Introduction
According to the 20-year vision document, Iran should achieve the first economic, scientific and technological position in the region in 2025 by preserving its Islamic, revolutionary, and indigenous identity and become an inspiring country in the Islamic world. Economic and technological development depends on scientific development and its continuation due to the intense entanglement of science and technology in the present age. This has doubled the recommendations and support of the Supreme Leader in connection with the software movement and the production of science and the plans made for it to the process of science production in the country and science has become the basis of the country's five-year plans. The production of humanities based on religious values and beliefs and theorizing in the humanities based on Islamic culture and the creation of Iranian and indigenous Islamic models is an urgent need that is also emphasized by the Supreme Leader. On the other hand, the attainment of truth does not take place unless a theory is made. Each theory is formed on the basis of the basic assumptions that form its main infrastructure. Fundamental assumptions, including epistemology, ontology, anthropology, and methodology, play a central and decisive role both in theorizing and constructing theory and in its analysis, critique, and judgment. Meanwhile, theory and method are closely related because theory is an intellectual and methodological framework and methodology is a meaningful and valuable method that finds meaning in the form of theory. So the main purposes of this quarterly are the production of science, theorizing and testing the facts of the society based on indigenous Islamic and local culture, modeling and creating Iranian and indigenous Islamic models, meeting the needs of society, especially government management in the field of government organizations, public affairs, to solve important internal problems, and progress based on justice.
