Islamic management components are closely related to the principle of management so that success in Islamic management depends on their accurate identification. The purpose of this article is to explain the key variables affecting Islamic management and the obstacles it faces. For this purpose, after defining Islamic management and stating its differences with non-Islamic management, an attempt has been made to explain the key theories and characteristics of Islamic management and its role in the organization. Islamic management at a higher level than Western management pays attention to management issues and its core axis, namely human beings. Western management is more concerned with management methods and techniques. This is while, Islamic management, in addition to paying attention to such issues, pays specific attention and gives exclusive emphasis on humans and designs all its management activities and tasks with a focus on human beings. The present research is an attempt to explain key influential features of Islamic management including the manager’s role in Islamic management, that is humanization of the organization in Islamic management instead of organization of human. Finally, some of the obstacles on the way of Islamic management were investigated in the Islamic community. The findings of the study revealed that the most important solution to the problems of Islamic management is to improve the relationship between oneself and God and self-belief.

The purpose of this study was to design and explain the performance evaluation model of the governors of the Islamic Republic of Iran. This study is applied in terms of purpose and is descriptive in terms of method. The qualitative population in the present study consisted of all university professors in the field of public administration and strategic management, the governors of the Islamic Republic of Iran, and senior managers of the Ministry of Interior. The number of participants in this study was 18. The statistical population of the study consisted of a small group of experts such as the governors of the Islamic Republic of Iran, deputies, and senior managers. The research sample was 48 people selected from the statistical population by using the convenience non-probability sampling method. The results of the qualitative part of the study were the identification of 12 main categories including geographical knowledge, cultural awareness, social maturity, political perception, economic growth, welfare development, stakeholder satisfaction, security level, social capital, political participation, interactions, and productivity. The model classified performance evaluation dimensions into 5 levels, in which geographical knowledge was found as the most effective dimention, and stakeholder satisfaction, political participation, and productivity as the most effective dimensions.

Given the nature and purpose of this study, correlation method with descriptive design was used. Statistical sample of the research included 200 people. Data were collected. To test the hypotheses, Pearson test and inferential statistical method of linear regression were used analyze the data. The results of showed a significant relationship between the managers'' strategic thinking career plateau of the employees. Moreover, there is a significant and inverse relationship between listening to new voices by the manager and career plateau of the employees. There was a significant and reverse relationship between the creation of new interactions by the manager and career plateau of employees. There was a significant and reverse relationship between the creation of new motivation by the manager and career plateau of the employees. There was no significant and reverse relationship between the manager''s satisfaction with the new experiences and the career plateau of the employees. Human resource management today is more than ever encountered with the diversity of human resources in the organization. One of the factors of this diversity, in addition to other differences, is the difference between generations. The difference between generations has always been a problem. The purpose of the present research is to identify the generational differences between employees of public organizations. This research in terms of approach and strategy is in the category of qualitative research. Also, the present study is descriptive-exploratory type. The statistical population of the present study was executives and assistants of public agencies and organizations of Qazvin province. In order to identify the differences a semi-structured deep interview was conducted with 19 managers and deputies of executive and governmental agencies. After collecting data, theme analysis was used to analyze the interviews. The results showed that the staff of the studied organizations can be classified into three young, middle-aged and experienced generations. The extracted human resource differences related to the field of human resources were categorized into five dimensions :occupational, personality, educational, technical and motivational.

Strategic agility is an emerging weapon in a competitive environment. This research attempts to introduce strategic agility and present the key factors and indicators of strategic agility in the form of a conceptual model by comprehensively examining the existing theoretical foundations and using the opinion of experts. In this regard, seven factors have been identified and introduced as key factors for conceptualizing strategic agility, which are: strategic sensitivity, clear vision, selection of strategic goals, identification of key capabilities, action, continuous innovation, and hyperactivity. The method of the present research is mixed mode and a combination of qualitative and quantitative approaches was used. The statistical population of this research in the qualitative part included organizational experts, which consisted of ten managers and experts of knowledge-based companies (including: telecommunication industry, microelectronics, pharmacology, medical biotechnology, and software), and in the quantitative part, included all staff members of knowledge-based companies among whom 365 people were selected as the samples by the use of Cochran's formula. After designing the research model, dimensions, and indicators of strategic agility, qualitative data were used to localize the model indicators. The conceptual model was then quantitatively evaluated using LISREL software. The tools of this research, in the qualitative phase, were semi-structured interviews and the experts were asked to adjust the identified indicators. In the quantitative phase, a questionnaire was used. The proposed model has been validated using factor analysis and structural equation modeling techniques. The relationship of some dimensions of the model with each other was also confirmed. The results of the study model showed that some aspects of strategic agility are in a favorable position and others are in an unfavorable position that should be well planned.

From time to time it is heard or seen that some organizations, companies, or economic, financial, political, cultural, and educational enterprises have suffered some corruption from inside or outside. So far, various measures have been taken to combat corruption in the country by passing laws and establishing regulatory bodies, but none of these cases have succeeded in the fight against corruption as they should and perhaps have not. For this reason, another approach must be taken in the fight against corruption. In recent years, the focus of leading countries in the fight against corruption has shifted from mere attention to legal structures and institutions to the use of existing capacities in public oversight, or in other words, whistleblowing. Considering the effects and consequences of whistleblowing on the performance of organizations, the present study attempts to examine the whistleblowing phenomenon for the first time in the country with a systematic approach by using grounded theory and the real experiences of current and past whistleblower organizations in a cultural context. This model could depict the situation of whistleblowing in the country from whistleblowing inputs to its outputs in a tangible way. The experience of whistleblowing in this study was in the form of a comprehensive model and what, why, and how expected consequences of this phenomenon were discovered in the cultural context of the country.

This research is aimed at designing an optimal human resource management model using the strategic reference point model in the ATA Airline Company. This research is in terms of target is applied research and terms of its research method is correlation descriptive and its expected results can be applied in the ATA Airline. The statistical population of this study is all the directors and senior expert of Airline Ata. According to the method used in this research, for the first time, 24 people have been selected as sample size. And the second time, the sample size will be chosen to the number that can be answered. So in this study, composite samples were used to collect information. In this research SPSS software was used to analyze the data. The results of the hypothesis test indicate that there is a meaningful relationship between the outlook and organizational values, organizational values, organizational identity, organizational vision and organizational health, and the implementation of the strategic reference points (SRP) approach in ATA.

The main purpose of this study is to investigate the effect of good governance on reducing employees’ organizational indifference by emphasizing the mediating role of their sense of organizational belonging. It is quantitative research in terms of method, applied in terms of purpose, and descriptive in terms of nature. The statistical population was the staff of Imam Reza Hospital in Tabriz, whose number was 1,500 people. The sample size was estimated at 306 people using the Cochran relation selected by simple random sampling. The data collection tool was a standard questionnaire, and after measuring its validity and reliability, it was provided to the statistical sample. Descriptive and inferential statistical methods were used to analyze data. Thus, the descriptive statistics method was used to classify, summarize, and describe statistical data. At the inferential level, Kolmogorov-Smirnov, Pearson r, regression tests, and confirmatory factor analysis were used to test the research hypotheses. The findings confirmed the research model and hypotheses, the negative and significant impact of good governance on the employees’ organizational indifference, and its positive impact on the sense of organizational belonging. The results also showed that the sense of organizational belonging has a mediating role in the effect of good governance on reducing employees’ organizational indifference.

Focusing on creating a joyful organizational environment is one of the ways in which human resource management can create a better working life for employees. Due to the necessity of applying and using new approaches in the management of interpersonal relationships and making the workplace environment pleasant, having a sense of humor and knowing how to use it can be a useful management tool for leaders. Therefore, the purpose of this research is to design the model of antecedents and consequences of humor in Parsian Gas Refinery Company. This research, in terms of objective, is typically applied-developmental and has been done by applying a qualitative research method. In order to identify the dimensions of the antecedents and consequences of organizational humor, semi-structured interviews were conducted with 12 managers and supervisors of different units of Parsian Company using non-probability judgment and snowball sampling method and the data were analyzed using a thematic analysis method. The findings led to identify 10 main themes that were categorized into individual-oriented, group-oriented, organization-oriented antecedents and consequences, and also the dimensions of organizational humor. The results of present research will help to understand the effects and performance of humor in organizational environments.

In our country, various groups, called councils, are developing public policies in line with the country's development and excellence. Despite the fact that most of the public policies in our country are developed by these institutions, the literature on public policy, about how these councils can improve the effectiveness of their policymaking, is limit. In this research, with emphasis on the concern of improving public policies, the factors affecting the success of the council policy-making have been identified. In this qualitative study, the Supreme Administration council has been selected as the case study. Semi-structured interviews conducted with 15 administration experts and members of the Supreme Administration council who participated in formulate of the public policies. then we reviewed the existing documents and by using content analysis which is a qualitative method three main themes and 12 sub-themes were identified which include three general categories of content factors (Objective goals, stability in the patterns and theoretical foundations , The balance between the four dimensions of rationality, the common understanding of the problem), process factors (complete and transparent process, shared leadership, evidence-based policymaking, the creation of appropriate Mechanisms for legitimization), and individual factors (Avoiding intra-group bias, Systematic approach, competence and merit of the members, Avoiding organizational bias).

Addressing the issue of establishing development-oriented structures, governments might face either of the following situations: they find themselves capable of engaging target society in programs and projects or they fail in doing so which would lead to independent actions by people themselves. Complex social problems and meanwhile population growth, would inevitably make primary governmental structures inefficient in achieving development objectives thoroughly, as a result governments should take active steps towards empowering and enlightening people in a way that they become capable of organizing their efforts in accordance with development objectives, public goods and public benefits. When underdeveloped societies find out about the influential role of non-governmental structures in the development process, governments would have two options: facilitating the engagement process for the society, or witnessing local societies authentically establishing bottom-up planning and implementation structures. Noticing the importance of organization and engagement seem much more crucial in case of villages, where in comparison with urban areas, suffer from deficiencies in engagement structures. This paper based on Hermeneutic analysis approach, takes advantage of literature study and two case studies of rural development policy making and implementation (European Union and Pakistan), in suggesting a theoretical framework for mobilizing social structures with the purpose of supporting development policies in Iran's rural areas.

Nowadays, with the formation of complex competitive environments, only organizations can continue to work to enhance their prominent organizational capabilities such as innovation. In this age, one of the ways to enhance innovation is to use quantum management skills. In this study, the relationship between quantum skills and the innovative performance of the staff of the University of Medical Sciences has been addressed. This research is descriptive-applied. To analyze the factors, correlation analysis and regression analysis were used to analyze the relationship between them. The samples were selected using a Morgan table and a stratified random sampling of 92 people. The SEM structural equation modeling and smart pls software were used. The results showed that between quantum skills and innovative performance with path coefficient of 0.212 with a significant level of 6,931 and between quantum skills and knowledge sharing with path coefficient of 0.613 with a significant amount of 20.782 and between knowledge sharing and innovative performance with the coefficient of path is 0.778 with a significant amount of 30.097. Finally, it can be concluded that one of the most important tasks of managers and leaders of Shahid Beheshti University is to identify and strengthen quantum skills among employees and motivate and tend to transfer Knowledge is among the different levels of the staff of the university, in order to enable the innovative performance of the staff of the university The better.

Considering the wide consequences of ineffective decisions made by public sector managers that lead to waste of resources, waste of opportunities and reduced public trust in the government, the present study aims to identify the causes of this phenomenon and determine the importance of each of these factors. In the qualitative part, through interviews with 20 government managers of Golestan province, using targeted sampling at the basic, intermediate and higher levels, key factors were identified and using the content analysis method and Maxqda software, the data set was organized in 27 criteria and in 3 categories. In order to ensure the accuracy of the coding, the result of the content analysis was sent to some participants and corrective comments were applied. In the quantitative phase, in order to rank the factors, hierarchical analysis method and pairwise comparison questionnaire with the participation of 45 people were used. The data obtained from the questionnaires were analyzed by Expert choice software. Findings indicate that factors related to the decision-making process (0.473), organizational factors (0.355) and factors related to the decision-makers (0.173), respectively, play the most important role in making ineffective decisions from the perspective of participants. Based on the research findings, it can be said that due to the fact that changing the personal characteristics of managers is very difficult and less important among the factors, government organizations can focus on improving the decision-making process and controlling organizational factors influencing decisions, significantly improve the quality of public sector decisions.

The aim of the current research was to design a pattern for emergence of bad managers in organizations. This study is developmental in terms of purpose and exploratory in nature, which was conducted using a qualitative method and a grounded theory approach. The statistical population was the public organizations of Isfahan city, where 14 managers were selected as sample members by a purpesfull method and the theoretical saturation rule and individually semi-structured interview was used In order to collect the required data needed. After analyzing the interviews, 82 concepts were identified, which were classified into 6 categories. The results indicate the emergence of bad managers is under the influence of causal factors such as the absence of clear performance indicators in promotion and appointment, replacing relationships instead of criteria, the rule of oligarchic thinking, the weakness of the succession planning system, the weakness of the performance evaluation system and the like. Individual and organizational contextual factors as well as intervening factors also influence the emergence of this phenomenon. Strategies for preventing the appointment of bad managers have also been identified at three individual, group and organizational levels. The results also indicate that the emergence of bad managers will have negative consequences at the individual, group, organizational and extra-organizational levels. The findings can create a suitable insight in relation to the emergence of the phenomenon of bad managers and provide the context to prevent it for the planners and policy makers of the administrative system.

Increasing competition in the business environment and the need for integration of intra and inter-organizational, supply chain and developments in the field of information technology systems are the main factors shaping enterprise resource planning systems. These systems create integration within the organization’s operations to increase the speed and ease of business process and the possibility of continuing and providing a competitive market. Hence, the present study investigates the effect of enterprise resource planning (ERP) on agility in Iran private banks, especially Pasargad Bank in Tehran. The research subjects were 343 employees of Pasargad Bank in Tehran, which were selected using simple random sampling method and Cochran formula as a statistical sample. It is a descriptive-analytical study and an applied regarding purpose. Data were collected via the questionnaire (Aburub, 2015). In order to analyze the data have also been used Kolmogorov-Smirnov test and structural equation modeling approach was used to determine the type of data distribution. As well as, hypotheses were tested by analysis of overall model fit. The results indicate that ERP has a significant positive impact on organizational competency, flexibility, speed, accountability and agility. Today, organizations try to create an democratic climate that support of workplace freedom of speech.If there is the democratic climate in the organization, then employees feel proud for membership of the organization and Organizational values to be internalized. Hence the statement worthwhile and different ideas and opinions to improve and evolve the organization's responsibility. This study aimed to investigate the role of moderator in the relationship between freedom of expression and dissent corporate identity of the organization that carried out. To achieve this, staff in medical university as population and based on Cochran formula, 386 samples have been determined. Questionnaires to assess the variables of corporate identity Cheney (1983), dissent Kasyng (1998) and freedom of expression and Aynfnt Gordon (1980) have been used. Structural equation modeling to test hypotheses through Amos software, shows that 76 percent of corporate identity can impact on organizational dissent. The results of the interaction between freedom of expression and the role of moderator in the relationship between corporate identity and organizational dissent confirmed.

Abstract At the present age, our universities need leaders who can balance both routine management and new activities in complex sittuations, and these emerging leaders are leadership Model of Universities Based on grounded theory (Case Study: Tehran State University) The main purpose of this research is to design an ambidextrous leadership model in public universities conducted using the Glazier grounded theory method. Data gathering tool was semi-structured interviews with 11 experts in the field of higher education who were selected by theoretical sampling. The ambidextrous leadership concepts and components (106 key concepts, 25 primary and 7 secondary) of the interviews were identified and formulated in the context of the grounded theory conceptual model. According to the research findings, the central category is ambidextrous leadership. The results showed that the components of individual abilities include (individual abilities, individual skills, attitude, behavior and motivation), strategic planning (targeting, foresight), ethics-oriented and service-oriented. (Adherence to ethical skills, service and accountability, continuous supervision); university macro management including (knowledge management, continuous development and improvement of knowledge, participatory management, utilization of human capital capabilities, financial management, professional development Faculty members; Developing scientific collaborations (connecting with industry, commercializing and internationalizing universities); Taking advantage of opportunities including (recruitment capability, management Facilities, identifying capabilities); Coordination and flexibility include (communication skills, balance management, design management). Knowledge intensive business services (KIBS) are known to play a significant role in innovation systems. Past research has however mostly treated KIBS as a homogenous group; it is now time to understand better the variety that exists among KIBS. The main purpose of this study was the classification of knowledge intensive business services by distinguishing their knowledge bases (analytical, synthetic or symbolic). In this Delphi study, after reviewing previous research and examining the upstream documentation and infrastructure at ABFA, the areas of knowledge associated with a description of business services were identified. The results of data analysis showed that in all knowledge areas identified including creation, upgrading and development of water and wastewater facilities, center of supervision, operation and maintenance of facilities, sales and customer service, supply and support management, human resources management, management Financing, partner relationship management, developing management systems have analytical and synthetic knowledge.

The aim of this study is to identify the role of moderating professional ethics in the relationship between ethical leadership and Certified Public Accountants performance. The present study was conducted in 2017 and the statistical population of this study is all auditors employed in all auditing institutions accepted in the Iranian Association Certificate Public, of which 150 were selected by simple random sampling method.The data of this research were collected through ethical leadership, performance and professional ethics questionnaires and analyzed in two descriptive and inferential levels. To confirm the validity of the questionnaires, the experts' opinions and confirmatory factor analysis were used. The results confirm the validity of the questionnaires. For data analysis, structural equation modeling and partial least squares algorithm (PLS) were used. The results of the test indicate confirmation of the role of moderating professional ethics on the relationship between ethical leadership and the performance of independent auditors.

This research, with the help of scientometric techniques, identifies the effects of knowledge in the field of knowledge commercialization. This research is a kind of scientometric. The period under investigation is the publication in the years 1900-2015. By searching published works in the time period of 1900-2015, 1550 records related to commercialization of knowledge were retrieved. The total number of citations up to the time of the present research was 39817, which resulted in the emergence of five peaks in the years 1934, 1962, 1973, 1998, and 2003. The present project has introduced the influential works in the field of commercialization of knowledge. Identifying the influential effects in the field of commercialization of knowledge makes it possible to identify the main origins and subfields of knowledge.

The purpose of this study was to investigate the promotion determinants of organizational virtuousness in Tabriz state hospitals.The statistical population of this research consists of the staff of Tabriz state hospitals and the size of statistical sample is 362 individuals based on Cochran formula. The stratified random sampling method was used to collect the samples and the data collection tool was a questionnaire which was provided to statistical sample. The multiple regression analysis was used to analyze the statistical data. The results from the mean equation test showed that the average obtained for organizational virtuousness is higher than the average level and it is in a desired level. According the results from the estimation of linear regression model, about 65% change is explained in the organizational virtuousness with independent variables in the model. Moreover, the variables of organizational structure, human resources, private environment and public environment affect organizational virtue with explanatory coefficient of 0.278, 0.136, 0.487 and 0.154, respectively.Unlike the ideas of many experts in environmental issues and their negative impact on the virtue-based ethics of the public sector, the researchers of this study believe that the most important reason behind the loss of morality and negligence of virtuosity in organizations should be sought within the organizations and their daily activities.

Many studies of organization and management have used fundamental fields such as psychology, sociology, and history, and a large part of innovation in social sciences and behavioral sciences, such as management, is due to the inclusion of ideas in other disciplines, which is the manifestation of "implication research The present study is an independent report on the issue of "structure" and "organization" from the governance perspective and in a historical review. This report provides an overview of this concept in the limited governal- historical periods of Iran's history in the seventy-thousand-year-old civilization. Given that the concept of "structure" is relatively new, in such a review, the inspiring propositions and implications referred to it have been extracted. The findings of this study naturally focus on concepts such as "court", "organizations", "administrative system", and "system of government". Since developing a rich model of Islamic management for the countries in the region, the Islamic world, and the whole world is significantly important, the existence of a comprehensive model of Islamic management to respond to the managerial and governmental needs of the countries in the shadow of Islam’s rich and redemptive school is an indispensable necessity. The present study aimed to design a model for the globalization of Islamic management. The study implemented a qualitative methodology in the form of the Grounded Theory and was applied according to its goals, and the data were collected using a survey research methodology with an exploratory nature. The population consisted of all Iranian experts in the field of Islamic management. Then, 45 experts were selected using the snowball sampling method according to the principle of theoretical saturation, and in-depth interviews were used to collect data. The instruments implemented in the study were open and in-depth interviews with the experts and upstream documents. The data were analyzed according to the method proposed by Glaser and Strauss. Thus, constant comparison in three stages - open, axial, and selective coding – was carried out. According to the findings, 26 effective factors of the globalization of Islamic management in five dimensions, including the administrative dimension, cultural promotion, economic promotion, Islamic behavior, and the scientific dimension, were proposed, and the research model was approved by the experts.

Chapter 11 and Article 81 of the Law of civil service Management have a clear emphasis on the implementation of the performance management system and the measurement of the performance of government agencies. Given that the post office of Qazvin province complies with this law and that performance measurement is not done in the form of regular reports, and only those reports were based on the completion of an evaluation form and had no effect on payments and the compensation system, the present article seeks to address barriers to the implementation of Article 81 in the post office of Qazvin province. In order to identify the barriers, the background of the research, and then the current status of the post office was examined and the topic analysis was used to analyze the data and the content validity rate and finally identification of the barriers were applied for screening. In this research, the method of data collection is using interviews with experts and experts of Qazvin Post Office and distributing Content Validity Questionnaire. To extract barriers, open and axial coding and finally to validate the content validity rate and distribution of questionnaires and interviews with 14 experts at the post office were used. The results showed that the obstacles with the most frequency and the coefficient rate of validity are the main obstacles as follows: lack of access and performance of customers in the evaluation score, weakness in the accuracy and bias of the evaluator, evaluation of all employees with every grade in one category, low attention of the employees to the evaluation score, the one-step evaluation, lack of familiarity of evaluators with the appropriate methods of evaluation.
