Transparency in governmental organizations demonstrates the transparency of decision-making principles and mechanisms governing the administrative performance of government. It is used as the most effective tool to fight against bureaucratic corruption to establish an efficient and effective government and to make a sustainable society. So this research aimed to present a model of factors affecting the performance transparency of governmental organizations. Firstly, factors affecting the performance transparency of governmental organizations were addressed by library studies and then they were investigated by university experts with relevant education in the country through Delphi technique. After validation and modification of these factors, the final questionnaire was compiled to collect quantitative data and was available for managers of various governmental organizations in Iran through a convenient sampling method. Finally, path analysis and model presentation was conducted through structural equation modeling and the Friedman test was used to rank the factors. Results of the study revealed that the model of factors affecting the governmental organization performance transparency includes six variables: individuals’ role and performance, information technology and communication, legal issues, environmental issues, management issues, and structural and process issues. These variables are global, but their analysis and ranking from the viewpoint of governmental managers showed that the majority of the path coefficient is related to information technology and communication variable. And the other two factors of structural and process factors and information technology and communication have the highest rank in performance transparency of governmental organizations in Iran.

The aim of the present study was to identify the causes of organizational disclosure and the reasons of unwillingness to disclose in governmental organizations that was done via sequential-explanatory mixed mode method. Participants in the qualitative part were managers and employees in public sectors among whom 75 people were selected as participants through purposeful sampling method. The statistical population of the quantitative sector included employees in governmental organizations in Semnan and 157 people were selected as samples through simple random sampling method. Analyzing the data in qualitative sector led to the identification of 32 basic themes in the context of employees’ disclosing reasons that were arranged in six organizer themes (health-centered approach, benefit-seeking approach, justice-seeking approach, ethics-oriented approach, task-oriented approach, and violent approach), and 26 basic themes about unwillingness to disclose were identified which divided into four organizer themes based on semantic similarity (organization-related factors, discloser- related factors, exposure related factors, violent-related factors). The results of the quantitative analysis show that justice-seeking, ethics-oriented, health-centered, benefit-seeking, task-oriented and violent approaches were the most important reasons for the decision to disclose respectively, and exposure related factors, organization-related factors, violent-related factors and discloser- related factors were the most important causes of being silent against observing inappropriate behaviors, respectively. The ranking of items related to the causes of disclosure indicates that the prevention of repetition of violation and feeling of injustice to oneself and sense of responsibility are considered as the most important causes of disclosure and disappointment of executive guarantee in case of disclosure of violation, high influence of the offender and lack of organizational support for exposing are considered as the main reasons for being silent against violation.

Based on the last completed research by leadership and strategy magazine, Strategic management is identified as the most utilized managerial tool by polling about 90% of votes. This is while in the opinion of connoisseurs, using available models of strategic management is not appropriate due to differences between for profit organizations and governmental –public organizations. The aim of this research is to design strategy formulation processing model of governmental organizations in uncertainty conditions and based on network governance paradigm, using qualitative analysis and interpretive-structural modeling that finally came in form of diagram and processing model. In this respect, sampling was done in systematic method. Selecting statistical sample was done among experts and specialists. The main criteria of selecting experts were theoretic domination, practical experience, intention and ability of involvement in research and accessibility. At the end, the research results have been drawn and organized as prescriptive processing model. This processing model shows the access path to strategy of governmental organization in uncertainty conditions and based on network governance step by step.

In the modern world, human resource is considered as the best competitive advantage of an organization and human has got importance in organizations' theory more than ever. Human resource can help organizations in competition just as it can be a serious barrier on the way of organization. Thus, the aim of this research is to study and examine the relationship between managers' narcissism and hypocrisy behaviors with the moderator role of managers' Machiavellian behavior in governmental organizations of Kermanshah City. The population of statistical universe included 4588 people that 355 of them were selected as statistical sample through using simple random classified sampling and Cochran's formula. A questionnaire, designed by the researcher, was used for gathering data that its' face validity was confirmed by professors and experts. To examine the questionnaire's reliability, Cronbach's Alpha was used. The research is an applied research in terms of purpose and is a descriptive and correlation research in viewpoint of gathering data. Correlation test and structural equations model available in Lisrel and SPSS software were utilized to analyze the questionnaire's data. Results showed that managers' narcissism has significant and direct impact on (0.74) on hypocrisy behaviors. Machiavellian behavior has significant and direct impact (0.66) on hypocrisy behavior, so the moderator role of Machiavellian behavior in the relationship between managers' narcissism and managers' hypocrisy behavior is confirmed.
