Today, due to the ever-increasing changes in the environment, the flexibility of human resources is considered a factor in the survival and development of organizations. In this regard, the purpose of this study was to design a Human Resource Flexibility Model for governmental organizations in Lorestan province. The current research is survey research in terms of method, applied research in terms of purpose, descriptive-field research in terms of data collection, and inductive in terms of strategy. Using the meta-synthesis approach, resources related to the topic were selected and after the seven steps of this method, the dimensions and indicators of human resource flexibility were obtained. Then, to confirm, complete, and localize the obtained model in-depth and semi-structured interviews were conducted with 14 academic and executive experts. Sampling was done by targeted snowball method to select experts. The results of the interviews were analyzed and coded by the thematic analysis method. The validity and reliability of both stages were calculated by the agreement method of the two coders. Its value was 0.83. After integrating the results of meta-synthesis and theme analysis, the human resources flexibility model includes 8 dimensions of functional flexibility (with 6 indicators), skill flexibility (6 indicators), behavioral flexibility (3 indicators), flexibility of professional competencies (10 indicators), ethical flexibility (6 indicators), communicational flexibility (6 indicators), knowledge flexibility (8 indicators), and technological flexibility (12 indicators). Managers should use a different combination of models and their dimensions to achieve optimal conditions of flexibility.

The present research has been done to design the core competency model of human resource managers and identify the dimensions components and factors affecting it. This study is a mixed research (qualitative-quantitative. In terms of purpose, it is applied, and in terms of exploratory method, it is considered a content analysis type. The coding and classification process was implemented in MAXQDA 2018 software. The codes were examined and analyzed for validation with the fuzzy Delphi method and measured in the PLS software at the quantitative stage. In this research, the core competence dimensions of human resource managers and the factors affecting them have been identified and categorized. In the first stage with the qualitative approach, eight dimensions of basic competencies, including cognitive insight, entrepreneurial, leadership, communication, individual, technical and specialized, moral and psychological competencies, and six influential factors were formulated. In the second stage, with a quantitative approach, the impact of six factors on the core competence of human resource managers was measured and confirmed.

This study aimed to design and develop the pattern of mass media's effect on organizational health at the universities of Ilam. The statistical populations were reporters and experts of Ilam universities. Regarding theoretical saturation level, this study selected 15 experts for interview by using purposive and snowball sampling methods. This research was applied in terms of purpose, and in terms of data for designing and developing the model. The collected data were analyzed by Theme Analysis. The findings showed that 68 indexes were considered for identification of the efficiency required for selection of main categories for designing and developing the model of mass media effect on organizational health at Ilam universities, including 21 components (trust, media validity, media reliability, audience loyalty dimensions, principles for improvement of news organization function, development of audience-oriented work groups, news imperialism, media news filers, promotionalimperialism, communication marketing principles, professional ethics in reporting, the news organizations tasks, methods for improvement of social responsibilities, strategies for improvement of social responsibilities in media,institutional unity, manager influence, thoughtfulness, structuring, resource support, morale, and scientific emphasis), 7 dimensions (strengthening the media validity and reliability, audience royalty to news organization;media imperialism, media professional ethic boosting, organizational levels, office level, and technical level) and 2 variables (mass media and organizational health). findings show that there are a relationship between and effects of mass media on organizational health indexes.

The relationship between the media and the government is one of the topics discussed among media and communication people. In the past years, there have been differences of opinion between the executive branch and the Broadcasting Organization, which has led to disruptions in the allocation of funds to the Broadcasting Organization. In this research, qualitative research methodology and thematic analysis were used for data analysis and semi-structured in-depth interview method to collect field information and examine the attitude of the studied community, and the relationship between Ali Asgari's presidency in the Broadcasting Organization and the 12th government (Mr. Rouhani) was investigated. The findings of the research show that the type of relationship between the organization and the government is an interactive relationship with caution on the part of the Broadcasting Organization, and the factors of the disagreement between the Broadcasting and Broadcasting Organization during the presidency of Ali Asgari with the twelfth government were extracted mostly related to the extreme expectations and extravagance of the government, political differences between the government and the organization.

In the current research, the content of the lectures of Tadbir and Omid government in the field of macro management of government organizations, the first and second term of the presidency, were analyzed from the perspective of the application of cohesive devices and in the framework of the role orientation of Halidi and Hassan (1976). The research was conducted in a descriptive and analytical way, and its content was four lectures in the field of macro management of government organizations, which were randomly selected. Cohesive devices were extracted in four lectures and their frequency was measured. The percent of occurrence of each device was also obtained. After checking the data, it was determined, the first lecture with 474 items, the second with 444 items, the fourth with 421 items, and the third with 411 items are in the first to fourth ranks in the application of cohesive devices, respectively. In the first lecture, reference was the most and knowledge and time were the least cohesive devices. In the second lecture, repetition and introduction were the most and the least cohesive devices, respectively. In the third lecture as well, conjunctive elements were the most and knowledge was the least cohesive devices and in the fourth lecture, reference was the most and introduction was the least cohesive devices. In order to perform a more detailed statistical analysis and find significance in the distribution of cohesive devices in each of the lectures, the chi-square test was used. Based on the results obtained at level p<0.05 there is a significant difference between the distribution of cohesive devices used in each of the lectures.

Structures and processes in any organization are the most important dimension, in other words, the software of organizations to perform their missions. The judiciary, with the serious mission of justice and the realization of justice in society, has complex and multidimensional structures and processes, and based on these structures and processes, it carries out this serious mission. In fact, it should be said that the effectiveness of the judiciary as a feedback loop of the country's governance system will have a direct impact on the overall efficiency of the system, and therefore continuous identification of damage to the structures and processes of the judiciary can improve the performance of the judiciary and consequently It will become the system of governing the country. The present study aimed to identify the structural damage of the judiciary; After studying the Judicial Transformation Document, and other related research in this field, and interviewing judges and experts, 83 structural injuries were counted and classified into 11 general categories. In the next step, using interpretive structural modeling and Mikmak analysis, they were prioritized and classified, and it was identified that the four disadvantages were the lack of specialized proceedings and the rules of procedure; Lack of relative transparency in litigation; Lack of appropriate mechanisms for feedback, learning and intelligence of the judiciary and weakness in the budgeting system and allocation of financial resources; Is one of the most effective structural damages in the judiciary and the lack of coherent process mechanisms to reduce delays, which is the most important issue in the judiciary, has been identified as one of the most effective damages that the judiciary must eliminate eleven damages at higher levels solving and thereby reduce trial delays.

Social entrepreneurship is critical to "facilitate change" in the public sector and understand the particular social issues.However, due to the domination of public understanding of economic theories of entrepreneurship is difficult. This Study was to explore and describe the lived experiences of 3 grassroots social entrepreneurs Until to achieved by describing the phenomenological essence of 3 grassroots social entrepreneurs. For this purpose, after emerging experiences created by the researcher, the common thread with text descriptions of specific experiences entrepreneurs in the study were cited. Clustered in eight narrative themes (entrepreneurial competencies, entrepreneurial spirit, structural factors, environmental factors, narrative relating to the detection, evaluation and exploitation of entrepreneurial opportunities, and ultimately the narrative effects) was formed. Finally, to achieve the essence of the phenomenon of entrepreneurship, text descriptions of coherent structures in general were combined with a total of eight classes of horizons within the context of the three concepts are organized. The present study aimed to evaluate the impact of organizational culture on organizational effectiveness in the intervention of professional ethics Guarantee Fund of Iran's exports. This article purpose is practical, given the nature of the description, and the method is survey.Statistical society includes all employees of the Export Guarantee Fund of Iran, Tehran (140) people. A questionnaire was used to collect data.The questionnaire has 37 questions and answers package, has been the whole five-item Likert. Cronbach's alpha coefficient was used to validate the questionnaire (96%) was obtained as a result of this calculation. And for analysis of structural equation modeling techniques were used. The results show that there is a significant positive relationship between organizational culture and professional ethics and effectiveness of the organization. The results show that there is no significant positive relationship between cultural-ideological (as one of the dimensions of organizational culture), and the effectiveness of the organization. The dominant culture, culture is hierarchical. In relation to professional ethics as a moderating variable, it can be concluded that all the factors affecting professional ethics, but compliance with laws and scientific standards, the rate of roughly the same relationship between organizational culture and organizational effectiveness modulate.

Productivity of Public sector has been considered as one of the most important and challenging issue in general affairs administration and public management literature from a long time ago. Managers and policy makers have been looking for solutions to enhance the public sector's productivity. productivity has been also emphasized in our country's policies and strategic plans but until now there has not been any research in the area of identifying strategies and policies to promote the public sector productivity; all efforts are limited to studyor measure the impact of some factors on the public sector's productivity and identifying mechanisms of the promotion of the public sector's productivity has been neglected. The present study aimed to identify mechanisms to enhance the public sector's productivity and study the gap between current and desirable situation of these mechanisms. This study hasbeen conducted using a mixed method and exploratory approach. At the first stage, through interviews with managers, experts and authorities of public sector, it was engaged with mining mechanisms to enhance public sector's productivity and then, results of the interviews were analyzed by Grounded Theory analysis method. The mechanisms of promoting the public sector's productivity were classified in four categories: cultural, technological, economic and political-legal divisions. After that,at the second stage, a questionnaire including 25 mechanisms in 4 categories was designedvia combining the obtained mechanisms from the research literature and the interviews and it was measured in two ranges of the current and desired situation.Results indicated that there is a significant gapin Utilization of the mechanisms of public sectors' productivitybetween current and desired status in 23 organizations out of Tehran public service organizations.

Employees are the principal agent of development and change in organizations, but employees silence is the sound of organization fail. Information, knowledge, ideas and opinions of employees is a critical factor but if staff remain silence these are not valuable. This research wants to identify the factors affecting organizational silence. Though, in first phase, researcher-made Organizational silence questionnaire distributed that includes component such communication opportunities, employee silence, manager behavior make silence. The result shows high level of organizational silence although good communication opportunity. In second phase, the participants with the highest questionnaire mark were chosen for in-depth interviews. The employees Interview analyzed by thematic method. Factors that affect organization silence distinguished and classified in three groups. Demographic factors, employee and manager behaviour as personal factors, Evaluation system, low job security, lack of internal agility as organization factors and Labeling, Not worthwhile express ideas, The absence of a culture of teamwork as culture factors. Some points suggested for solving the problem.

Civil Service Management Act was passed in Parliament in 2007 and the 5-year pilot period begins.Since the law is an example of public policy making, study the suffering and executive barriers, in addition to being able to improve the law provides, can lead to learning in the field of public policy.The paper is based on research with the aim of identifying injuries and prioritizing these obstacles and barriers to implementation of the Civil Service Management Code, has been developed.In the present study using focus group discussion by senior management experts and taking advantage of the method of qualitative research has been done. Also, content analysis means a scientific analysis of communication messages and Shannon entropy as a way of ensuring that the value of the content of a message shows have been used in research. The results showed that barriers to logic, coherence and realism, structure and resources, the legal environment, the concept and the writing, review and supervision of employees and managers, and theoretical backing to have the highest to the lowest importance as barriers to implementation effective management of the civil service.

In the present study important goals such as: Identifying the level of the corporate citizenship behavior, active manufacturing cooperation firms in the industrial sector in Kurdistan province, the factors that determine and explain these behaviors and provide a model for citizen-oriented companies have been considered. To achieve these goals, the number of 253 companies from active manufacturing cooperation firms of Kurdistan province, the method of stratified random sample was selected as the basic information related to the companies using questionnaires have been collected. Results from this study indicate that most of the studied cooperatives have not features of citizen-oriented companies; so that companies in the index behavioral factors, and underlying structure have made a good score, provide the field of development of citizen-oriented companies.

Continuous changes at educational area are considered as an important challenge for managers. Change management is one of the important subjects in management science. The aim of present research is to study effective factors on change management at physical education faculty that was done in qualitative method. Statistical universe included managers and members of scientific mission in physical education faculty of public universities. Among them, 13 people were selected by snowball method. The tool for gathering data was semi-structured interview. To analyze interviews' contents, conventional content analysis was used. After analyzing contents, extracted codes were classified in different main concept so that 21 extracted concepts were categorized in three main themes including intra-organization environment, extra-organization environment and change process. Validity and reliability of the research were confirmed in four dimensions of trustability, shiftability, dependability and conformability. Three main extracted themes were known as effective factors on change management at physical education faculties. According to the results, managers should plan appropriately for making change to react changes properly.

We are living in an era that decentralization in administering countries is reckoned as the cause of many problems. In many societies, the increasing number of citizens and politicians believe that decentralization can make their society more stable, democratic and economically advanced. Therefore, the aim of this research is to examine the relationship between administrative decentralization and public governance and that how variables of public accountability and public trust can affect on this relationship. The research is a kind of descriptive study in type of survey. Statistical sample of the research included 300 people who were selected by multi-stages clustering sampling and based on Cochran's formula. SPSS software was used to measure the reliability of the questionnaire and implementing descriptive statistics. Structural equations modeling method and software of Amos and Lisrel were utilized to test the research's hypotheses. Results indicated that there is a relationship between administrative decentralization and public governance indirectly and through two moderator variables of public accountability and public trust.

Today sharing information, regarding to meny benefits which it has, becomes important across the organisational borders. It leads to providing better services to citizens and enterprises, saving of operational costs, increasing the effectiveness of programs and improving policy-making and decision-making. However sharing information is under the influence of many key factors. The present study is trying to examine the influence of effective factors of sharing information among public organisations to finally identify the factors that lead to islanding of offices, decrease of cooperation, parallel work, manifestation of political behaviours and in conclution decrease of confidence and lack of coordination among public offices. The aim of this study is practical and its method is analytical-survey. Statistical society of this survey is all managers and profissionals of information technology of public offices in Mashhad, which based on available statistics and data their number is around 130 people. By use of Cochran formula a sample of 108 people is choosen for this statistical society. To gather the necessary data, we use a questionaire and analysis of data is done by use of a pattern of structural equation modeling. Findings of this survey show the effects of high- level leadership, communication and mutual exchange, adaptation, support of top manager, cost, security process, benefits and expected risks on amount of sharing information among public organisations, but none of laws and polecies, inter-organisation confidence and capabilities of information technology has a meaningful effect on amount of sharing information among public organisations.

There is a desire to survive in any organization. Profitability in the private sector and public satisfaction in the public sector guarantee survival. That is why the quality of education in both public and private sectors is essential. The private sector has surpassed the public sector in the use of management patterns. The present study was conducted in a qualitative approach framework by using the grounded theory research method. Semi-structured interviews were used for data collection. Using snowball sampling method, 18 experts familiar with the concept of human resource (HR) excellence including university professors, HR managers of governmental organizations, and experts in the field of excellence were interviewed. Data analysis was conducted in open, axial and selective coding and the desired pattern was designed based on the results. The pattern includes: causal conditions (inefficiencies, expectations and requirements), the main phenomenon (HR excellence in the governmental organization), contextual condition (the theory of new public service, culture of excellence and rules), intervening conditions (sub-models, governmental management features and differences between public and private sectors), strategies (government, politicians, HR organization, HR functions, administrative ethics, people, partners and family), results (organizational and HR), outcomes(organizational, community and idealistic), and perception (people and colleagues).

Procrastination as one of the most important manifestations of deviant behavior in governmental organizations plays an important role in reducing desired outcomes such as productivity, performance, efficiency and increasing organizational undesirable variables shch as absenticism and turn over, accidents and human errors. In some areas of public service such as aeronautical industry, this could have irreparable consequences. The purpose of this study was to design and explain the model of procrastination management in Iranian governmental organizations. At first, using a qualitative quantitative approach, model extracted from library studies, followed by the Delphi method, was provided to 18 experts from Iranian Airports and Air Navigation Company and university elites. Then, based on the results of Delphi test, the final model and organizational procrastination survey questionnaire were designed. The validity of the model was confirmed using face validity, and the reliability of the questionnaire was determined using the Cronbach's alpha coefficient. The statistical population consisted of about 650 directors and experts of Iranian Airport and Air Navigation Company. Using kokran’s formula, 240 people were selected by simple random sampling method. With the help of the LISREL software and the confirmatory factor analysis, the model was confirmed. The results of this study showed that group dynamics are the most effective variable in organizational procrastination pridiction.

Managing the public service motivation of public organizations employees is the biggest challenge facing today's public sector managers because the existentail philosophy of public administration is to serve the citizen in the light of the presence of public servants with a high public service motivation. In this regard, the present study aimed to investigate the effect of organizational cynicism on the public service motivation, explaining the role of the perception of organizational politics and organizational goal ambiguity as moderating variables. In this research, by using a simple random sampling method, 926 employees of public sector under the supervision of 18 ministries of the country were selected as sample. A standard questionnaire was used to collect data. Validity and reliability of each of the variables were confirmed. Data analysis was performed by Spearman correlation test and stepwise regression using SPSS software. The results show that organizational cynicism leads to a reduction in the public service motivation, and the employees’ negative perception of the organizational politics moderates the relationship between organizational cynicism and the public service motivation in a negative manner. Additionally, the combination of organizational goal ambiguity with the perception of organizational politics intensifies this relationship.

Intimacy at workplace can be regarded as a relation, interaction, and making communication through sharing work needs with other employees so that they can reach to a deep understanding and sensitivity towards work problems. This study was done with the aim of understanding the process of forming organizational intimacy. Research method was a qualitative method based on grounded theory. In order to gathering data, semi-structured interviews were applied. Strauss and Corbin method and also paradigm model were used to analyzing data. Population of present study consisted from organizational and management experts. Sampling of study was done through meaningful snowball sampling way based on which 17 interviews with organizational and management experts were implemented. Results of these interviews was a body of basic themes gathered through open coding process, out of which some categories were extracted. At axial coding stage, the link between categories was established and subsequently selective coding stage was implemented. During this study, causal conditions of organizational intimacy were categorized into organizational justice factors, employees' welfare, work independency, optimism, mutual recognition, promotion, and individual characteristics. Empathy and sympathy were mentioned at core category or phenomenon. Identified codes for interfering factors included participation and performance evaluation system. Positive outcome was employees' satisfaction and negative one was lack of taking responsibilities.

Governance can be considered a way of exercising power in the management of the social and economic resources of a country. A review of past research in the field of governance has determined that, each research, in terms of the type of approach, emphasis and goals pursued, has been characterized by a number of specific characteristics and has not been able to cover a set of governance features. In the research, efforts have been made to address this gap and identify the effectiveness and efficiency indicators of the higher education governance system with regard to political, economic and administrative contexts and provide a model for the governance of higher education in the country. This research can be considered as qualitative research. The statistical population of the study consisted of two groups of academic directors and professors interviewed by semi-structured interviews. In this research, the aim of the study was to provide a model of governance in higher education, so some quality analysis methods, such as theme analysis, have been used to analyze the interviews. The findings of the research indicated that the final model of higher education governance was composed of nine factors: Political social Transparency, economic Transparency, administrative Transparency, social political Responsiveness, economic Responsiveness, administrative Responsiveness, Political social Partnership, economic Partnership and administrative Partnership.

Research on expectations and work preferences of millennium generation as a young generation of the workforce provides an insight to the managers that facilitates to formulate policies to absorb and retain this generation. Accordingly, the present study, by systematically reviewing the results of qualitative researches in this area, presented a list of work expectations of this generation and then, using the Shannon Entropy method, the order of their importance was highlighted. This research is descriptive in terms of purpose and is practical in terms of research type. The statistical population of the study consisted of 68 valid qualitative papers and theses, 21 of which were entered into the cross-synthesis process using a judgmental method. In order to measure the agreement between the two raters, the Cohen's kappa coefficient was used and the CVI index was utilized to assess the validity of the results and the validity and reliability were confirmed. The results showed that, respectively, work-life balance, opportunity for professional growth and development at work, having a fun and enjoyable work environment, flexible working time, challenging tasks, teamwork, supportive work environment, more salaries and benefits, and meaningful work are among the most important millennial job expectations.

Nowadays, competition in various business environments requires confrontation with plenty of opportunities and challenges. It is therefore necessary for the managers to apply some strategic control model for the purpose of predicting, effective strategic guidance of the organization as well as timely control and response to the movements of the rivals and environmental developments. Such a strategic control model should be able to turn the strategic control to a continuous, internal and ongoing stream in addition to guaranteeing the survival of the organization and realization of the organizational goals. The present research is an attempt to explain the pattern of strategic control with a self-control approach using qualitative research method and grounded theory. Data sampling has been made using purposeful and snowball sampling methods. Semi-structured interviews have been used as the tool for gathering data and data analysis has been carried out using grounded theory paradigmatic model. The results confirm that the main category is "implementation of strategic control in the organization with an internal look at strategic control (self-control)" which has been developed by the causal factors and a set of contextual and intervening elements that lead to two main organizational and individual outcomes through strategies.

Mum effect is the situation when a person decides to withhold important information for certain reasons. The main identity of the Mum Effect is the greater reluctance of the individual to give bad news about his desire to give good news and thus to be silent. The main purpose of the present research is to influence Hofstede culture dimensions on the employee performance and organizational communication given the impact of Mum Effect. The statistical population of this study is employees of governmental organizations in Semnan. According to Morgan table, a sample of 285 people was selected. Data gathering tool was a standard questionnaire (Hofstede, 1994; Ramingwong & Snansieng, 2013; Yildirim, 2014 and Koopmans et al., 2012). Structural equations’ modeling was used to analyze research data with Smart-PLS software. The results showed that power distance index, individualism, masculinity, uncertainty avoidance and long-term orientation have a positive and significant effect on the Mum Effect. Other findings of the research have a negative effect on the Mum Effect on employee performance with β (-0/488) and organizational communication with β (-0/514). What distinguishes this study from the studies of the dimensions of Hofstede''''s culture is that the present study emphasizes the role of the variable of Mum Effect that was neglected in previous research.
