Considering the importance and vital role of governance as a mechanism for the development of countries, the current research aimed to extract and introduce the features and characteristics of governance based on Mohammad Ali Foroughi's political opinions and thoughts as a historical doctrine. In this research, the interpretive paradigm and inductive approach were used. This research was exploratory and based on a qualitative method. The desired strategy for data collection was content analysis, and the data collection tool was the copying of documents, in which the book, letters, and manuscripts of Mohammad Ali Foroughi were analyzed as a statistical sample. The findings showed that the indicators of governance coordinates of Mohammad Ali Foroughi's opinions are numerous and diverse. These indicators were defined as the special achievement of the research on governance coordinates in the components of perceived integrity and integration of the ruler, democracy, citizen-centered, national maturity, learner, meritocracy, international policy maturity, and structural transparency, and were classified in the form of seven main categories, including meritocracy, national maturity, maturity of international politics, democracy, learning, structural transparency, and the perceived integrity of the ruler. These categories were introduced as governance features in Foroughi's political thoughts and opinions. These features can be extracted as a historical lesson and used for policy-making at different government and organizational levels. Based on these features, for using Foroughi's opinions and thoughts to optimize governance, policy making, and decision-making, suggestions were presented to the government and organization.

In the country's administrative and organizational system, one of the most important problems that hinders the proper functioning of employees and organizations is a phenomenon called presenteeism. Presenteeism is introduced as a phenomenon according to which employees are physically present in the workplace but are functionally absent. Considering that presenteeism is one of the most important organizational phenomena in the country and has consequences at the individual and organizational levels, Therefore, the current research was conducted to identify and analyze the causes and consequences of the phenomenon of presenteeism in the state banks of Lorestan province. The current research is practical in terms of its purpose, and in terms of gathering information, it is among exploratory research. Also, this research is a mixed qualitative and quantitative research based on comparative and inductive philosophy. The participants in the research are experts, 30 of whom were selected by purposeful sampling and based on the principle of theoretical adequacy. Also, the participants of the research in the quantitative part are 3000 managers and employees of state banks in Lorestan province, and 341 of them were selected based on Morgan's table using available sampling. The data collection tool is in the qualitative part of the interview, whose validity and reliability were confirmed using content validity and theoretical validity and intra-coder and inter-coder reliability methods. Also, the data collection tool is in the quantitative part of the questionnaire, whose validity and reliability were confirmed using the content validity and retest reliability of the test. Qualitative data was analyzed by content analysis method and quantitative data was analyzed by fuzzy cognitive mapping method.The results of this research indicate that non-admission of telework and working flexibility from the organization, having an organizational commitment, and the type of employment relationship between the individual and the organization are the most important reasons for the outbreak of presenteeism. Also, the emergence of the state of organizational laziness, decreased performance and individual and organizational productivity, and the emergence of invisible employees are identified as the most important consequences of the phenomenon of presenteeism in the state banks of lorestan province. According to the research findings, presenteeism is a negative and harmful phenomenon that severely overshadows the performance and productivity of human resources and the organization, and by disrupting the overall performance of the organization, it leads to pushing the organization. It becomes inefficient for an organization.

This research was conducted to design a model to improve the performance of start-up accelerators and identify their dimensions and components. This research is a mixed exploratory research in terms of nature and is applied in terms of purpose. It includes two qualitative (supercomposition and Delphi) and quantitative parts. In the qualitative part, the research population was 25 Persian and Latin articles related to the improvement of performance in the accelerator, which were selected by census method with the metacombination mode. The statistical population in the Delphi section included 30 faculty members in management and managers related to start-up accelerators. In the quantitative part, 250 samples of employees of Iranian accelerators were selected using a systematic random stratified method. Data were collected using the researcher's questionnaire, the validity of which was obtained and confirmed by construct validity and factor loadings, as well as the calculation of Cronbach's alpha. For data analysis, exploratory and confirmatory factor analysis and path analysis were used using SPSS and Smart PLS software. According to the results obtained from exploratory factor analysis, 73 questionnaire items were classified into 12 main components and 61 sub-components. The results of confirmatory factor analysis show that 12 human resource components of coaching, management techniques, customer perspective, continuous improvement, support, financial relations, internal processes, business model, program ecosystem, competitors, and environment are effective in improving the performance of start-tup accelerators

The present research has been conducted with the aim of deeply rooting the factors affecting lawlessness in Iran's government organizations. In terms of purpose, it is practical and developmental, and in terms of the approach of qualitative and exploratory research, it is in two qualitative parts.In the first part, with Delphi technique and using structured questionnaires, the main factors and variables of law evasion were identified, and in the second part, the factors obtained in the previous stage were deeply rooted with the help of five reasons tool from RCA technique and by conducting interviews.The socio-statistics of this research includes 18 experts, elites, university professors, managers of the supervisory departments of executive bodies and judges of the Administrative Court of Justice who were experts and familiar with the subject of the research, and in an improbable and purposeful way, they reached theoretical saturation in the 18th person. Based on the results of the Delphi technique, six main factors, including economic factors, political factors, personal factors, structural factors, regulatory factors and social factors, and 16 variables dependent on the factors were identified. And based on the results of the RCA method, three factors of conflict of interest, lack of salary increase in accordance with the inflation rate, and loopholes in the laws were identified as the roots of lawlessness in Iran's government organizations.

The population and its management are the most important issues of society and government. Islamic jurisprudence mentions population and generation as well as its effects and blessings. It also emphasizes that the small population has a high and undeniable influence on the strengths and weaknesses of the government. Also, based on the recommendation of the Holy Quran and the noble Imams (peace be upon them) regarding the generation of the generation and the upbringing of righteous children, there are many disasters and damages in the way of the families due to the decrease in the population and the threat of the generation. Therefore, government administrators must take the necessary measures and efforts according to the jurisprudence principles regarding the generation and the risks caused by the decrease in the population and the correct upbringing of the children. In this article, first, the population was examined from a lexical and idiomatic perspective, and then from the point of view of verses, traditions, and Islamic jurisprudence. Then this article discussed the harmful effects of the low population and the merits of the population. And finally, while finding the roots, we gave some suggestions for government officials to increase the population.

The current research was conducted with the aim of designing a model of intergenerational conflict management among shipping employees in the south of Iran. This research is applied in terms of purpose and exploratory in nature, which has been analyzed with a mixed (qualitative-quantitative) approach. In the first stage, qualitative method and in-depth interviews were used to identify the components of the model. In the qualitative part, there are 15 university experts who were selected in a targeted way. In order to analyze the data of the qualitative part, the foundation data analysis method was used using MaxQuda software. In order to fit the model designed in the qualitative part, a quantitative method with structural equation modeling approach was used. The participants in this section included 203 managers, experts and employees who were selected by stratified random method. The data collection tool in the quantitative part was a questionnaire based on the findings of the qualitative part, whose validity and reliability were confirmed. Quantitative data analysis was done by pls4 software. The results of the qualitative part showed that 6 main categories, 13 subcategories and 45 open codes were identified. In the quantitative section, it was found that there is a meaningful relationship between the management of intergenerational conflicts and factors, and the designed model has an acceptable fit. It can be concluded that managers can prevent conflict from turning into tension and conflict by using conflict management skills and benefit from its positive results.

In government organizations, the productivity of human resources and their durability are of great importance. Because these organizations are responsible for providing public services and meeting the needs of citizens, the use of power and organizational participation tactics is vital to improving the performance and durability of manpower. Therefore, this research aimed to identify the factors of power and organizational participation tactics, durability, and productivity of human resources in government organizations of Kerman province and provide its model. The research applied a semi-structured interview with 15 experts, including senior managers and faculty professors, through purposeful sampling for data collection. Data were then analyzed using the themed analysis method. The reliability was examined and approved using the two-coding and test-retest methods. To calculate the agreement, the Capa coefficient was used. The results showed that this pattern includes organizational participation, manpower sustainability, power-application tactics, and human resource efficiency. Finally, the results were categorized into 49 basic, 18 organized, and four pervasive themes. Power application tactics and organizational participation in government agencies play a vital role in the sustainability and productivity of human resources. Creating a space of cooperation and interaction, encouraging participation in organizational decision-making, providing educational opportunities, improving work spirit, and promoting trust in the organization can contribute to productivity and manpower sustainability. Therefore, keen use of these tactics can lead to improved performance and quality of services provided by government agencies.

This study underscores the vital need to prevent and manage organizational violence in hospitals, especially post-pandemic, considering the increasing work and psychological pressures, particularly on female nurses and medical staff. The primary objective is to present an effective conceptual framework for preventing organizational violence in both hospitals and public health care centers. This research is an application of qualitative and exploratory research that has been done based on the Thematic analysis approach. Data collection tool was a semi-structured interview with the head nurses (supervisors) of hospitals and health centers and public health services in Tehran with 25 people using snowball and targeted sampling method. This research was conducted with the aim of designing a model for reducing social loafing in governmental technology-oriented organizations with the approach of improving productivity. This research is considered descriptive from the point of view of applied methodology, and it was done using a mixed method (qualitative-quantitative), extracting 5 main dimensions from 16 components and 51 indicators. In the qualitative section using content analysis and interviews with 20 people. It was done from academic and organizational experts in the field of social loafing, and in order to obtain the model in the quantitative part, the Interpretive Structural Modeling (ISM) method and additionally a questionnaire were used. The statistical population in the quantitative part was the senior experts of the Informatics Services Company of the electronic technology arm of the Central Bank of Iran. Maxqda software was used to analyze the qualitative data and SPSS and PLS software and path analysis, regression and structural equations were used to analyze the quantitative data obtained from 96 questionnaires. The qualitative and quantitative data analysis of the research was to achieve 5 dimensions of organization, behavior, management systems, culture and goals/strategy. As mediator variable and finally behavioral and cultural variables were identified as interface variables. The model resulting from the ISM analysis and the use of the Mic-Mac analysis also resulted in presenting a 3-level model in which the organization dimension was the most influential and the goals/strategy dimension was recognized as the most influential dimension. Taking advantage of the results of the exploratory model of this research can practically lead to the reduction of social loafing in technology-oriented organizations affected by remote work mechanisms, and at the same time, it can increase productivity in these organizations.

Policy makers need accurate and timely information to make informed decisions in complex environments such as health systems. When health systems are faced with complex, multi-dimensional and emerging issues, the use of traditional policy-making tools creates significant limitations. The purpose of this research is to identify the important and influential dimensions in the policy making of using artificial intelligence in Iran's health system. The current research was conducted with a qualitative approach and thematic analysis method. While using library studies, supplementary research data were collected through semi-structured interviews with 16 experts using snowball sampling method and up to theoretical data saturation. The three-way method was used to check the research tools. Based on the responses of the participants, in the first stage, 328 primary identifiers were extracted and in the second stage, 47 sub-themes were extracted. In the third stage, five main themes including: policy requirements, optimization of implementation, growth and development, applications, and finally the obstacles and challenges of using artificial intelligence in the health system of the country were counted. The analysis of the performed data has made it possible to identify the advantages and disadvantages of using artificial intelligence in the health system, but the main challenge in the use and exploitation of artificial intelligence in the health system is not the technology itself, which is present in the world around us. It is growing, evolving and discovering new areas of its use, but it is within the legal framework that clearly lacks proper regulations and considering some political, moral, social and judicial developments. Also, in order to prevent conflict and maintain the growth and development approach in its application, inter-sectoral and extra-sectoral cooperation is of double importance.
