern era by the organizations. The survey suggests that at verbal stage and superficial structure, the language of governmental senior officials is close to this discourse. However, one of the key setbacks in interactions of public organizations providing public services is language hinders. This study is to characterize the discourse of public administration concerning education in between 1989- 2013 to assess the extent they concur with modern paradigm in public administration. To conduct the survey, Fairclough ‘s approach has been applied. The findings indicate that, although senior officials in Education Ministry are largely inclined to use conceptions as well as variations of modern paradigm of management, their usage is highly superficial and less genuine. In fact, what really occurs is language gaming, blurring their intentions through insisting on bureaucratic mechanism and expertization of reference language in public interactions, poor inclusiveness, and slogan-oriented approach versus practice-oriented one play the central role in their discourse

This study has engaged in explaining the empowering leadership style of knowledge cycle in universities of the country. The statistical universe of the research includes all members of scientific mission at University of Allameh Tabatabai and Payam noor University. The research is an applied research in terms of purpose and a descriptive-correlation one in viewpoint of gathering data. To investigate the relationship between the variables and structural equation modeling, PLS software has been used. Results indicated that there is not a significant difference, based on gender, in empowering leadership style of scientific mission's members at both of the universities and opinions of both men and women are the same in University of Allameh Tabatabai and also Payam Noor University. At the end, he transactional leadership style was identified as the empowering leadership style of knowledge cycle among members of scientific mission at universities.

First, First, through the Delphi technique, 15 experts in the field of human resources, have commented on the factors and indicators affecting organizational loafing. After designing the model, fitted with the survey questionnaire has been developed. the approach of This research is both quantitative and qualitative. The population of this study included 350 experts of the Ministry of Communications and Information Technology so the sample consisted of 180 employees of these people. Statistical analysis of research data, with the help of software Smart PLS and confirmatory factor analysis was performed. Eventually Proposed model with 5 criteria and 25 indicators, was approved.The results showed that the most influential factors affecting organization loafing is organization environment. Furthermore The most important Indexes affecting Organizational loafing, are satisfaction, commitment and organizational culture. So at the end of this, study was suggested to managers that, based on these indicators, achieve optimal organizational loafing management.

Despite the introduction of value co-creation models, its various dimensions and components in universities are still unclear. The purpose of this article is to identify the factors, components and consequences of value co-creatin of university emphasizing the fourth and fifth generation universities and, consequently, to present a conceptual model based on it. In order to conduct this research, in addition to in-depth study using the meta-synthesis method to identify factors, components and consequences of value co-creation, fuzzy Delphi technique has been used to refine the factors and components. The survey was conducted in four stages and the results of each stage were refined using the formulas of the fuzzy Delphi method. Finally, the model of value co-creation of university with emphasis on value-creating and civilization-building universities with 16 factors, 23 components and 13 outcomes, each designed in three categories, has been presented as a proposed model for value co-creation of university. In this way, universities can analyze the current situation and optimally extract successful experiences, and present plans and measures to improve.

In today's rapidly changing world what can be vital and growing progressive government agencies and government to ensure the existence of a strong and efficient management system. To have effective and efficient management system, managers should also be efficient and appropriate training. Leaders also need to foster a comprehensive framework to select and develop appropriate and effective managers to achieve objectives and strategies. However, due to the positive effects of labor productivity in the public sector management, attention to factors affecting the productivity of human resources to improve the efficiency of managers and professionals as the most influential persons in public organizations is inevitable. In this regard, this study pave the way for professional emphasis on productivity and provides managers and professional discusses about the difficulties that are encountered in the management of public organizations. The article is an overview of seven key factors affecting the productivity of professional and how draws them together. The relationship between person–environment fit and employee's positive work attitudes and behaviors has been well researched. However, there has been no study on the impact of person–environment fit on the innovative work behavior of the employees and how employee innovativeness leads to better job performance. The current study examines the effects of person–job fit (PJ fit) and person–organization fit (PO fit) on innovative work behavior through innovation trust. Statistical population of this study includes all researchers and, employees of a NRI (Niroo Research Institute) of Iran. We used a standard questionnaire of 24 questions for data collection. After validity and reliability analysis these questionnaires were distributed among employees through a randomized sampling method. Collected data was analyzed using factor analysis and structural equations analysis.. Structural Equation Modelling was used to test the research hypothesis. Our findings confirmed the mediating role of innovation trust in the relationship between Person–job fit, person– organization fit and innovative work behavior.Based on these results we made several suggestions.

In the modern world, human resource is considered as the best competitive advantage of an organization and human has got importance in organizations' theory more than ever. Human resource can help organizations in competition just as it can be a serious barrier on the way of organization. Thus, the aim of this research is to study and examine the relationship between managers' narcissism and hypocrisy behaviors with the moderator role of managers' Machiavellian behavior in governmental organizations of Kermanshah City. The population of statistical universe included 4588 people that 355 of them were selected as statistical sample through using simple random classified sampling and Cochran's formula. A questionnaire, designed by the researcher, was used for gathering data that its' face validity was confirmed by professors and experts. To examine the questionnaire's reliability, Cronbach's Alpha was used. The research is an applied research in terms of purpose and is a descriptive and correlation research in viewpoint of gathering data. Correlation test and structural equations model available in Lisrel and SPSS software were utilized to analyze the questionnaire's data. Results showed that managers' narcissism has significant and direct impact on (0.74) on hypocrisy behaviors. Machiavellian behavior has significant and direct impact (0.66) on hypocrisy behavior, so the moderator role of Machiavellian behavior in the relationship between managers' narcissism and managers' hypocrisy behavior is confirmed.

This study aimed to determine the mental models of Ilam University employees about the job promotion. Research method based on purpose, nature, and data collection was applied, explorative, and descriptive survey respectively. Different mental models of employees about job promotion were recognized through Q-methodology (qualitative-quantitative). Among the employees that have a better position to improve their job rather than other employees, via snowball sampling method and based on information from the University of Ilam, nine subjects selected, interviewed by Q method, and distributed Q cards among them. According to distributed cardsm, of the 105 statements, 41 of them were identified as final statement and prioritized by the participants subsequently. Finally, Based on the findings of Q factor analysis, It was found that there are three different mental models (policy-oriented, unity oriented and justice-oriented) about job promotion among Ilam university employees. According to the final conclusion can assert that a large percentage of identified statements claims on unfair patterns of job promotion system in the organization and according to the staff mindset, policy dimension is the most effective factor in improving job promotion.
