چکیده

این پژوهش با هدف شناسایی پیشایندها و پیامدهای قهر سازمانی در سازمان‌های دولتی ایران، با رویکرد کیفی و بر پایه نظریه زمینه‌ای انجام شد. جامعه پژوهش شامل مدیران و کارکنان شاغل در سازمان‌های دولتی ایران بود که تجربه مستقیم از پدیده قهر سازمانی داشتند. با استفاده از نمونه‌گیری هدفمند و تکنیک اشباع نظری، ۱۹ نفر انتخاب شدند. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته جمع‌آوری و با روش تحلیل محتوای کیفی (کدگذاری باز، محوری و انتخابی) تحلیل شدند. در مرحله کدگذاری باز، بیش از ۱۲۰ مفهوم اولیه استخراج و به ۸۲ کد تقلیل یافت. در کدگذاری محوری، این کدها به ۲۸ مفهوم اصلی و ۱۵ مقوله فرعی سازمان‌دهی شدند و در نهایت، مدل پارادایمی شکل گرفت. پیشایندهای قهر سازمانی در پنج مقوله اصلی شناسایی شدند: عوامل ساختاری-فرهنگی (مانند سلسله‌مراتب شدید و فرهنگ بسته)، عوامل رهبری (مانند رهبری سمی و عدم حمایت مدیران)، عوامل روان‌شناختی-فردی (ترس از طرد، احساس بی‌عدالتی و فرسودگی)، عوامل بین‌فردی (تعارض با همکاران و تفاوت‌های فرهنگی) و عوامل زمینه‌ای نوظهور (مانند فشارهای پس از همه‌گیری و فناوری‌های نظارتی). پیامدهای آن شامل کاهش نوآوری و بهره‌وری سازمانی، افزایش رفتارهای انحرافی و فرسودگی شغلی، تضعیف تعهد سازمانی و در نهایت، تضعیف عملکرد کلی خدمات عمومی بودند. در شرایط مدیریت مناسب، برخی پیامدهای مثبت مانند تمرکز بر وظایف اصلی نیز مشاهده شد. یافته‌ها نشان می‌دهند که قهر سازمانی در سازمان‌های دولتی ایران، بیش از عوامل فردی، ریشه در ساختارهای متمرکز و رهبری ناکارآمد دارد و می‌تواند چرخه‌ای معیوب ایجاد کند. پیشنهاد می‌شود مدیران دولتی با ایجاد کانال‌های امن بیان نظر، آموزش رهبری اصیل و تحول دیجیتال مشارکتی، این پدیده را مدیریت کنند.

Investigating the Antecedents and Coercive Organizational Messages in Iranian Government Organizations: A Qualitative Study with a Grounded Theory Approach

This study aimed to identify the antecedents and consequences of organizational silence in Iranian government organizations using a qualitative approach grounded in grounded theory. The research population consisted of managers and employees in Iranian government organizations who had direct experience with organizational silence. Using purposive sampling and theoretical saturation, 19 participants were selected. Data were collected through semi-structured interviews and analyzed using qualitative content analysis (open, axial, and selective coding). In open coding, over 120 initial concepts were extracted and reduced to 82 codes. In axial coding, these were organized into 28 main concepts and 15 sub-categories, ultimately forming a paradigmatic model. Antecedents of organizational silence were identified in five main categories: structural-cultural factors (e.g., rigid hierarchy and closed culture), leadership factors (e.g., toxic leadership and lack of managerial support), individual-psychological factors (fear of rejection, perceived injustice, and burnout), interpersonal factors (conflicts with colleagues and cultural differences), and emerging contextual factors (e.g., post-pandemic pressures and surveillance technologies). Consequences included reduced organizational innovation and productivity, increased deviant behaviors and burnout, weakened organizational commitment, and overall decline in public service performance. Under proper management, some positive outcomes, such as focus on core tasks, were also observed. The findings indicate that organizational silence in Iranian government organizations is more rooted in centralized structures and ineffective leadership than individual factors, potentially creating a vicious cycle. It is recommended that government managers address this through secure channels for expression, authentic leadership training, and participatory digital transformation.
