We are living in an era that decentralization in administering countries is reckoned as the cause of many problems. In many societies, the increasing number of citizens and politicians believe that decentralization can make their society more stable, democratic and economically advanced. Therefore, the aim of this research is to examine the relationship between administrative decentralization and public governance and that how variables of public accountability and public trust can affect on this relationship. The research is a kind of descriptive study in type of survey. Statistical sample of the research included 300 people who were selected by multi-stages clustering sampling and based on Cochran's formula. SPSS software was used to measure the reliability of the questionnaire and implementing descriptive statistics. Structural equations modeling method and software of Amos and Lisrel were utilized to test the research's hypotheses. Results indicated that there is a relationship between administrative decentralization and public governance indirectly and through two moderator variables of public accountability and public trust.

The aim of this research is to identify and analyze success crucial factors for human resource development in health sector through exploring minds of participant by using Q methodology. The participants were 26 of experts and in charge people in health sector. The research concourse has been gathered from two resources: interview and literature and 44 of phrases have been selected as Q phrases sample. The obtained information from Q sorting was analyzed by Q factor analysis method. Distribution analysis showed that 9 of mental models can be recognized among participants that determines 76.212 % of total variance. The most explained variance is for the first mental model with the score of 14.161. Success crucial factors were recognized and prioritized based on these 9 models. At the end, mental models were named and interpreted metaphorically as below in a row: futurists of change follower, incitement adherents, specialists of effective hiring defender, occupational system adherents, stability's adherents in meritocracy, change in structure, adherents of cooperation and outlook revision, adherents of agency-structure, adherents of benchmarking and performance system adherents of ethics and quality of work-life improvement.

One of the valuable goal in the country's vision document of 20 years is to achieve higher scientific place in the middle east and neighbor zone emphasizing on software movement and science generation. In this respect, from a long time ago, universities have been considered seriously as one of the most power background of science and knowledge generation. Regarding that traditional universities don't have necessary and adequate efficiency for achieving software movement and science generation, so, the main aim of the present research is specifically design and explain virtual university model based on organizational elements. In terms of purpose, the research is an applied one that intends to conclude the study with designing virtual university model at payame Noor University of Tehran through mixed (quantitative and qualitative) approach. Results indicate that final research model (virtual university) included variables of management processes with two dimensions (supporting process, primary process), variable of information architecture with four dimensions (infra-structure, strategy, man, data) and variable of business architecture with 6 dimensions (environment, culture, centralization, complexity, formalization, technology) and moderator variable of trust in e-learning.

Business cynicism is one of the important phenomenon’s of business difficulties in present century. Many factors are effective in appearance of cynicism in businesses. In field of business cynicism and its effective factor, lots of studies have been accomplished but there is no comprehensive research that included all of these factors and finding the relationship between them. The aim of this research is recognition of effective factors on business cynicism and designing a model related to their relationship. The research is a mixed exploratory research including two stages: qualitative and quantitative-qualitative. In qualitative stage, first of all, effective factors on business cynicism (9 factors) were recognized by studying the literature of business cynicism and also using meta-combination method. The factors were classified in three categories of personal and individual factors (factors related to personality and individual and mental factors), organizational factors (bad organizational atmosphere, cynicism to organizational changes, injustice perception, poor performance and negative perception of managerial acts) and occupational factors. At the next step, the relationship between these factors was determined by interpretive-structural modeling and was analyzed integratedly. In the modeling stage, a questionnaire was used to get the idea of 15 experts of organizational behavior. Those were selected by snowball method. Results led to classification of effective factors on business cynicism and design a model out of the factors. The model shows the factors and the relationship and communication between them. At the end, interpretation of the model, analysis of model's levels and relationship between dimensions were done and solutions were suggested to prevent appearing of this phenomenon in organizations.

Organizations require different resources to keep up their survival and for optimum usage of these resources; they should become equipped to some abilities and fortify them. In viewpoint of managers, ability is organization's power for expanding capacities and tolerating limitations and inadequacy to achieve determined goals. The aim of this research is counting mechanisms that lead to organizational abilities improvement in public sector of Iran and prioritizing them according to their importance. The research is a mixed research; the means of interview has been used at the qualitative phase and the questionnaire was used at the quantitative phase. These mechanisms were ranked in terms of importance level by presenting a kind of classification of organizational abilities' improvement mechanisms. These mechanisms are as below in the manner of priority: mechanisms of psychological, processing, political and financial at the first rank: Mechanisms of human, culture, social and technological at the second rank and structural mechanisms at the third rank.

In the modern world, human resource is considered as the best competitive advantage of an organization and human has got importance in organizations' theory more than ever. Human resource can help organizations in competition just as it can be a serious barrier on the way of organization. Thus, the aim of this research is to study and examine the relationship between managers' narcissism and hypocrisy behaviors with the moderator role of managers' Machiavellian behavior in governmental organizations of Kermanshah City. The population of statistical universe included 4588 people that 355 of them were selected as statistical sample through using simple random classified sampling and Cochran's formula. A questionnaire, designed by the researcher, was used for gathering data that its' face validity was confirmed by professors and experts. To examine the questionnaire's reliability, Cronbach's Alpha was used. The research is an applied research in terms of purpose and is a descriptive and correlation research in viewpoint of gathering data. Correlation test and structural equations model available in Lisrel and SPSS software were utilized to analyze the questionnaire's data. Results showed that managers' narcissism has significant and direct impact on (0.74) on hypocrisy behaviors. Machiavellian behavior has significant and direct impact (0.66) on hypocrisy behavior, so the moderator role of Machiavellian behavior in the relationship between managers' narcissism and managers' hypocrisy behavior is confirmed.
