Abstract
This study was conducted with the aim of designing a novel model for enhancing employee productivity based on artificial intelligence in the Ministry of Energy. The main problem addressed in the study was to identify and explain the components affecting employee productivity enhancement during the implementation and application of artificial intelligence and to provide an integrated framework for managing it. The study employed a qualitative approach using thematic analysis. Data were collected through 10 semi-structured interviews with experts in the fields of artificial intelligence, human resource management, productivity, and managers familiar with the structure and missions of the Ministry of Energy. Following the transcription, refinement, and analysis of the data, 531 meaning units were identified and categorized into 23 basic themes, 7 organizing themes, and 3 overarching themes. To enhance the credibility of the findings, continuous review of codes, examination of discrepant cases, independent coding by a second researcher, and review of the results by three academic experts were conducted. The inter-coder agreement coefficient was 0.75. The findings showed that the proposed model consists of three layers: readiness, organizational support, and responsible governance of AI implementation; employee empowerment, motivation, and intelligent performance management; and credibility, fairness, and algorithmic governance. The results indicate that enhancing productivity through artificial intelligence is not the result of adopting a single technology, but rather the outcome of interaction among technological and data readiness, organizational support, employee empowerment, intelligent performance management, and responsible governance. The proposed model can serve as a basis for prioritizing managerial actions and designing a gradual pathway for the implementation of artificial intelligence in human resource management within the Ministry of Energy.
