Abstract

This study aims to identify and explain the dimensions and factors shaping organizational bad luck in government organizations.
The study was conducted using thematic analysis and 15 in-depth semi-structured interviews with managers and employees of government organizations in Ilam Province. Purposeful sampling continued until theoretical saturation. To ensure validity and reliability, member checking, peer review, inter-coder agreement coefficient (Holsti), as well as Content Validity Ratio (CVR) and Content Validity Index (CVI) were employed.
In the initial coding stage, 35 concepts were extracted, which after refinement and integration, resulted in 21 final concepts categorized into 11 sub-themes and 6 main themes. The main themes include: 1) Cultural and organizational factors, 2) Cognitive and mental factors, 3) Functional factors, 4) Supportive and managerial factors, 5) Psychological and emotional factors, and 6) Political factors and organizational relations. The findings revealed that negative organizational culture, attributing failures to external factors, uncertainty about the future, feeling unable to control the situation, insufficient learning from failures, poor performance outcomes, insufficient support for employees, and the role of managers contribute to the formation of organizational bad luck. Additionally, individual attitudes and psychological and emotional patterns effectively stabilize negative attitudes, while political behaviors and the role of representatives and governors intensify this attitude, so that employee success and failure are perceived as resulting from luck and political relations rather than competence.
Based on the findings, a conceptual model was presented that can serve as a basis for designing management interventions and reform policies in government organizations to reduce negative attitudes and improve organizational performance.
