Due to the latest advances in technology, governments pursued a way to make the government process more efficient by using technology and called it Electronic Government. Necessities such as transparency, agility, ease of access to services, and time and cost savings are what make governments interested in this issue and strive to implement e-government hardware and software. This research aims to design a model to measure the Electronic Government maturity in Lorestan Province. The designed model has 4 levels including web presence, government-citizen interaction, transaction, and integration. According to the research, it was found that the level of e-government maturity in Lorestan province has exceeded the first level whose main issue is the web presence, but at the second level, which is the interaction between government and citizens, there is not enough development in the field of e-government. Also, it was found that the organization is transitioning from level 2 to 3. In the present study, inferential statistical methods, including Pearson correlation test, linear regression, descriptive statistical indicators such as mean and standard deviation, and statistical methods such as Cronbach's alpha and exploratory analysis were used through SPSS22 software. Lisrel software has also been used to determine the fitness of the conceptual model of the research.

Stress as a common disease of the present century, is known as one of the effective factors in reducing productivity, physical and mental health of human resources. There has been sparse research on the factors affecting job stress and its impact, but unfortunately so far, no comprehensive and coherent research has been done in this field. This article with the aim of creating a framework for eliminating or minimizing employee stress in jobs stress intends to rank the factors influencing stress in broadcasting after identification, according to importance.This research is methodical, survey, according to the purpose, applied and descriptive- exploratory in nature. In first step, factors causing stress is identified by the library study method, then Fuzzy delphi method is used to confirm the identified factors. In the third step, the data that identified and confirmed were weighted and ranked through hierarchical analysis techniqueResults showed that among the main factors, the operating factor has the highest weight and organizational, individual and environmental factors in the ranks, respectively. The purpose of this study is to investigate the application of big data and IoT analysis strategies to gain a sustainable competitive advantage in public organizations by considering the capabilities of big data analysis. This study evaluates data quality as a strategy for gaining a competitive advantage as interdisciplinary research while introducing the capabilities of big data analysis and the Internet of Things. In terms of philosophical foundations of research, this research is based on the paradigm of positivism, in terms of research approach, is quantitative, and in terms of research strategy, is part of survey research. Library and field resources were used in data collection. The statistical population of the research is unlimited and the statistical sample of this research includes 384 managers and specialists using random and convenience sampling methods from the statistical population of the research applying the Morgan table. To collect data in this study, a questionnaire was used, the validity of which was confirmed by experts as content validity using SPSS software, and its reliability was confirmed using Cronbach's alpha coefficient. Also, fit indices and path analysis were evaluated using AMOS software. Research findings show that data quality should become part of the strategy to create value for government organizations. The ability to analyze big data also positively mediates the relationship between data quality and competitive advantage. On the other hand, strategic performance and financial management have a positive and significant effect on competitive advantage.

In different societies, different models of organizational excellence have been presented to achieve excellence in organizations based on the type of worldview of designers. The Holy Quran is the book of the management of the universe and the guidance of man by the Creator of the universe and is the richest source for drawing the model of organizational excellence. Accordingly, the purpose of this study is to design a model of excellence in the organization of education based on Islamic teachings. This research is fundamental and for the greater coherence of the findings, the research data have been extracted from the elements of the transcendence of the Qur'an and Nahj al-Balaghah and analyzed by the method of grand theory. The components and factors of relationship with God, relationship with others, and relationship with self were identified in the organizational excellence model of the educational organization and the proposed model was designed. Faith, hereafter, justice, benevolence, thinking, moderation, patience, and perseverance are among the most basic values that are effective in forming the criteria and operational components of the model of organizational excellence with an Islamic approach. The factor analysis method was used to validate the model. All themes with a high factor load were approved, which showed the high validity of the model.

One of the characteristics that show the dynamism of today's organizations is the benefit of organizations from the constructive and useful point of view of employees in increasing the quality of decisions making in organizations. Therefore, the purpose of this study is to identify the factors affecting the expression of organizational dissent of employees in the university. The method of this research is qualitative and exploratory which has been done using content analysis and documental study. The statistical sample of this research included 120 articles published in the valid journals searched in domestic and foreign scientific databases by searching for keywords and performing the screening process. Finally, 30 works were selected for further review and analysis. The result of the literature review and analysis was the extraction of 31 basic themes, 13 constructive themes, and 4 comprehensive themes. Findings showed that the factors affecting the willingness of employees to express organizational opposition are 4 main dimensions: personal, communicational, organizational, and environmental, each of which can affect the willingness of employees to express organizational dissent, but the decision to choose the approach of expressing depends on which particular issue and factor will be affected in that particular situation at the time of selection; therefore, depending on the circumstances, it is necessary to identify the considerations of each factor and consider the correct approach to express organizational dissent of employees.

Today, one of the hidden issues that affect the reduction of productivity, efficiency, and effectiveness of organizations, which managers neglect, is the phenomenon of the "mental absence" of employees. Mental absence is a phenomenon in which the mind is absent despite the physical presence of people in the workplace. The present study seeks to explain the model of mental absence based on grounded theory in Mashhad Municipality. The data collection tool was semi-structured interviews and 25 managers and elites familiar with human resource management and psychology were selected as study samples. Data analysis was done in three open, axial, and selective coding stages, and the minds and opinions of respondents were extracted by using Atlas t software and through the qualitative model of the research. The result of this analysis shows the extraction of over 250 initial codes from interviews as well as 52 categories, which are presented in the form of a paradigm. According to this model, conditions such as housing problems, unsuitable neighborhood, family and personal, behavioral, infertility, child, legal, financial, non-timely payment of wages, non-payment of rewards, underestimation of work, insult and blame, cyberspace, and discrimination were identified as causal conditions affecting the central phenomenon, i.e. mental absence.

There are various systems for ranking universities at the national and international levels which measure universities by different indicators and show their strengths and weaknesses compared to other universities. But the ranking system of the country's universities, which is based on national and international conditions, is more important than ever. Therefore, the main purpose of this research is to design a model for a comparative study and ranking of universities in the country. This research is applied in terms of purpose and is quantitative-qualitative in terms of type. The study population consists of experienced people involved in the development planning of universities in the country. To determine the sample size, the theoretical impregnation method was used. In this research, first, the necessary information for theoretical discussions was collected through deep study and review of related documents including the published scientific resources, Then, using the content analysis method, criteria and indicators of university assessment were collected, and finally, the task of determining criteria weights and indicators was done by analytical hierarchy process (AHP) method based on expert opinions. Finally, the model was presented to evaluate and rank the universities of Iran. According to the results of this research, seven criteria and 33 concepts were obtained, which, in the end, according to the weights criteria the ranks were rated. The following rankings are related to the quality of research, international credit, social and cultural credibility, the degree of innovation and financial efficiency, the rate of training of experts, and facilities.

This study aimed to present a model of educational leadership based on aesthetics in Iranian public universities from 2019 to 2021 with a qualitative approach. In this applied-exploratory research, the data collection tool was an interview. The statistical population included all experts from public universities and 13 people were selected as a sample of statistics by the snowball method. In the open coding step, 952 initial codes were extracted. In the end, 123 concepts were explained in the form of 33 sub-categories or components, and 10 main categories in the form of 6 categories formed the paradigm model of educational leadership based on aesthetics. In the proposed model, the beautiful educational leader became the center of gravity of the paradigm model with samples of the leadership of mind and emotions, beautiful educational behavior, the spiritual look and insight, and adornment. Individual capacities and atmosphere of the university as causal conditions; institutional-organizational capacities including structural and process factors, culture, professional human resource management, and university image as the dominant platform; factors derived from the macro environment and cultural and stereotyped barriers and structural barriers as intervening conditions; socio-cultural strategies, educational-promotional strategies, modeling and honoring aesthetic leaders, reviewing and modifying programs along with strategies for streamlining, and beautiful bureaucracy as model actions and interactions; and ultimately creating a beautiful growing university, achieving personal maturity, and social development are the consequences of this model.

Commanding and forbidding in the organization is a tool to be led by managers and leaders, and determining its mechanism requires sensitivity. The present study sought to extract the prerequisites of an efficient and effective commanding and forbidding system in the organization by examining verses from the Holy Quran in which the keyword commandment or related derivatives has been used. In this regard, the thematic research method was used in the Holy Quran to explain the role of commanding and forbidding in organizational culture in the light of the verses of the Holy Quran. Hadith, interpretive, translation, and lexical sources were also used to enrich the research. Using the obtained concepts, the thematic axes of the research were prepared and the research findings were placed under them. The role of commanding and forbidding in an organizational culture based on the holy Quran can be summarized in three categories: 1) Command preparations, 2) Command symmetries, and 3) Command pursuits, each of which has its conditions for the successful implementation of the commanding and forbidding system in the organization that in this research, the prerequisites for it have been stated.

The separation of efficient and experienced employees may lead to substantial losses for an organization. Regarding direct and indirect costs of employee separation and the importance of employee role on an organization's performance, this research proposes a novel Employee Separation Management (ESM) model with a focus on public organizations by using a mixed approach. Therefore, in this practical-exploratory research, data were collected through interviews and questionnaires. In the qualitative phase, 18 semi-structured interview rounds have been carried out with experts and managers of presidential administration by using the Snowball sampling method and the conceptual framework of the ESM model has been developed based on a thematic analysis. In the quantitative phase, after determining the statistical sample size by using the "Hair" method, 200 questionnaires were distributed among the statistical population and the proposed model has been validated based on the Structural Equation Modeling using the partial least squares approach. Environmental conditions, strategies, organizational, and contextual factors as well as behavioral aspects and human resource functions are found to be the key dimensions of the ESM model that may have individual, organizational, and social impacts. With a GOF value of 0.772, the Structural Equation Modeling indicates validity and strong modeling fit for the outcomes of the proposed model.
