The current research was done with the aim of designing a model to improve the performance of start-up accelerators and identifying its dimensions and components. This research is in the category of mixed exploratory research in terms of practical purpose and in terms of method. The current research was carried out in two parts: qualitative (supercomposition and Delphi) and quantitative. The population studied in the qualitative section includes 25 Persian and Latin articles related to the improvement of performance in startups, which were selected by the census method in the meta-composite method. The statistical population in the Delphi section included 30 management faculty members and managers of companies related to start-up accelerators. In the quantitative section, 250 samples of accelerator employees were selected using a systematic random stratified method. The data collection tool is a questionnaire, the validity of which was obtained and confirmed through the methods of construct validity and factor loadings, as well as the calculation of Cronbach's alpha. In order to analyze the data, exploratory and confirmatory factor analysis as well as path analysis were used using spss and smart pls statistical software. Based on exploratory factor analysis, 73 questionnaire items have been classified into 12 main components and 61 sub-components. The results of confirmatory factor analysis show that 12 human resources components of coaching, management techniques, customer perspective, continuous improvement, support, financial relations, internal processes, business model, program ecosystem, competitors and environment are effective in improving the performance of start-up accelerators.

The current research was carried out with the aim of designing a model of ostracism faculty members in the work environment . This research in terms of practical purpose; In terms of exploratory nature and in terms of method; It has been done in a qualitative way and with the approach of Grounded theory. The statistical population of the research is made up of faculty members of Iranian universities, among which 19 people were selected using a targeted method as well as the snowball method and observing the rule of theoretical saturation, and the data were collected using semi-structured interviews. The results of this research indicate that the ostracism faculty members in the work environment is influenced by 3 categories of causal factors (management-organizational factors, characteristics of the excluded person and factors related to colleagues) and personal and organizational background factors and intervening factors. also affect the emergence of this phenomenon in universities. The strategies to prevent the ostracism faculty members and the consequences of this phenomenon in universities have also been identified at both individual and organizational levels. The findings of the research can create a suitable insight in relation to how the phenomenon of ostracism faculty members is formed in the work environment and provide the context to prevent it for the planners and policy makers of the university system.

In the current research, the content of the lectures of Tadbir and Omid government in the field of macro management of government organizations, the first and second term of the presidency, were analyzed from the perspective of the application of cohesive devices and in the framework of the role orientation of Halidi and Hassan (1976). The research was conducted in a descriptive and analytical way, and its content was four lectures in the field of macro management of government organizations, which were randomly selected. Cohesive devices were extracted in four lectures and their frequency was measured. The percent of occurrence of each device was also obtained. After checking the data, it was determined, the first lecture with 474 items, the second with 444 items, the fourth with 421 items, and the third with 411 items are in the first to fourth ranks in the application of cohesive devices, respectively. In the first lecture, reference was the most and knowledge and time were the least cohesive devices. In the second lecture, repetition and introduction were the most and the least cohesive devices, respectively. In the third lecture as well, conjunctive elements were the most and knowledge was the least cohesive devices and in the fourth lecture, reference was the most and introduction was the least cohesive devices. In order to perform a more detailed statistical analysis and find significance in the distribution of cohesive devices in each of the lectures, the chi-square test was used. Based on the results obtained at level p<0.05 there is a significant difference between the distribution of cohesive devices used in each of the lectures.

In any organization and office, management is very important as a key factor in improving performance and improving the quality of services provided by that office. For this purpose, it is essential to have managers with the necessary competencies and strong management abilities. Therefore, the purpose of this research was to evaluate the competencies of agricultural Jihad managers with a qualitative approach. This research is applied in terms of purpose and qualitative in nature which was analyzed. In the first stage, qualitative method and in-depth interviews were used to identify the components of the model. In the qualitative section, 15 experts, including academic professors of public administration and senior managers of the Ministry of Jihad and Agriculture, were selected in a targeted manner. In order to analyze the data of the qualitative part, the theme analysis method was used using MaxQuda software. The results of the qualitative part showed that it included 219 primary themes, 91 organized themes, 38 comprehensive themes and 5 main themes including economic competence, professional-management competence, moral-religious competence, political competence, cultural-social competence. Considering the importance of the Ministry of Agricultural Jihad in the development of our country, it is very important to have managers with the necessary competencies and strong management abilities. Also, according to these qualifications, managers of agricultural jihad can play an important role in sustainable development and increasing productivity in agriculture and natural resources of the country. These competencies are needed as an important guide for the selection and development of agricultural jihad managers.

The current research was conducted with the aim of designing and validating the model of organizational symbolism in government organizations of Ilam province. This research is exploratory in terms of practical purpose and in terms of data collection method, which has been analyzed with a mixed (qualitative-quantitative) approach. In the first stage, qualitative method and in-depth interviews were used to identify the components of the model. The participants in the qualitative section were 12 university experts and specialists from executive bodies of Ilam province who were selected in a targeted way. In the second stage, quantitative method and structural equation modeling approach were used to fit the model designed in the qualitative part. The statistical population of this department included managers and experts in the administrative and human resources fields of government agencies of Ilam province, and 188 people were selected by stratified random method. The data collection tool in this section was a researcher-made questionnaire with 71 questions, whose validity and reliability were confirmed. Qualitative part data analysis was done by coding method using Max Quda software and quantitative part data analysis was done with SmartPLS software. Based on the findings of the research, 71 primary codes and 12 subcategories were identified in the form of 6 main categories, which are: the central phenomenon, including the organizational symbolism component; Causal factors, including managerial, legal, academic and personal components; Background factors, including the components of organizational culture and leadership style; Intervening factors, including the multiplicity and contradiction of organizational rules; Strategies, including symbolic strategies and consequences, include the components of improving organizational performance, individual and organizational development, and public trust in the organization. The results of the quantitative part of the designed model have an acceptable fit.

The aim of the current research was to design a pattern for emergence of bad managers in organizations. This study is developmental in terms of purpose and exploratory in nature, which was conducted using a qualitative method and a grounded theory approach. The statistical population was the public organizations of Isfahan city, where 14 managers were selected as sample members by a purpesfull method and the theoretical saturation rule and individually semi-structured interview was used In order to collect the required data needed. After analyzing the interviews, 82 concepts were identified, which were classified into 6 categories. The results indicate the emergence of bad managers is under the influence of causal factors such as the absence of clear performance indicators in promotion and appointment, replacing relationships instead of criteria, the rule of oligarchic thinking, the weakness of the succession planning system, the weakness of the performance evaluation system and the like. Individual and organizational contextual factors as well as intervening factors also influence the emergence of this phenomenon. Strategies for preventing the appointment of bad managers have also been identified at three individual, group and organizational levels. The results also indicate that the emergence of bad managers will have negative consequences at the individual, group, organizational and extra-organizational levels. The findings can create a suitable insight in relation to the emergence of the phenomenon of bad managers and provide the context to prevent it for the planners and policy makers of the administrative system.

One of the main duties of managers in organizations is to select and appoint people to key positions, and in some cases, managers put weaker people in key and main positions in order to protect their management seats. This type of management style is known as spider management and creates strategic challenges for the organization. The main goal of this research is to identify the antecedents and consequences of spider management in government organizations. The current research is an exploratory qualitative research, which is thematic analysis in terms of data analysis method. The statistical population of this research includes experts and experts in the field of human resources management in government organizations and university professors who are familiar with the research topic. Using the snowball sampling method, 18 people were selected. The main tool of data collection in this research is a semi-structured interview. The results showed that a total of 14 organizing themes in the form of 14 universal themes were identified as antecedents of spider management in government organizations and also 10 organizing themes in the form of 3 pervasive themes were identified as suffixes of spider management in government organizations. The results of the theme analysis showed that the antecedents of spider management in government organizations are: government of incompetents, work politics, governance of destructive culture and collective corruption. The consequences of spider management in government organizations include: the cycle of inefficiency, the vicious circle of incompetence and the weakening of psychological security.

Structures and processes in any organization are the most important dimension, in other words, the software of organizations to perform their missions. The judiciary, with the serious mission of justice and the realization of justice in society, has complex and multidimensional structures and processes, and based on these structures and processes, it carries out this serious mission. In fact, it should be said that the effectiveness of the judiciary as a feedback loop of the country's governance system will have a direct impact on the overall efficiency of the system, and therefore continuous identification of damage to the structures and processes of the judiciary can improve the performance of the judiciary and consequently It will become the system of governing the country. The present study aimed to identify the structural damage of the judiciary; After studying the Judicial Transformation Document, and other related research in this field, and interviewing judges and experts, 83 structural injuries were counted and classified into 11 general categories. In the next step, using interpretive structural modeling and Mikmak analysis, they were prioritized and classified, and it was identified that the four disadvantages were the lack of specialized proceedings and the rules of procedure; Lack of relative transparency in litigation; Lack of appropriate mechanisms for feedback, learning and intelligence of the judiciary and weakness in the budgeting system and allocation of financial resources; Is one of the most effective structural damages in the judiciary and the lack of coherent process mechanisms to reduce delays, which is the most important issue in the judiciary, has been identified as one of the most effective damages that the judiciary must eliminate eleven damages at higher levels solving and thereby reduce trial delays.

In a situation where we are witnessing the increasing growth of network-based services and systems, with all processes being limited to information and communication technology platforms, some people called netocrats in organizations with domination in databases, communication platforms and computer networks and application systems, they can create intangible and managed dependence in organizations. The current research is in the positivist and critical group as a paradigm, and it was carried out with a mixed (qualitative and quantitative) and systematic Grounded theory method. Data were collected in the qualitative phase using semi-structured interviews with 17 organizational and academic experts. In the data analysis with the coding method following the constant comparison of concepts, 246 conceptual codes were extracted and similar items were categorized in 32 categories and then based on Strauss and Corbin's model in six dimensions of central phenomenon, causal, contextual and intervening conditions and strategies and consequences, were placed. Then in the quantitative stage, with a statistical sample of 350 people and using confirmatory factor analysis and structural equation method, the model was confirmed by SPSS 26 and Amos 26 software. Applying the results of this research will develop, improve and establish psychological security for the organization and managers along with the simultaneous benefit of new technologies as well as the knowledge and expertise of netocrats.

The purpose of this study was to assess the effect of ethical leadership on altruistic voices of employees of Golestan Tax Administration, which was done by descriptive survey method with correlational design. The statistical population included 600 employees working in the General Department of Tax Affairs of Golestan Province who were serving in 1400 and the statistical sample was 234 people using stratified random sampling method through Krejcie-Morgan table. Measurement tools included the Moral Leadership Questionnaire by Brown and Trevino (2006) with 10 items, the altruistic voice by Zuhair and Erdogan (2011) with 5 items, the cognitive trust questionnaire by Yang and Maschelder (2010) with 5 items and the Oxford Psychological Well-being (OHI). With 29 items, their Cronbach's alpha coefficients were 0.935, 0.857, 0.860 and 0.966, respectively. To analyze the data, SPSS25 software was used at the descriptive level for frequency, mean and standard deviation and at the inferential level for correlation, regression and analysis of variance tests to test the research hypotheses. The results showed that ethical leadership has a positive and significant effect on altruistic, cognitive trust and psychological well-being of employees and also a positive and significant effect of cognitive trust and psychological well-being on employees' altruistic voice was confirmed. Cognitive trust and psychological well-being play a significant mediating role in the relationship between moral leadership and the altruistic voice of the staff of the General Department of Tax Affairs of Golestan Province.

The present research has been exploratory and using a qualitative approach with content analysis method. In the present study, in-depth interview method was used to collect information. The statistical population of this research is all experts and specialists in the field of organization, management theories, organizational behavior, human resources and organizational management. The sampling method of the research is purposeful sampling method. In this study, 13 interviews were conducted to reach the saturation point. Findings were counted in the form of 368 open source, 94 basic themes, 45 organizing themes. According to the organizing themes and also the mentality formed during the research, 4 comprehensive themes were identified. Thematic analysis led to the identification of 4 comprehensive themes of contextual conditions, individual factors, intervention conditions and consequences

Today, dissent occurs easily in modern organizations, as a result, organizations where there is dissent are healthier. The purpose of this research is to present a model for managing organizational dissent in public universities of East Azerbaijan province. The present research method is qualitative and based on the basic theory of Corbin and Strauss. The data collection tool is a semi-structured interview. The statistical population of the present study included 17 university professors and journalists who were selected by purposeful snowball sampling. Based on the findings of the present research, the central phenomenon in two main constructive dimensions with codes such as: disagreement, questioning policies or organizational practices in a principled way, spirit of helping, correction and rationality of the opinions presented. and...; In the non-constructive dimension with codes like: disagreement, questioning policies or organizational practices in an irrational way, providing negative and biased feedback, etc. Causal conditions affecting organizational dissent are divided into three categories: individual, managerial, and organizational-communicative factors. The identified intervening factors are divided into two general categories: intra-organizational attitudinal pressures, extra-organizational pressures. Identified background factors are: psychological and knowledge conditions, demographic background, religious background, communication/organizational conditions, managers' behavioral and attitudinal patterns, and the prevailing organizational culture and atmosphere. Government data collected from public funds and contains valuable data, if opened, can be usable in various areas, can stimulate innovation. It is necessary to investigate contexts and factors affecting the Open Government Data driven Innovation (OGDI). The main question of research is: How does open government data lead to the creation of innovation? So that, trying to answer six sub-questions consisting: causal conditions, background conditions, intervening conditions, main phenomenon, strategies, and consequences about OGDI. This research, according to mixed method (qualitative-quantitative), first used the grounded theory based on Strauss-Corbin method; then due to qualitative analysis of data obtained from interviews, three-stage coding was used; next a quantitatively evaluated done by using Shannon's entropy method. Based on data sufficiency principle, up to theoretical saturation stage, 11 semi-structured interactive interviews with experts were done. Due to results obtained from interviews, 6 main categories according to the sub-questions of the research, and 20 sub-categories containing 95 concepts were extracted. Attention requirements per each main categories, subcategories and concepts were suggested for future research. Proposed theoretical model shows that, at first step, if "setting of supporting laws for OGDI", and "the demands of external stakeholders" (causal conditions) are done correctly; and at second step if simultaneously "market development and investment in OGDI" (context conditions), "drafting the data governance document" (main phenomenon), and "utilizing the capacity of the private sector in form of PPP"(intervention condition), executed correctly; also in third step, by using all types of innovation (strategy), it will achieve consequences such as transparency in the organization, solving "stagnation of private businesses" and "unemployment in society" problems.

The Expectancy Silence is the result of the barrage of unpleasant experiences from the poisoned arteries in the body of organizations, which forces some employees to continue office life by hiding expectations, strategies and tactics. Therefore, since about this phenomenon, a deep silence has covered the study space of organizational behavior management knowledge; This research aims to reveal the phenomenon of visible and invisible layers in the context of western governorates of the country (including Ilam, Kermanshah, Lorestan, Kurdistan and Hamedan) through morphology. This essay is based on exploratory mixed methodology. In the qualitative part, the basic theory of the systematic approach was used, and in the quantitative phase, the one-sample t-test was used for its validation and generalizability. The participants in the research were 18 students who were invited to participate in the research through the theoretical sampling method. The results of the research showed that in the deepest conceptual layer of the phenomenon of Expectancy Silence, the driving forces of administrative panic, quiet professions, strategic patience and shrewd situationalism are located, and the most superficial layer occurs in the form of behaviors such as radar avoidance, salaciousness and destructiveness. Also, the results of the validation of the model through the T-Tech test showed that, according to the experts, the conceptual model has theoretical validity.

The relationship between the media and the government is one of the topics discussed among media and communication people. In the past years, there have been differences of opinion between the executive branch and the Broadcasting Organization, which has led to disruptions in the allocation of funds to the Broadcasting Organization. In this research, qualitative research methodology and thematic analysis were used for data analysis and semi-structured in-depth interview method to collect field information and examine the attitude of the studied community, and the relationship between Ali Asgari's presidency in the Broadcasting Organization and the 12th government (Mr. Rouhani) was investigated. The findings of the research show that the type of relationship between the organization and the government is an interactive relationship with caution on the part of the Broadcasting Organization, and the factors of the disagreement between the Broadcasting and Broadcasting Organization during the presidency of Ali Asgari with the twelfth government were extracted mostly related to the extreme expectations and extravagance of the government, political differences between the government and the organization.

This research was conducted with the aim of evaluating and analyzing the factors affecting talent management in the National Petrochemical Industries Company, using structural equations. This research is of mixed exploratory type and part of descriptive-survey researches. Researcher with quantitative and effective approach to management and research of institutions, researches, current and future, as well as with purposeful sampling and snowball method, field and purposeful interviews with 18 university professors and petrochemical industry specialists, has collected information. Then; using the 3-step Delphi technique and descriptive statistics indicators; Dimensions, components and final indicators (58 indicators, 15 components and 5 dimensions) were extracted.Then, the researcher has analyzed quantitative data using structural equations and tested the indicators, components and dimensions affecting the talent management system in the National Petrochemical Company. The statistical population of the research includes the employees of the National Petrochemical Industries Company, consisting of 368 people, based on the Cochran sample size calculation formula, 188 people were selected as a random-stratified sample. In this research; in order to determine the reliability of the test, Cronbach's alpha and Bisection method were used, and confirmatory factor analysis was used to check the construct validity.The findings show that there is no significant difference between the current and desired talent management situation in the National Iranian Petrochemical Industry Company in all dimensions.

The purpose of this study was to investigate the mediating role of socialization and organizational identity between spiritual leadership and employees’ performance in the Islamic Revolutionary Guard Corps. This study is applied in terms of purpose and descriptive and survey in terms of method. The statistical population is the Sepah employees of one of the western cities of Iran, and 112 people were selected as a statistical sample by simple random sampling. The research data were collected through standard questionnaires. Data analysis and fitting of the conceptual model with experimental data were done by structural equation method and PLS software. The findings showed that the variable of spiritual leadership directly explains 13.8% of changes related to employees’ performance and indirectly through the mediating variable of socialization to the extent of 63% and through the mediating variable of organizational identity to the extent of 29% affects the variable of performance. The total direct, indirect, and mediated effects of spiritual leadership on socialization and employees’ performance were 0.77, and the total effect of spiritual leadership on organizational identity and employees’ performance was 0.43. The value of variance accounted for (VAF=0.82) also showed that the influence of mediating variables is strong and the intensity of indirect effects is high. Based on the findings, the indirect effect of spiritual leadership on Sepah employees’ performance was confirmed through the variables of socialization and organizational identity. Also, the results showed that spiritual leadership has an impact on employees' socialization and organizational identity, and socialization and organizational identity have a significant effect on employees' performance.

Based on this, the upcoming research aims to study the policy components of the tuition economy in the public sector. This research was done in two stages. In the first stage, the components of tuition policy in the higher education system were extracted using the Meta-synthesis method. For this purpose, specialized research keywords were searched in reliable scientific databases in the period (1990-2021). Finally, among 229 articles, 107 articles were included in the final analysis. In the second step, the qualitative section's findings were weighted using the Shannon entropy technique. In total, seven determining components of tuition policy; student (individual, family); University (complexity in tuition pricing, diversity and a plurality of university policies, academic quality of the university); Higher education (leadership in higher education, rules, and regulations in higher education); State (legal and political mechanisms of State, collaborative and supportive mechanisms of State); Macro governance (good governance, macro laws, and regulations) and environmental (cultural norms, social norms) were identified. The student and environmental components had more weight than other components. In the end, the solutions for the higher education system were stated, including considering the concept of differential tuition, which means paying attention to various factors in determining tuition policies based on the rate of return of academic fields, degrees, geographical region, etc.

This study which simultaneously used two quantitative and qualitative approaches, is applied research based on purpose and exploratory in terms of method. The statistical population of the study was the managers of the governmental organizations of Lorestan Province and the professors of Lorestan University, the sample members were selected using the purposeful sampling method and based on the principle of theoretical adequacy, the views and opinions of 30 of them were examined, the information and data Required, collected and theoretical saturation was achieved. The tool for collecting information in the qualitative part is an interview and in the quantitative part is a questionnaire, whose validity and reliability were confirmed. In the qualitative section, the data obtained from the interview were analyzed with the Atlas.ti software and the coding method, and the antecedent and consequent factors of Micromanagement were identified. In the quantitative part, using the Delphi Fuzzy method, the priority of these factors was determined. The results of the research indicate that in the among, lack of trust in employees by the manager, manager's fear and negative attitude towards delegating authority, were identified as the most important antecedent factors of Micromanagement and also, Increasing employee stress, Dependence of employees on the orders of the manager as the most important consequence factors behind this style of management in government organizations.

The expert workforce is essential for the achievement of successes on both macro and micro levels. Consequently, due to the changes in the demographics of population and society, the postponement of the retirement age of employees is a significant issue.This research has adopted an interpretive or constructivist research philosophy and the multi-grounded theory research strategy of Goldkuhl & Cronholm. Semi-structured interviews were utilized as the data collection method and theoretical sampling was conducted from the research community which included employees of the Ministry of Energy who have postponed their retirement. Thirty participants were interviewed. It’s also noteworthy that the research is practical in terms of its purpose.The findings of this research demonstrate that the model of postponing the retirement age of employees in the Ministry of Energy is primarily based on job conditions, as well as factors such as environmental, organizational, and individual contexts and organizational, individual, and governmental causal conditions. Some of the obstacles in this model include the direct intervention of the government and the circumvention of the law, which ultimately leads to a multitude of positive and negative consequences. The economic pressures, the issue of population aging, and the increased ratio of elderly people to young people will reduce the labor force and create difficulties for governments and various organizations, including the Ministry of Energy and pension funds. Hence, the adoption of the issue of postponing retirement age and keeping more of the labor force is a possible solution due to the positive outcomes it may potentially yield in the economic, social, organizational, and individual fields and aspects.

In order to form the expert group, 15 experts from the ministries and subordinate organizations who had expert conditions were selected by available sampling method. To test the model, the statistical population including 800 employees of the Information Technology Organization was considered. Also, 260 people were selected as a statistical sample using Morgan's table and simple random sampling method. The required data was collected through a researcher-made questionnaire, whose validity and reliability were confirmed through quantitative methods. In order to analyze the data, Lisrel software and Delphi technique and fuzzy inference system in the form of MATLAB software were used. The results showed that the model has three individual, organizational and cultural dimensions, and the organizational dimension with a factor loading of 0.83 has the largest contribution in explaining administrative Trading. Also, the individual value system component with a factor of 0.6 has the largest contribution in explaining the individual dimension; The ineffective evaluation system component with a factor loading of 0.75 has the largest contribution in explaining the organizational dimension and the short-sighted component with a factor loading of 0.75 has the largest contribution in explaining the cultural dimension. The results of the fuzzy inference system also showed that the minimum level of Trading in the organization is 0.464, and most of it is caused by individual Trading tendencies. In addition, the management of organizational and cultural factors has a significant impact on the control of administrative Trading. Based on the results, it can be said that paying attention to employing competent and ethical people is the first step in dealing with administrative Trading.

The present research aimed to explain the mediating effect of empowerment in the relationship between transformational leadership and employee satisfaction in Iran Khodro Diesel Company. The method was quantitative and practical in terms of purpose, descriptive survey in terms of nature, and correlation and path analysis in terms of implementation. Statistical society includes all supervisors of Iran Khodro Diesel Company, numbering 150 people, and due to its small size, all members were selected as a sample using the whole number method. The research tools were the questionnaire of empowerment (Laschinger et al., 2001), transformational leadership (Bass and Auliou, 2004), and job satisfaction (Hackman and Oldham, 1976) which their validity was checked and verified by formal and content methods and their reliability was obtained through Cronbach's Alpha (0.81). The data were analyzed in the descriptive and inferential sections. The results showed that transformational leadership has a positive and significant effect on empowerment (effect coefficient 0.77), empowerment on employees’ job satisfaction (effect coefficient 0.67), and transformational leadership on employees’ job satisfaction (effect coefficient 0.66). The effect of transformational leadership on the empowerment and employees’ job satisfaction shows that managers of Iran Khodro Diesel Company should pay attention to the topic of transformational leadership, empowerment, and their components by knowing the importance of each of the above variables; take more effective steps to improve the employees’ job satisfaction of and create the conditions for improving the quality of products and increasing customer’s satisfaction favorably.

The human resources architecture model has designed the structure of human capital based on the two components of strategic value and the uniqueness of skills, considering the wide scope of providing government services and the central role of the intelligence component in determining the performance of human resources as the most valuable resource of the organization, the link between 3 The component of value, skill and intelligence, identifying relevant indicators and determining the importance of each of these indicators at different administrative levels of the Ministry of Energy's headquarters has led to the design of a new model. The type of research method of the current research is mixed. In the first phase, after a library study using the quantitative content analysis and the fuzzy Delphi techniques, the primary indicators were summarized and in the statistical part, the relationships were examined using the fuzzy DANP technique, the weight of each specific index and the equation of each organizational level were discovered. The results indicate that the indicators can be classified into three general, common and specific sections. Among the general indicators that have been repeated in all three levels of the organization, there is the reliability index, and among the specific indicators at the expert level, the problem focus index, at the group head level, the consultation index, and at the deputy director general level, the willingness to reform and the improvement of systems index have been allocated the most weight. Also, the results confirm that the weight of the value component at the level of the deputy general manager is more than the 2 components of intelligence and skill at the same level. Also, the weight of the skill component in this level is higher compared to the previous levels. At the end, the research model was approved by the experts.

The organization's excellence and inefficient employees are considered the cause of its problems and failures. However, less research has comprehensively and coherently addressed employee efficiency. The main purpose of this study was to provide a theoretical model of efficient and inefficient employees and investigate their characteristics in the public sector, not only to fill the existing study gap but also to help increase knowledge in this field. The methodological principles of classic database theory (Glaserian) were used in this study concerning theoretical literature, participant recruitment, data collection, analysis, and theory development. In this regard, in-depth semi-structured interviews were conducted with 17 experts in the water industry in Isfahan province, and the obtained data were analyzed in three stages: open coding, selective coding, and theoretical coding. Data analysis showed four types of employees in terms of efficiency, which were conceptualized with the titles of proactive employees, reactive employees, procrastinative employees, and restive employees. Data analysis also showed that the mentioned types were investigated and analyzed through the typology matrix of efficient and inefficient employees. Identifying the types of employees in terms of efficiency and explaining their characteristics will help improve the efficiency of human resources and deal with inefficiency.
