Different studies on strategic management area show that innovation ability is one of the important organizational abilities that lead to make stable competitive superiority in business field. Hence, organizations are looking for discovery and detection of a mechanism for making, establishing and internalization of innovation ability in organizations. This issue, of course, involves recognizing effective factors on this important ability. Present research, has been discovered that innovation ability is depended to other abilities in organizations that prepare the way for formation it besides deep and criticized study on scientific literature and basis of this area. Operational ability, human ability and structural ability are three important abilities that play the major role in formation of innovation ability. While confirming the direct relationship between innovation ability and these three abilities, the research has extracted effective components on each of these abilities to show that final model of innovation ability in organization depends directly and significantly on three dimensions and 9 component and 22 indices. Also, these indices were taken under vote of 55 active and large companies in different industries to measure the level of importance and impact of each index.

Organizations require different resources to keep up their survival and for optimum usage of these resources; they should become equipped to some abilities and fortify them. In viewpoint of managers, ability is organization's power for expanding capacities and tolerating limitations and inadequacy to achieve determined goals. The aim of this research is counting mechanisms that lead to organizational abilities improvement in public sector of Iran and prioritizing them according to their importance. The research is a mixed research; the means of interview has been used at the qualitative phase and the questionnaire was used at the quantitative phase. These mechanisms were ranked in terms of importance level by presenting a kind of classification of organizational abilities' improvement mechanisms. These mechanisms are as below in the manner of priority: mechanisms of psychological, processing, political and financial at the first rank: Mechanisms of human, culture, social and technological at the second rank and structural mechanisms at the third rank.
