چکیده

شرط بنیادینِ موفقیت و پایداری نظام‌های اجتماعی در مسیر پیشرفت، رعایت اصل شایسته‌سالاری است که در سطح مدیران عالی، اهمیت بیشتری دارد. اگر به اهمیت علم و فناوری بنگریم -که اساسی‌ترین مبنای پیشرفت کشورها است- اهمیت شایسته‌سالاری در رهبران و نهادهای متولی آن، بیشتر مشخص می‌شود. لذا این پژوهش، طراحی الگوی شایستگی‌های وزیر علوم، تحقیقات و فناوری جمهوری اسلامی ایران را هدف خود قرار داد. نظر به ماهیت اکتشافی پژوهش، برای وصول به هدف یادشده از روش تحلیل مضمونی  استفاده شد. تحلیل مضمونی، روش تشخیص و تحلیل الگوها در داده‌های کیفی است که با آن، داده‌های کیفی، تقسیم، طبقه‌بندی، تلخیص و بازسازی می‌شود. براساس این روش، پس از مصاحبه با 42 نفر از صاحب‌نظران، 794 مضمون اولیه به دست آمد که پس از تجزیه‌وتحلیل به 4 مضمون فراگیر، 11 مضمون سازمان‌دهنده و 44 مضمون پایه تبدیل شد. مضمون‌های فراگیر و سازمان‌دهنده پژوهش عبارت است از: الف- شایستگی‌های فردی شامل ویژگی‌های شخصی، ب- شایستگی‌های نگرشی شامل شایستگی‌های ارزشی و نگرشی-رفتاری، ج- شایستگی‌های دانشی شامل شناخت حوزه کاری، دانش مدیریت، تجربه، دانش سیاسی و آشنایی با علوم انسانی-اسلامی و د- شایستگی‌های مهارتی شامل مهارت‌های مدیریت، هدایت و رهبری و تعاملی. سپس یافته‌ها با روش دلفی اعتبارسنجی شد. از این الگو نه‌تنها می‌توان برای شناخت، انتخاب و انتصاب وزیران علوم، تحقیقات و فناوری بهره برد بلکه ابزاری است کهویژگی‌های مورد انتظار از ایشان را نشان می‌دهد. این الگو، همچنین می‌تواند راهنمایی برای پرورش وزیران آینده باشد.
