The strategic plan of nanotechnology development in the 1404 vision was passed with the endeavor of the national Nanotechnology Development Staff. This document includes 52 executive plans, which are to be implemented by various organizations. Making policy for the commercialization of nanotechnology is a complicated and unstructured issue in which various stakeholders participate. Regarding the complexity of nanotechnology commercialization policy making along with the role of human factor in it, soft systems methodology (SSM) is used as the research method. In this research, using soft systems methodology (SSM), the unstructured issue of nanotechnology commercialization policy making was defined initially. After defining the scope of the issue, an enriched image of different actors and their interests was depicted. Then, using CATWOE, the fundamental definition of nanotechnology commercialization policy making was defined. In the next stage, the developed model was compared with the real world. After that, desired changes for the development improvement of the new system were identified. Finally, applied plans for operationalizing the changes were proposed to the stakeholders and incumbents dealing with the issue, hoping for improving the function of the system and enhancing the effectiveness of the process of commercializing nanotechnology policy making.

Evaluation, is acquisition and necessary for all organizations and institutions of higher education, justice and perfection are targeting, is more necessary. The evaluation of university professors as one of the main pillars in this area is important. Implementation of a proper evaluation requires the selection of appropriate criteria such as choosing the correct criteria thus makes a valid evaluation. In this study is to identify and rank the seven criteria of teacher evaluation is discussed from the perspective of students.The students of the Faculty of Management and Accounting of Allameh Tabatabai University and questionnaires were used to collect data. Analysis of the data showed that measures student knowledge and scientific capability, responsibility, ability to communicate with students, being supportive of the students, the ability to create interest and motivation, teaching skills and standards of behavior are appropriate justice. Test ratings also showed that among the criteria for support measures with regard to students with the knowledge and scientific capability professor highest priority, and the criteria of justice in behavior have the lowest priority.

In a logical and rational approach, each country's citizen participation model take different shape according to the culture and environment of the country; Although experiences of other countries can also be used in this field.Accordingly, given the importance of people's participation in government and reign, Followingresearchaimsto identifycitizen participation's model in viewpoint of NahjolBalaghe's teachings regarding practical and theoretical method of Imam Ali (greeting to him) totakea step in theproductionof Islamic model.Therefore, themain research questionis thatwhat the model of citizen participation inpublic managementlooks like based on theteachings of theNahjolBalagheh? Tocarry out the research,contentanalysis method by Maxqdaqualitative analysis softwarehas been used. The results showthatcitizenparticipationmodel is formedbased onbasic and fundamentalvalues ofthe Islamic government andhave an interactivemodel according to the rule of both parties' reconciliation in order to achieve mutual right and duty's performance with ultimate good cooperation and interaction. According to this model, citizen-government interactive process and other partly models are created.

Social entrepreneurship is critical to "facilitate change" in the public sector and understand the particular social issues.However, due to the domination of public understanding of economic theories of entrepreneurship is difficult. This Study was to explore and describe the lived experiences of 3 grassroots social entrepreneurs Until to achieved by describing the phenomenological essence of 3 grassroots social entrepreneurs. For this purpose, after emerging experiences created by the researcher, the common thread with text descriptions of specific experiences entrepreneurs in the study were cited. Clustered in eight narrative themes (entrepreneurial competencies, entrepreneurial spirit, structural factors, environmental factors, narrative relating to the detection, evaluation and exploitation of entrepreneurial opportunities, and ultimately the narrative effects) was formed. Finally, to achieve the essence of the phenomenon of entrepreneurship, text descriptions of coherent structures in general were combined with a total of eight classes of horizons within the context of the three concepts are organized.
