The organization's excellence and inefficient employees are considered the cause of its problems and failures. However, less research has comprehensively and coherently addressed employee efficiency. The main purpose of this study was to provide a theoretical model of efficient and inefficient employees and investigate their characteristics in the public sector, not only to fill the existing study gap but also to help increase knowledge in this field. The methodological principles of classic database theory (Glaserian) were used in this study concerning theoretical literature, participant recruitment, data collection, analysis, and theory development. In this regard, in-depth semi-structured interviews were conducted with 17 experts in the water industry in Isfahan province, and the obtained data were analyzed in three stages: open coding, selective coding, and theoretical coding. Data analysis showed four types of employees in terms of efficiency, which were conceptualized with the titles of proactive employees, reactive employees, procrastinative employees, and restive employees. Data analysis also showed that the mentioned types were investigated and analyzed through the typology matrix of efficient and inefficient employees. Identifying the types of employees in terms of efficiency and explaining their characteristics will help improve the efficiency of human resources and deal with inefficiency.

Today, human resources need training more than ever. The research aims to provide a model for training human resources in the Isfahan Municipal Waste Management Organization. The research method is applied-exploratory based on the Grounded theory, and the data collection tool was a semi-structured interview. The statistical sample consisted of 15 human resource managers and management experts selected by purposive sampling. The foundation data theory strategy was used with the help of MAXQDA 22 software to analyze the qualitative data. Seventeen sub-codes were extracted from the answers of the experts. The results showed that knowledge management and information literacy would be formed as a central phenomenon from causal conditions such as effectiveness and intra-organizational stimuli. The action of human resource training management will have consequences, including employee growth, management efficiency, and competitiveness. However, in this model, background factors such as potential talents, work ethics, and intervening conditions will affect the learning levels and reactions to changing relationships.

The purpose of this study was to design a demonstration policy model in the banking industry. The present research method is based on a mixed approach and qualitatively and quantitatively in the inductive-deductive paradigm. The qualitative community studied in the current research was formed by all university professors in the field of public administration, banking management, strategic management, along with board members and CEOs of the country's banks, and the number of participants in this study was 18 people. Modeling, stratification and establishing conceptual communication between the dimensions of representational policy was done using interpretive structural modeling method. The quantitative statistical population of the study was made up of board members and senior managers of the country's banks. Sampling was done using the available non-probability method. In this regard, the number of 40 people from the desired statistical population was determined as the research sample. The findings of this study showed that organizational culture, personality characteristics of managers, environmental requirements, politicking, emotional intelligence, demonstrative management style, speculation, non-demanding, targeted orientation of public opinion, showcase performance, organizational conditions and organizational atmosphere as dimensions. The main policy makers are prominent in the banking industry.

The main purpose of this study is to investigate the effect of good governance on reducing employees’ organizational indifference by emphasizing the mediating role of their sense of organizational belonging. It is quantitative research in terms of method, applied in terms of purpose, and descriptive in terms of nature. The statistical population was the staff of Imam Reza Hospital in Tabriz, whose number was 1,500 people. The sample size was estimated at 306 people using the Cochran relation selected by simple random sampling. The data collection tool was a standard questionnaire, and after measuring its validity and reliability, it was provided to the statistical sample. Descriptive and inferential statistical methods were used to analyze data. Thus, the descriptive statistics method was used to classify, summarize, and describe statistical data. At the inferential level, Kolmogorov-Smirnov, Pearson r, regression tests, and confirmatory factor analysis were used to test the research hypotheses. The findings confirmed the research model and hypotheses, the negative and significant impact of good governance on the employees’ organizational indifference, and its positive impact on the sense of organizational belonging. The results also showed that the sense of organizational belonging has a mediating role in the effect of good governance on reducing employees’ organizational indifference.

Today, due to the ever-increasing changes in the environment, the flexibility of human resources is considered a factor in the survival and development of organizations. In this regard, the purpose of this study was to design a Human Resource Flexibility Model for governmental organizations in Lorestan province. The current research is survey research in terms of method, applied research in terms of purpose, descriptive-field research in terms of data collection, and inductive in terms of strategy. Using the meta-synthesis approach, resources related to the topic were selected and after the seven steps of this method, the dimensions and indicators of human resource flexibility were obtained. Then, to confirm, complete, and localize the obtained model in-depth and semi-structured interviews were conducted with 14 academic and executive experts. Sampling was done by targeted snowball method to select experts. The results of the interviews were analyzed and coded by the thematic analysis method. The validity and reliability of both stages were calculated by the agreement method of the two coders. Its value was 0.83. After integrating the results of meta-synthesis and theme analysis, the human resources flexibility model includes 8 dimensions of functional flexibility (with 6 indicators), skill flexibility (6 indicators), behavioral flexibility (3 indicators), flexibility of professional competencies (10 indicators), ethical flexibility (6 indicators), communicational flexibility (6 indicators), knowledge flexibility (8 indicators), and technological flexibility (12 indicators). Managers should use a different combination of models and their dimensions to achieve optimal conditions of flexibility.

Work and life are inevitably associated with mental pressure. Some organizations do not experience much mental pressure, but some others experience high level of mental pressure. Outbreak of Covid-19 disease has imposed high stress on some organizations, especially health care staffs. Since psychological stress can be controlled and prevented, several models have been presented for its control and management. The present study was conducted with the aim of presenting a local model to manage and control psychological stress in the public sector (Case study: Tabriz hospitals) using a data-driven method. The present study was conducted by using qualitative method and experts' opinion and by using Glaser method and by interviewing with experts, including 45 managers and supervisors of Tabriz hospitals.The present study is descriptive in terms of method and During the interviews, 57 open codes, 28 concepts and 5 components were extracted, which were classified into two main categories: controllable and uncontrollable.

Thinking is based on the ability and tendency of the individual to measure the results of affairs and make decisions about them based on evidence. The presence of critical thinking in the organization will cause dynamism, adaptability, and creativity, which will affect the efficiency and effectiveness of the organization. Accordingly, this research was aimed at designing a government think tank. This research has been done with the foundation data theory method. Based on limited theoretical literature and mainly relying on interviews with 12 (purposeful) faculty members in the field of public administration. Data obtained from theoretical studies and interviews were performed in the form of open coding, selective coding, and axial coding. The results obtained from the codings include the thinker leader, the thinker structure, the thinker personality, the thinker government, and the thinker atmosphere, which form the factors influencing the establishment of the government thinker organization. Which were divided into two categories of internal thinking and external thinking and finally, the strategies and consequences of the government thinking organization were proposed. In general, the fact emerged that most of the things that will lead to the creation of a thoughtful government organization are related to internal factors. Then, the final model of the research was drawn, and the main causes, underlying factors, mediating factors, main category, strategies, and consequences of the thinking government organization were identified.

Human resource management quality has an extensive impact on employee attitude and their behaviors and the end in organizational performance. So, human resource management quality has an important role on employee behavior and performance. The aim of this research is to designing a tool for measuring human resource management quality in good governance base and validating it in Iran’s public sector. To explore this state, in qualitative part, we surveyed the literature and then interviewed 28 employees of the different organization. By analyzing literature and qualitative data from interviewed, and use roadmap of Iran administration system correction and good governance in the public sector model , prepare a conceptual and operational framework. Roadmap of Iran administration system correction showed that human resource of Iran has a five sector(planning, recruitment, training, motivation, performance management, retirement). For determining content validity, it was sent to 30 management consultants and experts. Management consultants and experts confirmed the content validity of conceptual and operational framework. At the second stage, for determining construct validity of our measure, we use factor analysis. The results confirm the construct of our measure. The result of this research, is a validate tool for measuring human resource management quality in Iran’s public sector.

In today's turbulent world, organizations are struggling to gain competitive advantage. Staff silence has led to stagnation and inactivity in their physical and social networks, pushing the organization to the brink of collapse. The purpose of this study was to design a comprehensive organizational silence model based on the organization's five pillars. The study method is descriptive and qualitative which has been implemented in two stages of Delphi and Library. In the first stage, components of organizational silence were identified by research literature. Then based on the five pillars of the organization (Environment, Persons, Structure, goals ,Technology), the proposed conceptual framework of organizational silence is achieved.statistical population includes university Professors of Payame Noor, Allameh Tabataba'i, Tehran, Beheshti and experimental managers in Tehran, using snowball sampling method.From all questions in all Delphi periods, the sample t-test and the mean and standard deviation were used. Kendall's correlation coefficient for all dimensions was calculated.The results showed that all the terms in all Delphi periods are meaningful and the factors related to the goals have the highest agreement, after which the technological factors, the inner environment, individual managers, structural, external environment and individual factors of employees. At the end of the final model, organizational silence was designed based on the five organizational roles. Therefore, it can be concluded that all five aspects of the organization and its dimensions can be effective in maintaining organizational silence and it is necessary that managers pay enough attention to organizational dynamics in all five dimensions of the organization.

The existence of destructive conflicts and lack of transparency, as well as the lack of correctly using organizational communication have created challenges in most organizations. The main purpose of this study was to evaluate the role of organizational transparency on organizational conflicts by intermediating the effective organizational communications. The present research is applied in terms of purpose and is descriptive in terms of nature, implementation, and collecting data, and is correlational in terms of research method. The statistical population of the study was 340 employees of the Regional Water Organization of East Azarbaijan and the sample size was 181 people that was selected through random sampling method and according to Cochran formula. The reliability of the questionnaires was confirmed by Cronbach's alpha formula and their validity was confirmed by content validity method. In inferential statistics, the first step was to test the normality of the data. Then, the research hypotheses were analyzed by using the LISREL and Path analysis method. The findings of the research indicated that organizational transparency has an impact on reducing organizational conflicts by intermediating organizational communication. Also, organizational transparency has a significant effect on organizational communication, and organizational communication also has an impact on reducing organizational conflicts.

The proactivity of organizations is the necessity of today’s changing world. So the aim of this research was to determine the proper proactivity rate in Iranian governmental organizations. The research is quantitative in terms of method, applied in terms of purpose and exploratory survey in terms of research type. The statistical population was Fars Province Economic and Financial Affairs Department, Fars Province Governorate, Fars Province Agricultural Jihad, and Fars Province Islamic Culture, and Guidance Department located in Shiraz. The samples were selected through classification sampling method. The insruments for collecting data was a questionnaire, and Fuzzy Control method was used to analyze collected data . Based on findings, the proper situation for an organization to be proactive was provided through combining four dimensions of human relations, open system, internal process and rational goals. The results showed that Jihad Organization of Fars province was in the first rank in terms of proactivity in 1397 and the existing status of proactivity in terms of human relations and open system was more than needed, and in terms of rational goals and internal process was equal to the required level. In the Organization of Economic Affairs, Finance and Governance of Fars Province, the status of the proactivity in terms of human relations and the open system was less than needed and the dimensions of rational goals and internal process was less than rquired rate. In the Islamic Culture and Guidance Organization of Fars province in terms of human relations, open system, rational goals and internal process, the status of proactivity was less than rquired.

The aim of the present study was to identify the causes of organizational disclosure and the reasons of unwillingness to disclose in governmental organizations that was done via sequential-explanatory mixed mode method. Participants in the qualitative part were managers and employees in public sectors among whom 75 people were selected as participants through purposeful sampling method. The statistical population of the quantitative sector included employees in governmental organizations in Semnan and 157 people were selected as samples through simple random sampling method. Analyzing the data in qualitative sector led to the identification of 32 basic themes in the context of employees’ disclosing reasons that were arranged in six organizer themes (health-centered approach, benefit-seeking approach, justice-seeking approach, ethics-oriented approach, task-oriented approach, and violent approach), and 26 basic themes about unwillingness to disclose were identified which divided into four organizer themes based on semantic similarity (organization-related factors, discloser- related factors, exposure related factors, violent-related factors). The results of the quantitative analysis show that justice-seeking, ethics-oriented, health-centered, benefit-seeking, task-oriented and violent approaches were the most important reasons for the decision to disclose respectively, and exposure related factors, organization-related factors, violent-related factors and discloser- related factors were the most important causes of being silent against observing inappropriate behaviors, respectively. The ranking of items related to the causes of disclosure indicates that the prevention of repetition of violation and feeling of injustice to oneself and sense of responsibility are considered as the most important causes of disclosure and disappointment of executive guarantee in case of disclosure of violation, high influence of the offender and lack of organizational support for exposing are considered as the main reasons for being silent against violation.

The purpose of this study was to investigate the e-literacy of Maragheh administrative staff and its impact on their sociability and transformability. The models used in staff e-literacy, sociability, and transformability parts were based on ICDL model, the Taormina theory (1997), and the John Gutter and Peter Drucker (1996) model, respectively. The statistical population of the present study was all staff of the education department of Maragheh city, which was 45. In this research, due to the low number of statistical population, the members of the statistical society were selected through the census method (accessible sampling), so the number of sample population was all 45 staff except 4 who were excluded from the research. Ultimately, the number of participants of the study was 41. In order to collect data, three researcher-made questionnaires were used. The results of testing hypotheses indicated that, firstly, the average e-literacy status of Maragheh Education Department staff was below the average rate, and secondly, the e-literacy of the staff had an impact on the sociability and transformability of the staff of Maragheh Education Department.

Governance can be considered a way of exercising power in the management of the social and economic resources of a country. A review of past research in the field of governance has determined that, each research, in terms of the type of approach, emphasis and goals pursued, has been characterized by a number of specific characteristics and has not been able to cover a set of governance features. In the research, efforts have been made to address this gap and identify the effectiveness and efficiency indicators of the higher education governance system with regard to political, economic and administrative contexts and provide a model for the governance of higher education in the country. This research can be considered as qualitative research. The statistical population of the study consisted of two groups of academic directors and professors interviewed by semi-structured interviews. In this research, the aim of the study was to provide a model of governance in higher education, so some quality analysis methods, such as theme analysis, have been used to analyze the interviews. The findings of the research indicated that the final model of higher education governance was composed of nine factors: Political social Transparency, economic Transparency, administrative Transparency, social political Responsiveness, economic Responsiveness, administrative Responsiveness, Political social Partnership, economic Partnership and administrative Partnership.

The purpose of this study was to identify the obstacles of ethics in organizations. This research is applied in terms of its purpose and from the point of view of collecting data, there is a quantitative survey. Also, the present study has been analyzed using the methodology of mixed research (quantitative and qualitative). In the first stage, to identify the ethical barriers in organizations, an interview with 20 experts and human resources managers of governmental organizations in Tehran was carried out and a qualitative content analysis method was developed and a questionnaire was designed. Which is based on quantitative research. The statistical population of the quantitative study was 300 employees of government departments (three post offices, social security and justice) in Tehran, which was determined by using the appropriate sample size method for the modeling of structural equations. Sampling method was simple random sampling in quantitative study. Data analysis was performed using structural equation modeling method by Liserl software. Finally, using the KMO and Bartlet indexes, the adequacy of the data was confirmed. To evaluate the model, the factor load factor was calculated and, given that the factor load of all the items was higher than 0.4, the model was confirmes, criteria Personal and lack of motivation. The conceptual model derived from the research steps can be used as a criterion for managers of organizations to eliminate existing barriers to ethics in organizations.

The present study aims to design an organizational ideology model with a fuzzy TISM approach. In order to achieve this goal, in the first stage, while reviewing the subject literature, using the views of 16 experts with targeted non-random sampling, with the help of Fuzzy Delphi technique, in two steps, through online surveys, 14 criteria effective for organizational ideology, was identified. In the next step, using Fuzzy TISM approach, in new dimensions of classification, levels and relationship of criteria were determined. Finally, it was concluded that the structure and configuration criteria have the highest dependency power and all the criteria affect it. The criterion of values and norms is at the ninth and lowest level. The identification criterion is at the eighth level and does not affect any criteria. In any case, these elements are key players that are essential in the organizational ideology of mission-oriented organizations and should be taken into consideration. The subject of organizational ideology; also, the fuzzy TISM method is new in domestic.

Human resource management today is more than ever encountered with the diversity of human resources in the organization. One of the factors of this diversity, in addition to other differences, is the difference between generations. The difference between generations has always been a problem. The purpose of the present research is to identify the generational differences between employees of public organizations. This research in terms of approach and strategy is in the category of qualitative research. Also, the present study is descriptive-exploratory type. The statistical population of the present study was executives and assistants of public agencies and organizations of Qazvin province. In order to identify the differences a semi-structured deep interview was conducted with 19 managers and deputies of executive and governmental agencies. After collecting data, theme analysis was used to analyze the interviews. The results showed that the staff of the studied organizations can be classified into three young, middle-aged and experienced generations. The extracted human resource differences related to the field of human resources were categorized into five dimensions :occupational, personality, educational, technical and motivational.

The purpose of this study was to investigate the promotion determinants of organizational virtuousness in Tabriz state hospitals.The statistical population of this research consists of the staff of Tabriz state hospitals and the size of statistical sample is 362 individuals based on Cochran formula. The stratified random sampling method was used to collect the samples and the data collection tool was a questionnaire which was provided to statistical sample. The multiple regression analysis was used to analyze the statistical data. The results from the mean equation test showed that the average obtained for organizational virtuousness is higher than the average level and it is in a desired level. According the results from the estimation of linear regression model, about 65% change is explained in the organizational virtuousness with independent variables in the model. Moreover, the variables of organizational structure, human resources, private environment and public environment affect organizational virtue with explanatory coefficient of 0.278, 0.136, 0.487 and 0.154, respectively.Unlike the ideas of many experts in environmental issues and their negative impact on the virtue-based ethics of the public sector, the researchers of this study believe that the most important reason behind the loss of morality and negligence of virtuosity in organizations should be sought within the organizations and their daily activities.

The challenges facing educational institutions, especially nonprofit higher education institutions, are to earn money to meet their goals. Student withdrawal is in the opposite direction. By identifying students as opt-outs, preventive and supportive policies can be anticipated to prevent a reduction in the image and hopes to attract revenues. This research is aimed at identifying students at risk by using the Data Mining Data of the Student attention Center of Payame Noor University of Tehran during the years 91-94. Data were extracted from the education system. Of the 20 potentially effective attributes, a 92% accuracy model was identified. In the model, six independent characteristics (age, group, grade, probation, and gender) and an associated attribute (term) were identified and subsequently the degree of importance of the attributes involved in the withdrawal and their relationship with each other was determined. Risk of withdrawal (risk of attention) and risk ranking table for different terms were presented. Findings indicate that age is the most important factor. From a Sunni point of view, the bachelor degree is between the ages of 21-18 in the senior age group of 26-22 and the PhDs 31 to 29 in the most risky groups. In terms of academic and postgraduate degrees, they are the most risky period in the formal and continuing education programs of the research course. attention rates for students aged 19 and 20 are about 50% in the third semester.

The purpose of this study is to provide a model of trust building process in the country's relief network considering the importance of establishing trust in the supply chain of humanitarian services as well as theoretical poverty in the field of trust building. To perform this study, three major recent events in Tehran province have been selected as a case study. Due to the lack of qualitative research in the field of trust building, using the grounded Theory, 2015 version of Corbin and Strauss, the model of trust building process in the relief network is designed and edited based on interview with 8 experts and members involved in the relief network. Given the importance of establishing trust between the members present in the relief network and the lack of a comprehensive model in this area, the present study aims to design a trust building model among members of the relief network and to examine the critical role of trust in the successful relief process and its reflection.The research findings are classified in three phases of conditions, actions and outcomes. The weak structures of the society and the community management system are a major obstacle to building trust. And insufficient funding, lack of certainty, unsuccessful performance, lack of coordination and cooperation between responsible groups and lack of preparation are the main sources of distrust. The most important finding of this research is the lack of trust in the humanitarian supply chain due to the reliance on public assistance.

The present study aims to analysis of the effect of spiritual leadership on organizational performance through organizational identity. By reviewing the research literature, 26 components of spiritual leadership and 18 components of organizational identity were identified as factors affecting organizational performance and then was designed the conceptual framework of the research. Through survey and referring to the statistical sample of 265 managers and experts of the Social Security Organization of East Azerbaijan province, the required data were collected using a questionnaire. The conceptual framework was presented and validation by collecting empirical data and structural equation modeling. Investigating the models of measurement and analysis of factor loads showed that the components of spiritual leadership had the most impact on organizational performance. Also, studying structural model of research and path analysis revealed that there is a strong correlation between spiritual leadership variables with organizational identity and spiritual leadership. The simultaneous analysis of factors influencing organizational performance by structural equation method showed that the components of "spiritual leadership" had the greatest impact on organizational performance. The results of the analysis of path coefficients and the values of the coefficient of determination of R2 showed that the "spiritual leadership" variable directly explained 79.3% of the changes related to the variable "organizational performance". Also, "spiritual leadership" indirectly affects the variable "organizational performance" by means of an intermediate variable "organizational identity" of 34 percent.

In our country, various groups, called councils, are developing public policies in line with the country's development and excellence. Despite the fact that most of the public policies in our country are developed by these institutions, the literature on public policy, about how these councils can improve the effectiveness of their policymaking, is limit. In this research, with emphasis on the concern of improving public policies, the factors affecting the success of the council policy-making have been identified. In this qualitative study, the Supreme Administration council has been selected as the case study. Semi-structured interviews conducted with 15 administration experts and members of the Supreme Administration council who participated in formulate of the public policies. then we reviewed the existing documents and by using content analysis which is a qualitative method three main themes and 12 sub-themes were identified which include three general categories of content factors (Objective goals, stability in the patterns and theoretical foundations , The balance between the four dimensions of rationality, the common understanding of the problem), process factors (complete and transparent process, shared leadership, evidence-based policymaking, the creation of appropriate Mechanisms for legitimization), and individual factors (Avoiding intra-group bias, Systematic approach, competence and merit of the members, Avoiding organizational bias).

Managing the public service motivation of public organizations employees is the biggest challenge facing today's public sector managers because the existentail philosophy of public administration is to serve the citizen in the light of the presence of public servants with a high public service motivation. In this regard, the present study aimed to investigate the effect of organizational cynicism on the public service motivation, explaining the role of the perception of organizational politics and organizational goal ambiguity as moderating variables. In this research, by using a simple random sampling method, 926 employees of public sector under the supervision of 18 ministries of the country were selected as sample. A standard questionnaire was used to collect data. Validity and reliability of each of the variables were confirmed. Data analysis was performed by Spearman correlation test and stepwise regression using SPSS software. The results show that organizational cynicism leads to a reduction in the public service motivation, and the employees’ negative perception of the organizational politics moderates the relationship between organizational cynicism and the public service motivation in a negative manner. Additionally, the combination of organizational goal ambiguity with the perception of organizational politics intensifies this relationship.

The subject of wisdom-oriented leadership is one of the approaches which are recently entered the field of management and leadership and can solve the problems against environmental complexities. Since the topics posed in this field have been desultory worked on some aspects of wisdom-oriented leadership and not very comprehensive models and theories have been observed in this field, the purpose of the present research is to recognize the elements of wisdom-oriented leadership based on researches conducted in this field and it has been conducted according to meta-synthesis method. The findings of this research show that wisdom-oriented leadership was divided into 5 dimensions namely organizational dimensions with elements of intuition and insight, decision-making based on intuition and reason, foresight, knowledge increasing, servant leadership, organizational learning, effective and right action; humanistic dimension with elements of employers’ enablement, inspirational motivation, individual considerations, social asset; political dimension with organizational continuity and convergence, and environmental conditions; cultural dimension with elements of perceiving culture and cultural values, cultural transmit, and ethical dimension with arbitration of ethical space and personality specifications of leader.

The recreating government with the entrepreneurial approach is not a simple reconsideration or partial interpretation of management, but a comprehensive change in the role of community management and the relationship between government and citizens that replaces directing leadership with enterprise. This qualitative meta-analysis study investigates the studies on the field of entrepreneurial government and provides a regular formulation of them. To accomplish this, 68 articles and reports on the entrepreneurial government have been searched through scientific databases of the country and abroad over the past 10 years (2008-2018) and were reviewd in two sections of "Descriptive meta-analysis findings" and "Qualitative evaluation of articles". A meta-analysis of the Entrepreneurial Government papers shows that studies in this field are less focused on operational aspects and more dealt with theoretical discussions and general concepts. In most of these studies, the indices concerning the entrepreneurial government theory have not been explained in accordance with the indigenous conditions of Iran. In this study, however, the conceptual model of the entrepreneurial government has been outlined in terms of the Iranian indigenous conditions including the macro policies, good governance, social justice, mission orientation, social-cultural values, decentralization, customer orientation, market orientation, and advocacy.
