Abstract
Today, one of the key factors for the success of organizations is the development and strengthening of employees' soft skills. Lack of sufficient awareness of the importance of soft skills in career and organizational success reduces commitment and motivation in the learning process. Therefore, despite the necessity of technical skills, soft skills have become a key factor in achieving greater productivity and effectiveness in work environments. In the present study, the importance of soft skills in 21st century organizations and the assessment of their impact on individual and organizational success have been examined. Its aim is to identify and rank these skills in public organizations. The research is applied in terms of purpose and descriptive and survey-type in terms of method, considering the nature of the subject. A mixed method was also used to analyze the data. For this purpose, first, in the qualitative section, library studies were conducted and the Delphi method was implemented in three rounds to identify and organize the factors affecting the strengthening of soft skills. In the second part and the quantitative dimension of the research, the data were analyzed using the Fuzzy Analytic Hierarchy Process (FAHP). The tool used to collect data in both parts was a questionnaire. The statistical population of the research included experts related to the research topic in the civil registration offices of Guilan province, a sample of 23 people was selected based on education and experience level. The results of the analyses indicate that emotional intelligence, communication, creativity, critical thinking, and collaboration are the most important soft skills required by managers in a government organization, in order of priority.
