Social accountability of public agencies is one of the requirements of public governance in the country. This kind of accountability is responding to social groups. The purpose of this study is to develop a framework for establishing social accountability in Iranian public sector organizations based on grounded theory. The statistical population of this research includes experts who have sufficient knowledge and practical experience in the field of social accountability. According to the research framework, a semi-structured method based on Atlas ta software has been used to collect the required data. After analyzing the text of the interviews, the dimensions of social accountability and causal, mediator and moderator variables were identified to develop a final framework. Research findings show that international requirements, the type of organizational mission, organizational culture, legal requirements, organizational reputation, and public maturity of society are key factors influencing the establishment of social accoعntability in public agencies. Meanwhile, the outcomes of establishing social accountability in public agencies are an increase in public trust, public satisfaction, and community growth and excellence.

The human resources architecture model has designed the structure of human capital based on the two components of strategic value and the uniqueness of skills, considering the wide scope of providing government services and the central role of the intelligence component in determining the performance of human resources as the most valuable resource of the organization, the link between 3 The component of value, skill and intelligence, identifying relevant indicators and determining the importance of each of these indicators at different administrative levels of the Ministry of Energy's headquarters has led to the design of a new model. The type of research method of the current research is mixed. In the first phase, after a library study using the quantitative content analysis and the fuzzy Delphi techniques, the primary indicators were summarized and in the statistical part, the relationships were examined using the fuzzy DANP technique, the weight of each specific index and the equation of each organizational level were discovered. The results indicate that the indicators can be classified into three general, common and specific sections. Among the general indicators that have been repeated in all three levels of the organization, there is the reliability index, and among the specific indicators at the expert level, the problem focus index, at the group head level, the consultation index, and at the deputy director general level, the willingness to reform and the improvement of systems index have been allocated the most weight. Also, the results confirm that the weight of the value component at the level of the deputy general manager is more than the 2 components of intelligence and skill at the same level. Also, the weight of the skill component in this level is higher compared to the previous levels. At the end, the research model was approved by the experts.

The organization's excellence and inefficient employees are considered the cause of its problems and failures. However, less research has comprehensively and coherently addressed employee efficiency. The main purpose of this study was to provide a theoretical model of efficient and inefficient employees and investigate their characteristics in the public sector, not only to fill the existing study gap but also to help increase knowledge in this field. The methodological principles of classic database theory (Glaserian) were used in this study concerning theoretical literature, participant recruitment, data collection, analysis, and theory development. In this regard, in-depth semi-structured interviews were conducted with 17 experts in the water industry in Isfahan province, and the obtained data were analyzed in three stages: open coding, selective coding, and theoretical coding. Data analysis showed four types of employees in terms of efficiency, which were conceptualized with the titles of proactive employees, reactive employees, procrastinative employees, and restive employees. Data analysis also showed that the mentioned types were investigated and analyzed through the typology matrix of efficient and inefficient employees. Identifying the types of employees in terms of efficiency and explaining their characteristics will help improve the efficiency of human resources and deal with inefficiency.

The issue of this study is to identify factors affecting the corporate identity after identifying three categories of factors: human resources, prestige and culture organizations are summarized identity and using surveys by a descriptive questionnaire, the impact on human resources as the independent variable and the culture of the organization's identity and image as an intervening variable as the dependent variable was tested on organizational identification. Fit the conceptual model through factor analysis using LISREL software has been investigated. The findings included identification of factors affecting organizational culture based on values and PNU variables that are 10 main hypothesis to explain direct and indirect relations among these factors identify the institutional organization and in the end, all the main assumptions and hypothesis part 32 is approved. Based on the effect of the culture, identity, human resource factors, the image of the organization have been prioritized. In addition, the effect of culture medium strong identity and image of the organization is evaluated. The main proposals presented research on the effects and the subsequent scholars to become a model in other organizations as a general model is recommended.

In a situation that business environment is becoming more dynamic and complex, creating and sustaining competitive advantage depend on innovativeness and continuous current technological improvement. The research and development of the companies are playing a very important role in this respect. Their leaders always have been facing with the challenges of how to enhance these organizations performance. Considering that, management scholars and practitioner believe that leadership, organizational culture and innovative climate are the most important factors affecting performance. A very limited study has been carried out on the combination effects of these factors on performance. So, the purpose of this paper is to fill this gap. This research is applied-developmental, and the research method is combinative. The research purpose in the first phase is survey and explorative oriented, and in the second phase is descriptive and explanative. The structural equation models are used for data analysis and approval of hypotheses. The result shows that the leadership does not have direct and meaningful impact on R&D organizational performance, because they are mediated and moderated by organizational culture and innovative climate. Therefore, leadership should avoid to directly interfering in research affaires, and they have to shape and strengthen innovative organizational culture and climate. So, they will be able to continuously improve performance and productivity of their organizations.

Due to structural problems and organizational unidirectional and organizations, has resulted in the neglect of their content and according to management soft issues (including citizen-oriented organization), in order to polish the wheels move the car of organization.In this study, after examining the concept of organizational citizen-oriented and factors affecting it (using the Delphi technique), we will pay to organizational citizen-oriented conceptual modeling in the Central Iron Ore Company of Iran - Bafq (using structural equation method). This research, is applied, exploratory, descriptive - survey research with integrative approach of qualitative and quantitative research methods. To determine the validity and reliability of the questionnaire in this study, the methods of the content validity, factor analysis and Cronbach's alpha was used. The findings suggest positive, strong, direct and indirect relationships among the factors and personality traits, behavioral and contextual dimensions and negative relationships, strong, direct and indirect between structural factors and organizational citizen-oriented.

Value engineering is one of the tools to create and enhance value for goods and services that used in different fields such as industry, agriculture, education, transportation and also in the transportation and Infrastructure projects. The aim of the research is to Identify and prioritize Value Engineering index with Fuzzy Delphi Technique in Semnan Department of Transportation. This research is applied and its research method is descriptive. Because of using Fuzzy AHP for ranking alternatives, our research is a single cross-survey. In this regard, after a comprehensive literature study, 23 indicators identified and standardized questionnaire among 10 experts in the field were distributed and collected. Delphi fuzzy Utilizes and win 13 indexes higher than 0.7 were screened. The investigators then to prioritize the factors identified in an integrative approach Permutation and genetic algorithms because the problem is NP-Hard were used. Based on these findings, the index of compatibility with existing machines, information and experience in working in road construction projects are the most important variables. According to research results, index Embassy completion rate was the lowest priority.

The aim of this study was to develop a comprehensive model for job Anchorages of employees of the General Office of Deeds and Real Estate. This research is a combination of data-based type in terms of purpose, applied-development and research method. The statistical population of the research is the employees in the quantitative department, the employees of the General Office of Deeds and Real Estate of the country, whose number is 488 people. According to which, 153 people were selected based on Cochran's formula as a statistical sample and by relative stratified random sampling method. In the qualitative method, sampling was targeted non-randomly until it reached the saturation point in the experts section. In the qualitative section, field method and interview tools were used to extract the factors affecting the job anchors of employees. In the quantitative part, after extracting the components of the employees' job anchors through interviews; Questionnaires were prepared and distributed among employees. The obtained data were used in the qualitative part of content analysis using software MAXQDA and in the quantitative part of structural equation model and SmartPLS software. The results showed that the causal factors affecting employee innovation including organizational, extra-organizational, individual and national factors should be sought. Also, according to the experts of this research, the central category can be considered equivalent to innovation in organizational structure, education, research, human capital, technology and equipment.

Organizations seek to accomplish their goals by hiring their staff. Organizational conditions in terms of physical space, workplace and laws, as well as the ethical and behavioral characteristics of employees provide the context for some employees to elude from work and absent in performance while they are present physically at work. Investigating the behavioral pattern of invisible employees is the aim of this research which has been done based on the foundation data method. The study, which was conducted in cultural organizations and educational centers in Qom, was based on limited theoretical literature and mainly based on interviews with 12 people (snowball method) from professors and experts in the humanities. The propositions of the study were obtained in the form of open coding, selective coding, and axial coding. Internal validity coefficient was used to ensure the validity of research and three stage-qualitative reliability was used to calculate research reliability. The results of this study show that proper staff selection, reforming structures and laws, reinforcing religious and spiritual beliefs, making employees aware of the consequences of their actions, and reforming socio-political relationships can greatly reduce the phenomenon of invisible employees.

Today, with the advancement of science and technology, managers are faced with a huge amount of information that, intentionally or unintentionally, by refining and selecting a set of information encloses managers in the glass fence of information. This causes employees to be insecure and pessimistic about them. The purpose of this study is to investigate the effect of glass fence of management information on organizational cynicism. This study was an applied one, using the descriptive survey research and causal method. The statistical population of this study is all employees of Bank Mellat branches in Isfahan, numbering 420 people. Using simple random sampling, 208 people were selected and a questionnaire was distributed among them. The validity of the questionnaire was assessed through face validity and construct validity and its reliability using Cronbach''s alpha indices and composite reliability. In order to analyze the data and test the research hypotheses, the structural equation method and Smart PLS software were used. According to the findings of this study, the structural and managerial dimensions affect the information glass fence. In addition, the glass fence of managers'' information has an effect on organizational cynicism. The research results indicate that the glass fence of information causes the managers of the organization to be unaware of many internal events of the organization, which causes distrust and cynicism of employees in the management actions and can cause irreparable damages for their organization and managers.

This research be done with the goal of assessing of business and human resource strategies in UAST and alignment of these strategies by using of Strategic Reference Points Theory. In this study detemined business and human resource strategies respectively by using Porter and Bamberger & Mesholm models alignment of human resource strategy with business strategy fulfilled by using of 15 specialists and experts attitudes in the higher levels of UAST which selected by using of snow ball sampling. The research results showd that business strategy of UAST was seperation and differentiation strategy and its human resource strategy was Paternal strategy. According to the suggested scenarios, UAST should change its human resource strategy from paternal to contractive strategy or its business strategy from seperation and differentiation to focus and cost strategy or by combinative strategy of human resource tries to use combination of paternal and contractive strategies to be able to save both its existing situation and act integrated with its business strategy. At the end according to the written scenarios, some suggestions offered to the managers and decision makers of UAST.

The present study aims to investigate the infrastructure of E-municipality in the metropolis Tabriz. The research method is descriptive survey and as a functional purpose. The study population consisted of 120 employees working in the Statistics and Information Technology, and staff working in areas related to information technology of Tabriz municipality in 2016. Data collection instrument was a questionnaire. The results of the investigation show that infrastructure of strategic management, manpower training, services and applications has not yet been provided for the establishment of E- municipality in Tabriz municipality. This research aims at finding an answer to this question: what factors can lead to a reduction in the employees' tendency to commit service sabotage? To this purpose and regarding the extensive studies done in this field, the qualitative meta-synthesis method was used. The reason for choosing meta-synthesis approach is that it can help discover the new and fundamental themes and metaphors by providing the researchers with a systematic frame and by combining different qualitative researches and consequently making it possible to have a comprehensive and broad perspective toward issues. The sample intended for meta-synthesis in this research is composed of selected qualitative studies based on their relevance to the research question. In this study, a sample of 151 related studies was extracted from both internal and external databases during the years 2002 to 2018. After screening the researches with respect to their title, abstract, content and quality, 71 internal and external studies were left, results of which were combined with each other. The implementation of this process resulted in the extraction of 47 factors effective on reducing the service sabotage, which were categorized in eight groups including individual, interpersonal, organizational, family, ethical, beliefs related, economic and environmental factors. furthermore, the present study provides managers with a both categorized and classified list of effective factors on reducing the service sabotage done by the employees and will enable them to manage these behaviors better and yet reduce the costs of such behaviors for their organizations.

The aim of this study was to determine the relationship between job involvement, job satisfaction and turnover intentions 210 of 20 employees of branches of Mellat Bank in the city of Babol and Babolsar. According to Morgan table, the minimum sample size for this study, 136 people. The study was conducted using cluster sampling method and the 150 questionnaires distributed, 139 questionnaires were analyzed. The study was descriptive and standardized questionnaires were used to collect data. Data analysis was performed using structural equation modeling. The results show that the combination of job satisfaction, significant negative correlation with turnover intentions. Also, job involvement, there is a significant positive relationship with job satisfaction.

Model to improve EFQM excellence and performance evaluation Guarantee Fund investment cooperation can help us to develop effective strategic planning to increase the effectiveness and productivity. Therefore, the use of Corporate Performance Management and supporting the goal by scientific method are required in order to evolve and develop, improve performance and turn a Cooperative Investment Guarantee Fund to the strategy-based Investment Guarantee Fund. This study aims to provide the strategic planning model with the approach of EFQM excellence model to improve the performance of Cooperative Investment Guarantee Fund. Therefore, the proposed model leads to acquire effectiveness and productivity, and these two factors ultimately lead to increase f efficiency in the Cooperative Investment Guarantee Fund.According to research subject, this is a qualitative, applied, and descriptive study that the data have been collected by documentary and field. The literature of strategic management, organizational performance evaluation, and EFQM model is expressed. The aim of this study was to evaluate the performance of child and adolescent health centers over 13 years old in Semnan, Golestan and North Khorasan provinces. The present study is applied in terms of purpose, and is descriptive-survey in terms of data collection. The statistical population of the study is the managers and experts of the child centers in the provinces of Semnan, Golestan and North Khorasan to prioritize the performance evaluation indicators. A sample of 20 individuals was selected. Adolescent care centers over 13 years of age were also selected as performance evaluation samples. A questionnaire was used to collect data. AHP technique was used to prioritize the performance evaluation indicators of adolescent care centers and ARAS technique was used for comparative evaluation of selected centers in this study. The results of paired comparisons showed that the index of specialist force with the weight of 234/0 was in the first rank, the empowerment and future supply of children with a weight of 221/0 in the second rank, the atmosphere and environment of the maintenance center of children with a weight of 0/188 Third place. Similarly, the weight of each of the sub-indicators was characterized by a hierarchical process analysis technique, which was ranked below the high experience of employees with a weight of 0.071, the skill of working with adolescents weighing 0.65 and the future insurance contracts Third is located. Based on the results of the ARAS technique, center number four has the highest performance.

Good governance is one of the new issues that have attracted the attention of many scientific circles during the past two decades. Researchers have described good governance with different approaches, dimensions and objectives. But given the complexity of the issue of governance, it is essential to look at different aspects of this issue to explain this concept as separate dimensions and examining them. Accordingly, this study sought to examine the relationship between ethical leadership and good governance in the organization and also we tried to test and prove the significant relationship between ethical leadership and good governance. The population consisted of 291 employees of the municipality of Tehran. Data analysis was performed using correlation analysis and structural equation modeling. The results showed that there is a significant relationship between ethical leadership dimensions and different aspects of good governance. It is worth noting that setting activities within ethical framework, integrity, trust and efforts to promote employees in the organization represents some aspects of good governance such as transparency, promotion of values and accountability.

The revolution of the fourth generation of technology has significantly transformed organizational processes. To succeed in such circumstances, the development of human capital compatible with this generation is an undeniable necessity. This study aimed to design and present the human capital 4.0 development model in the Tehran municipality. This research was exploratory in terms of purpose. Data were analyzed with a mixed (qualitative-quantitative) approach. In the first stage, the qualitative method and in-depth interviews were used to identify the components of the model. Participants in the quality section were 17 university experts and senior managers of Tehran municipalities who were purposefully selected. In the second stage, to fit the designed model in the qualitative part, the quantitative method and the structural equation modeling approach were used. The statistical population of this section included managers, experts, and employees of the municipalities of Greater Tehran, where 336 people were selected by Kline's (2005) formula and stratified random sampling method. The data collection tool in this section was a researcher-made questionnaire whose validity and reliability was confirmed. Qualitative data analysis was performed by a coding method using MaxQDA software and quantitative data analysis was performed by Smart PLS software. The results of the qualitative section showed that the 4.0 generation human capital model includes 64 primary codes, 11 sub-categories, and 4 main categories of digital competency, digital skills, digital organization, and digital resources. The results of the quantitative part of the designed pattern have an acceptable fit.

The presence of women in social, economic and political activities has increased due to the development of societies, and if the presence should be continued, societies require providing a proper context. The present study aims to investigate the effect of Organizational Mobbing behaviors on occupational and organizational attitudes. The research method was adopted a descriptive and correlational approach. The sample consisted of 170 female employees who work at Tehran University. An online questionnaire, including 45 series of questions for Organizational Mobbing and 61 series of questions for organizational and occupational attitudes, was employed to collect data that were then analyzed using Factor Analysis and Spearman correlation. The findings show that Spearman's correlation coefficient between Organizational Mobbing behaviors and occupational and organizational attitude was found to be negative, and a negative and significant correlation between occupational and organizational attitude and mobbing behaviors was appeared. The analysis indicate that there is a negative and significant relationship between Organizational Mobbing behaviors and occupational and organizational attitudes. Although the presence of women in organizations has been increasing, bullying behaviors in organizations is growing that can result a lot of damage in this group. Therefore, organizations should take necessary measures to provide a comfortable and peaceful place for them so that they can boost their career in the organization.

The purpose of this study was to investigate the e-literacy of Maragheh administrative staff and its impact on their sociability and transformability. The models used in staff e-literacy, sociability, and transformability parts were based on ICDL model, the Taormina theory (1997), and the John Gutter and Peter Drucker (1996) model, respectively. The statistical population of the present study was all staff of the education department of Maragheh city, which was 45. In this research, due to the low number of statistical population, the members of the statistical society were selected through the census method (accessible sampling), so the number of sample population was all 45 staff except 4 who were excluded from the research. Ultimately, the number of participants of the study was 41. In order to collect data, three researcher-made questionnaires were used. The results of testing hypotheses indicated that, firstly, the average e-literacy status of Maragheh Education Department staff was below the average rate, and secondly, the e-literacy of the staff had an impact on the sociability and transformability of the staff of Maragheh Education Department.

Due to the prevalence of the Internet and the increasing use of technology by individuals and organizations, deviant and unrelated behaviors in organizations have increased and organizations have faced serious challenges. Online activities performed for personal and non-business purposes are called Cyberloafing and the purpose of this study is to provide a model of Cyber loafing antecedents and examine its consequences. The research is applied in terms of purpose and correlational in terms of nature and the method is causal descriptive. The statistical population was the staff of Hormozgan province. The data collection tool is a questionnaire whose reliability was confirmed by Cronbach's alpha of 0.89. Data analysis was performed using Amos 22. The results show that job stress and emotional analysis directly affect cyberloafing, and rejection and private demand are other prerequisites for Cyber loafing that indirectly affect it. The findings also showed that Cyber loafing has a positive effect on job burnout.

The purpose of this paper is to enhance the capability of companies in product innovation using organizational knowledge.Therefore, this paper is dealing with examining the effect of organizational knowledge on performance and innovation of new products at knowledge-based companies of Science and Technology Park located in Khorasan Razavi Province and clarifying that if organizational knowledge leads to innovation of new products and performance improvement? Thus, important factors that link knowledge, performance and product innovation of organizations has been presented in a structural model. The research statistical universe included Science and Technology Park companies in Razavi Khoerasan province. To reach the sample mass, convenience sampling method was used. A standard questionnaire was used to collect data. The validity of the questionnaire was confirmed by convergent and divergent validity and its reliability confirmed by Cronbach's alpha and combined reliability. To test the hypothesis, Structural Equations Modeling and Partial Least Squares approaches by WARP PLS software was used.The results of this study showed that organizational knowledge affects on innovative information, information acquisition efficiency and its interpretation. The effect of efficiency of acquisition information on the performance of the new product was not confirmed.Organizational structuremoderated the relationship between organizational knowledge and informationacquisition and its efficiency but the moderator role of this variable was not significant in the relationship between organizational knowledge and information interpretation

This study is a descriptive survey approach to design and explain the model of the organizational social networks in the branches of Saderat Bank of East Azarbaijan Province. Research shows that one of the best ways for an organization to grow is to build and develop internal communities in the digital world; however, recent studies show that the use of these networks has not been as successful as expected. For this purpose, 14 main components of the organizational social network were extracted from the literature and then the main components in the banking contexts were extracted through the Delphi method with the presence of 30 university professors and industry experts. Then, the conceptual model of the organizational social networks in the banking industry was identified and drawn from the 7 main components. Then a questionnaire was prepared to test the hypotheses and the reliability and validity of the questionnaire were evaluated through Cronbach's alpha tests and confirmatory factor analysis. Finally, the hypothesis test for 7 hypotheses was performed through path analysis and structural equations and then, the conceptual model was confirmed. The results showed that the main components of organizational social networking are teamwork atmosphere, advanced technology, flexible structure, specialized human resources, and competitiveness, all of which have a significant relationship with organizational social networking. There is also a significant relationship between the use of organizational social networks and communication empowerment and customer relationship management.

The aim of this study is to provide an overview of the different situations and dimensions of public administration in Iran and to help guide future research on filling the gap in previous research in this area. In this case, 279 doctoral theses defended between 2011 and 1396 were reviewed and reviewed at 6 public universities in the country and with online access. The research methodology is qualitative in terms of its purpose and descriptive method. The research methodology of the group consists of 24 leading faculty members in the major universities of the country with associate professors and professors. The results of the reviewed articles were evaluated based on criteria such as the subject of research, method and tool of data collection, data analysis method, in this paper. The results show that most of the researches in the 26% of the studies are of a structural type, 34% of the type of behavior, 12% of the environmental type, 24% of the combination type and 4% of the form of three branches. In the researches, 86% of the titles used a qualitative and qualitative method for collecting data and a 1% questionnaire was used only qualitatively and the remainder was used only for quantitative methods. The result is a deep divide between the results of the doctoral dissertation and the lack of a doctrine and the theory of research.
