Addressing the issue of establishing development-oriented structures, governments might face either of the following situations: they find themselves capable of engaging target society in programs and projects or they fail in doing so which would lead to independent actions by people themselves. Complex social problems and meanwhile population growth, would inevitably make primary governmental structures inefficient in achieving development objectives thoroughly, as a result governments should take active steps towards empowering and enlightening people in a way that they become capable of organizing their efforts in accordance with development objectives, public goods and public benefits. When underdeveloped societies find out about the influential role of non-governmental structures in the development process, governments would have two options: facilitating the engagement process for the society, or witnessing local societies authentically establishing bottom-up planning and implementation structures. Noticing the importance of organization and engagement seem much more crucial in case of villages, where in comparison with urban areas, suffer from deficiencies in engagement structures. This paper based on Hermeneutic analysis approach, takes advantage of literature study and two case studies of rural development policy making and implementation (European Union and Pakistan), in suggesting a theoretical framework for mobilizing social structures with the purpose of supporting development policies in Iran's rural areas.

Everything that involves the participation of citizens is formed in a context that is surrounded by common categories, and regardless of them, the participation of citizens is difficult to happen. The purpose of this study is to design a comprehensive model of citizen participation in Tehran. The research method is qualitative and the current situation is modeled based on the Glaserian approach from the strategy of grounded theory. Along this line, semi-structured interviews were conducted with 19 citizens, city managers, and experts in the field of citizen participation who were selected in the form of snowballs. The Glaser side is introduced and modeled. "Lack of citizen-centered approach in the municipality" was introduced as a central phenomenon and 12 categories were introduced as sub-categories. The result is that to increase citizen participation, Tehran Municipality must reform the attitude of its human resources, especially managers and policymakers, and show this change in attitude in practice and the municipality to become a participation-oriented organization, and help to change this attitude citizens to prepare the ground for their presence in the field of urban participation and strengthen the central participation of the municipality and urban management, with the suggestions presented at the end of the article, to fill the gaps.

Governance is not a field for trial and error; because it deals with the fate of the people; Therefore, it must be done with the utmost care and finesse and scientific calculations. What politician learn in practice and thus learn a lesson, policy makers experience in the policy laboratory! Also, what developing countries experience in policy implementation and performance at exorbitant costs is what developed countries learn in the policy lab! The present study, considering the consequences of untested public policy implementation and comparing their various possible harms, considering the possibility of their initial testing in the laboratory environment and preventing various costs of implementing immature policies, emphasizes the need to the public policy test prior to the approval and implementation of public policies. This study deals exclusively with the executive branch and considers the bottlenecks of the policy test in that branch; The bottlenecks that cause many public policies to increase problems and problematic areas of society instead of solving problems and de-problematizing them from the public sphere.

Technological-centered reforms, especially in the public sector, have been put in most countries' agenda setting. The pattern of. “Open Government” relying on “Open Data” is among the new patterns for the digital governance. It aims at the execution of reforms and aligning with some paradigms (Open Government Paradigm) is an inevitable necessity for executing the policies for administrative. The open government is another outcome of digital governance evolution and the mentioned paradigm. Therefore, the present study aims at presenting a pattern based on governance in the digital age, “Open Government Pattern” for quickening the administrative reforms in the Ministry of Interior. The present study is fundamental, and its method is qualitative through employing the content analysis method. For compiling data and information, we have used the library research method and taking notes. Also, while interviewing the academic and administrative experts in the field, we have tried to compile and analyze the complementary data. The interviews were done with 16 academic and administrative experts in the field of study purposefully. By open and critical coding of acquired data through interviews (the qualitative section of the study), six primary themes have been coded for administrative reforms, recognition. The procedure took place based upon the Stephen & Neghendy Model. We have extracted 71 primary codes out of the interviews with experts in open coding. And finally, we categorized this network of themes into six central themes. The view of the experts (in the qualitative section of the study) for reforming the administrative reforms through employing the pattern of open government requires engineering of the cultural system, technology, and economic system as the most prominent factors for reforming administrative systems. The qualitative model (in the quantitative section of the study) was confirmed by the academic professors and experts through employing the methods of CVR and CVI.

Sensemaking perspective is one of the strongest conceptual frameworks for explaining human and social phenomena in organizations. The aim of this study is to apply sensemaking perspective to better understand the performance appraisal system in organization. Employees’ perceptions and interpretations and their actions play a pivotal role in performance appraisal effectiveness. Human beings are meaning making creatures and for understanding their actions, one has to enter into their worlds of meaning. The research method of this study is Charmaz’s constructivist Grounded Theory. The sampling method is theoretical sampling and the data gathering method is interviewing. Seventeen emlpyees from two companies with performance appraisal system were interviewed. In line with Charmaz’s constructivist approach to grounded theory, initial and focused coding formed the basis of our data analysis. Findings show that employees’ create four meanings out of performance appraisal: performance appraisal as the managers’ tool of oppression, performance appraisal as all encompassing behavioural record, performance appraisal as a torn paper, and performance appraisal as an unknown phenomenon.In the contexts of performance appraisal employees adopt four action strategies:exhibitive performance, authentic performance, indifference and senseseeking. Analyses demonstrate that the employees’ perceived agency in influencing their performance scores is the main determining factor in relating employees interpretations of performance appraisal to their actions.Given the importance of employees’ interpretations and actions in the effectiveness of HRM practices, this research can help organizations manage employees’ meaning and consequently improve the effectiveness of performance appraisal. Additionally findings of this research enhances the extant understanding of the HRM-performance relationship.

Using Narrative research methods in social sciences, has been grown significantly in recent years, so that this growth called narrative turn.In manamagement and organizational researches, career studies has recently approached toward narrative analysis and methods. This reseach, firstly pays attention to theoretical and philosophical foundations of narrative analysis and methods in social sciences, and then, tries to investigate career stories, and meaning of the, using appropriate narrative research method and approach. Structural and thematic analysis of informants' career stories show that four distnict career story genres can be distinguished and recognized: rise, ups and downs, indifference and fall. Moreover interpersonal relationships, control, coping readiness, job position and psycho-pathology are the most frequent themes in informants' career stories. Research findings show that narrative method and analysis, both structural and thematic, can contribute to understand deeply the meaning people attach to their careers, and paves the way for change or improve it.

Budget is the most important tools of justice development in the country and influenced by the performance of a wide range of the relevant factors. Regard to the extent and complexity of the budgeting process, trying to identify the factors affecting justice heed has the great importance. In this study have tried series of affecting factors during open and semi-structured interviews with budgeting experts has identified. The method of the study was grounded theory. Snow-ball sampling continued until complete data saturation. Open and semi-structured interviews held with experts of the Country Management and Planning Organization (those in charge of formulating the budget bill and analysts of budget document are considered as the main informants). Data analysis was done through coding (open, axial and selective). Findings suggest that two major categories of “national and trans-regional factors” and “regional and provincial factors”, each containing different categories, affect justice development directly or indirectly through budgeting system and allocation of public budget.

Today in organizations emphasized that human resources have strategic value and differentiates it from other competitors. This means that the skills and abilities of people in an organization and how to use them can be taken into account as an important factor for their competitive advantage. So the emphasize is that effective recruitment in organizations is essential and strategic matter. Including developments that happened in related to recruitment process with the aim of increasing efficiency and more effective is using of the approach of recruitment process outsourcing. Recruitment process outsourcing is the form of business outsourcing. The aim of this study is survey of advantages and disadvantages of recruitment process outsourcing. In order to study of it qualitative research method were used. The results of 12 interviews with seven managers and five experts show that this approach in addition to the strength, limitation and problems that are discussed in academic literature, has other advantages and disadvantages. The findings of this study indicate 8 main themes that 4 of them are related to benefits and others are related to disadvantages of recruitment process outsourcing.

Budget as the heart of policy-making process and budgeting as the most important process of decisionmaking in public institutions has the importance that their reform are considered as the reform of the government and the state affairs; reform that should focus on learning toward better budgeting because budget reflects the government's activities and policies. This is while the accomplished researches and the introduction of multiple budgeting systems over the past years, has a story of the inefficiency of common budgeting systems in most countries; spreading this situation to our country persuaded the researchers to study in this case besides considering related observations to social and historical tissue. Therefore, this study aimed to identify the characteristics of an appropriate public budgeting system in viewpoint of experts and connoisseurs in field of budgeting and studying various perspectives in this area. Research method has been thematic analysis and main tool for data collection was interview. According to analysis of gathered data, five main themes with a set of sub-theme were identified as the headings of "realism and technology-driven", "reform-oriented and learning", "scientism and Knowledge-driven", "goal-oriented" and "value-oriented". It seems that taking into account these themes in government budgeting system and move toward the budget and budgeting reform, can be hoped that this important document guide society to excellence in learning path towards development and progress.

Social systems are known as one of the most complex system and their management is an important and challenging job. Specially if a wise oriented theory could be a strong support for government's actions and interventions. So presenting governance theory in interdisciplinary and multidisciplinary circumference for supporting government and administration style is necessary. Because government is not only multidimensional feature,but also faced territories for its interventions in many complex and various arenas. The important point is that, government interventions need theorethical supports, and this theoretical support could not configurate comprehensivly and clearly in none of the Politics Economics, Social sciences or Management school. This article has been written to emphasize the compasses and diversity of correct actions of government, with the aim of integrated administration theory configuration for guidance of governance and elucidation of action path way for three branches of government. We can consider the necessity of this school in light of many real story that distinguish correct narrations from incorrect ones about mission of public administration discipline.
