Islamic council is one of the basic and influential pillars of the urban management system in Iran, which have serious responsibilities. It can be accepted that the full realization of these expectations and missions requires the existence of several contexts, among which, the existence of an active and efficient administrative organization is considered one of the most basic requirements. This study has tried to design a suitable organizational structure for the establishment of this administrative organization for the Islamic City Council. To implement the present study, which is applied in terms of purpose and descriptive in terms of method and is considered as a case study, the qualitative approach and research strategy of "Grounded Theory" has been used; In addition, tools such as researcher-made forms, questionnaires, interviews and checklists were used to collect data. The validity and reliability of the questionnaire and interview questions have been confirmed by experts. The data required for conducting the present qualitative and descriptive research were collected from four sources (including study of legal documents; interview with informants; study of similar organizations and work study). The analysis of data was done with manual coding technique and based on these analyzes, while drawing a process map, a model of a suitable organizational chart was designed for the administrative organization of the Islamic Council of the city, which includes 68 organizational positions and most of it is in the form of a matrix structure and its other components are executable in functional structure. The findings of this study show that Islamic city council needs a kind of matrix structure in its administrative organization for achieving its goals and performing the missions.

The aim of this study was to investigate the effect of spiritual intelligence on stagnation in the career advancement of human capital with the moderating role of organizational climate in Payame Noor University of East Azerbaijan Province. In this study, the King (2008) model, Bardwick (1986) occupational stagnation model (1986), and Halpin and Craft organizational climate questionnaire (1963) were used for spiritual intelligence. The statistical population of this study consists of staff and professors of Payame Noor universities in East Azerbaijan province, which was obtained from 240 people as a statistical sample to complete a questionnaire to analyze the data and test the hypothesis. Data were analyzed using one-sample and independent t-test, analysis of variance, structural equation modeling and hierarchical multiple regression in SPSS and SMART-PLS software. The results of data analysis showed that the organizational climate moderates the relationship between spiritual intelligence and stagnation in the path of career advancement and its coefficient is negative. As a result, the interaction between organizational climate and spiritual intelligence leads to a reduction of stagnation in the path of career advancement.

Due to the latest advances in technology, governments pursued a way to make the government process more efficient by using technology and called it Electronic Government. Necessities such as transparency, agility, ease of access to services, and time and cost savings are what make governments interested in this issue and strive to implement e-government hardware and software. This research aims to design a model to measure the Electronic Government maturity in Lorestan Province. The designed model has 4 levels including web presence, government-citizen interaction, transaction, and integration. According to the research, it was found that the level of e-government maturity in Lorestan province has exceeded the first level whose main issue is the web presence, but at the second level, which is the interaction between government and citizens, there is not enough development in the field of e-government. Also, it was found that the organization is transitioning from level 2 to 3. In the present study, inferential statistical methods, including Pearson correlation test, linear regression, descriptive statistical indicators such as mean and standard deviation, and statistical methods such as Cronbach's alpha and exploratory analysis were used through SPSS22 software. Lisrel software has also been used to determine the fitness of the conceptual model of the research.

Dissemination and free access to information of government organizations with constant care and removal of obstacles related to it guarantees the health of society and the organization. Therefore, the phenomenon of self-censorship in the public relations of government organizations should be considered as one of the major obstacles in this direction. Recognizing and analyzing the causes and contexts of this phenomenon can be a necessary and important step in removing these obstacles. This study was conducted with the aim of in-depth study of the experiences of public relations managers of government organizations in Yazd. It wants to discover and identify their causes and motives in self-censorship. This research has been done in the framework of qualitative studies and in a phenomenological way. The reliability of the research data has been verified based on four criteria of validity; Portability; Verifiability; And reliability. The research findings were classified into 15 sub-topics and 4 main topics. The data show that four factors are influential at the individual, organizational, and extra-organizational levels, including insecurity and need, command-orientation, adherence to the prevailing discourse, and expediency. Considering the great impact of the mentioned factors on the views of public relations managers of government organizations in self-censorship, it can be concluded that facilitating the flow of information as one of the necessities of community development requires serious attention of officials and policy makers to the position and role of public relations.

Merit phobia is considered one of the organizational diseases in governmental organizations, which has hindered the favorable appointment process. Therefore, the purpose of this study was to design a managers' merit-phobia model in public organizations in Lorestan province. The present study was qualitative using the grounded theory method. Participants in the study were managers of public organizations in Lorestan province. Data were collected by using semi-structured interviews with 20 managers who were selected through the purposive sampling method. In the process of data collection and analysis, the grounded theory proposed by Strauss and Corbin was adopted. Six main categories and 45 concepts were extracted from the interviews. The findings revealed that conditions such as the weakness of the succession system, fear of losing position, traditional management systems, narrow-mindedness, partisanship, and lack of a decent career path cause the phenomenon of managers' merit-phobia. Factors such as unhealthy competition, politicization, greed, a relationship-oriented culture, and nepotism provide a background for managers' merit phobia. According to the findings, salaries and benefits, selfishness, dependence on power, and utilitarianism mediate this phenomenon, which leads to consequences such as dwarfism, reduced investment of knowledge and skills for the future, reduced efficiency and effectiveness, job boredom, degradation of the manager's social reputation, increased the employee voluntary leave, reduced organizational creativity, and lack of organizational progress. Finally, the study model was approved by experts.

This study aimed to provide a professional model of human resource management for the Ministry of Industry, Mines, and Trade in the period of 2017-2020. This research is applied-exploratory in terms of purpose and is a descriptive survey in terms of the method with a mixed-mode approach. The research statistical population consists of human resource management experts of the Ministry of Industry, Mines, and Trade in this field. In this research, the snowball sampling method was used and the data collection tool was interview and questionnaire. The grounded theory technique was used to analyze the collected qualitative data and the fuzzy Delphi technique was used in a quantitative part. In the suggested model, individual capacities and organizational-functional factors (recruitment and employment of professionals, training and improvement, performance appraisal, and compensation of services) were found as causal conditions; general and institutional organizational factors including strategic factors, structure, culture resources, and infrastructure as the governing platform; trans-organizational factors as intervening conditions; recreating the role of human resources and governing and legitimizing human resources as model actions and interactions and ultimately creating a competent and health-oriented ministry at the organizational level and growing human resources at the individual level are the implications of this model.

Everybody admitted that in present stressful and competitive situation, using traditional forms of organizations are unforgivable mistake. Hence, regarding new organizational features is an important worry of researchers. So, the aim of this research is to design project-oriented organization model (as a newfound organizational features) based on organizational performance. The research is an applied research in terms of purpose and an exploratory study that strives to accomplish designing a model for the organization in case study (academic jihad of Fars Province) using mixed approach (qualitative and quantitative). Results indicated that the research final model including project management with five dimensions (necessities of knowledge, risk, processing, human resource, governance and leadership) and two moderator variables of organization's project nature and organization's project technology. Out of dimensions of project management, risk management necessities have the highest priority in forming project-oriented organization model. In addition, based on the factor loading of the final research model, it is suggested to manager that attention to the used technology transfer in organization's projects, size and type of organization's project, incoming pressures to organization's project and necessities of risk management of the project should be their priority in order to design these kinds of organization.

Many background factors impress the failure or success of a project such as parent organizations. Parent organizations have different functions in front of its under-consideration projects that some of them are value creation and some are value destruction. This issue explains the importance of recognition of parent companies communication way to its subset projects. In this research that has done in two phases and based on mixed approach (quantitative and qualitative), at the first phase, it was tried to specify the parent organization communication way to projects by studying on 6 active-governmental project-oriented organization in oil industry and interview with 21 of top managers and project managers. According to the results of this phase, value creation function included supporting, central services and resources, integrating and synergy actions. On the other hand, value destruction function included value destruction functions arising from supporting, value destruction functions arising from resource presentation and central services (overhead costs), value destruction functions arising from synergy actions (resource scarcity) and value destruction functions arising from integrating actions (complexity). At the second phase of the research, studying 8 organizations out of 10 active project-oriented oil companies in Tehran, these functions were prioritized using survey method, the questionnaire and statistical sampling methods.

In order to improve and reinforce the country's administrative system, the countrywide services management law was ratified as the most comprehensive and important legal document related to administrative system in Iran. The law was notified to governmental organizations for implementation however implementing mechanisms of the law have not been considered. The countrywide services management can be effective when the appropriate form of its governance has been cleared carefully in each department. The right governance model is based on cooperation between government, private sector and civil society. The aim of present research is to specify that regarding law structure and implementing background of the countrywide service law which one of governance area has been effective on implementing process and also what is the best governance form of implementing countrywide service management law policies? Thus, descriptive and inferential analysis of data was concluded by IBM SPSS Statistics-22 software. At the end, in order to present the main research model, the ultimate and three-dimensional model was designed based on two elements of ambiguity and conflict through using fuzzy logic and code writing in Matlab. This model determines the most appropriate governance type in all three areas (employment and absorption, maintenance and education) of the countrywide services law policies.

Tend to designing and explaining domestic models in the human science area, is the truth that everybody accept. Then, designing the model of Jahadi Organization is the target of this research. For this purpose, in this research various qualitative and quantitative methods are exploited to design and verify this model. In this research, the model of Jahadi Organization is designed based on three steps as concept related literature review, semi-structured interviews and Delphi method. In the first step, based on Jahadi Organization related literature review, primary indicators of model were detected. At second step, based on semi-structured interviews by 10 Jahadi expert and based on the model assumptions, primary model of Jahadi Organization was designed. At third step, based on three rounds of Delphi method between 15 panel experts, the model of Jahadi Organization was verified. As a result, the model of jahadi Organization was designed by three dimensions (structural dimension, behavioral dimension and content dimension), 12 pillars and 37 indicators.

This paper aims to make metaphor for personnel behavior of Iranian public organizations by qualitative method. In this order, two studies were constructed. In the first study, we surveyed people experiences from organizational life and behavior according phenomenology strategy. 43 people from middle managers of public organization were selected by snowball sampling method and Semi-structured interviews were performed to reach theoretical saturation. Texts of the interviews performed were categorized and encoded in units of thought and they were finally classified in theme classes according to making descriptive metaphor. In the second study, in order to explore nature of experiential behavioral metaphor and its positive and negative main impact and particularly result validity of first study, we used Delphi technique from 7 experts included faculty members of university. The research findings explain the behavioral metaphor in the form of five behaviors: cognitive behavioral, political behavior, structural behavior, social behavior and adaptive behavior.

Ambiguity surrounding the concept of competency, as one of the basic concepts in human resource management, is a challenging issue that have been raised by many scholars. The aim of this article is to address this issue, reduce ambiguity of this concept and take steps towards clarifying this concept. For this purpose, conceptual analysis approach, proposed by Suddaby (2010), was used. According to this approach, by conducting four operations on a concept, it can be made clear: 1. providing a proper definition of the concept, 2. analyzing the space, time, and value scope of the concept, 3. demarcating the proposed concept by examining its relation with related concepts, and finally 4. analyzing and displaying logical consistency of the proposed concept and applying it in relevant theoretical frameworks. Based on this conceptual analysis approach, the paper first reviews past efforts made to clarify the concept of competency and then analyzes this concept according to each of the four pillars of conceptual clarification. Finally, a conceptual model is presented based on conducted analysis.

The purpose of this study is to identifying factors affecting workplace friendship. The study type is developmental and mix method. To extract factors, ethnography methodology was used. In quantitative section of this study, to approve the extracted model from qualitative section, researcher-made questionnaire was used. To identifying sample size, the structural equation modelling (5q≤ n≤ 15q) formula was used. With regard of questions of the questionnaire, 315 individual were selected for sample size and questionnaires were distributed among them. Questionnaire validity was approved with content and structural method with structural equation pattern and its reliability was approved through Cronbach alpha. Data analysis in qualitative section was done with Braun and Clarke (2006) thematic analysis. The result of qualitative section shows that individual, organizational and ultra-organizational factors affecting workplace friendship. The result of quantitative section shows that individual factors with 0.91, organizational factors with 0.21 and ultra-organizational factors with 0.5 percent affecting workplace friendship.

Public organizations as the main elements in the policy implementation process, have to collaborate with different institutional actors. According to the multi-dimensional nature of public problems, the collaboration between public organizations is the cornerstone of failure or succession of policy making and implementation. Without inter-organizational coordination, policy implementation will face to many challenges. The study aims to explore the barriers of collaboration among public organizations in Iran. Unfortunately in Iran, there are few studies which conducted about inter-organizational between public organizations, in particular, the barriers of inter-organizational in public sector. This research is carried out in a qualitative method and hope to develop the coordination methods and practical guidance for Iranian public organizations. This leads to inter-organizational coordination as a mechanism to help policy implementation in Iran. Organizational, inter-organizational, legal, administrative, political, social or cultural, environmental barriers are derived from this research.

The concept of dreams is often indirectly used in many branches of organization and management studies. Dreams are not controlled, but to some extent applicable and are the source of individual creativity to improve organizational change. Therefore, this research intends to study the guidance of employees' dream to develop human resources in governmental organizations. The purpose of this research is applied and in terms of collecting data from survey type-exploratory. The data used in this research is of a qualitative type, which was collected through interviews with experts and supervisor levels of the staff of Tehran University. The statistical sample of the study consisted of 16 experts and supervisory levels of Tehran University faculties (saturation limit) selected by snowball method. To analyze the data obtained from the interview, the theme analysis was used and finally, the four main themes of "creating dream, fostering a dream, organizing a dream and a hierarchy of dreams" were identified.

The purpose of this study is to investigate solutions to improvement of social, political, technical and administrative feasibility and assessment of the government's public policies in area of high education through evidence-based policy making approach. In terms of methodology, this study is a survey (non-experimental) one. The data was collected through a questionnaire. Results from analysis of collected data from 140 policy makers and higher education experts revealed that utilizing statistical evidence in compiling, executing and evaluating the government's policies in area of higher education makes improvement of political, technical and administrative feasibility and assessment of these policies. Moreover, lack of up-to-dated information and statistical evidence, difficult access to them, lack of on-time statistics' broadcasting, incomprehensible produced statistics, and lack of possibility of comparing available statistic with previous ones and etc. are the most important problems and difficulties of utilizing statistical evidence-based policy making approach.

Everything that involves the participation of citizens is formed in a context that is surrounded by common categories, and regardless of them, the participation of citizens is difficult to happen. The purpose of this study is to design a comprehensive model of citizen participation in Tehran. The research method is qualitative and the current situation is modeled based on the Glaserian approach from the strategy of grounded theory. Along this line, semi-structured interviews were conducted with 19 citizens, city managers, and experts in the field of citizen participation who were selected in the form of snowballs. The Glaser side is introduced and modeled. "Lack of citizen-centered approach in the municipality" was introduced as a central phenomenon and 12 categories were introduced as sub-categories. The result is that to increase citizen participation, Tehran Municipality must reform the attitude of its human resources, especially managers and policymakers, and show this change in attitude in practice and the municipality to become a participation-oriented organization, and help to change this attitude citizens to prepare the ground for their presence in the field of urban participation and strengthen the central participation of the municipality and urban management, with the suggestions presented at the end of the article, to fill the gaps.

This research was conducted with the aim of evaluating and analyzing the factors affecting talent management in the National Petrochemical Industries Company, using structural equations. This research is of mixed exploratory type and part of descriptive-survey researches. Researcher with quantitative and effective approach to management and research of institutions, researches, current and future, as well as with purposeful sampling and snowball method, field and purposeful interviews with 18 university professors and petrochemical industry specialists, has collected information. Then; using the 3-step Delphi technique and descriptive statistics indicators; Dimensions, components and final indicators (58 indicators, 15 components and 5 dimensions) were extracted.Then, the researcher has analyzed quantitative data using structural equations and tested the indicators, components and dimensions affecting the talent management system in the National Petrochemical Company. The statistical population of the research includes the employees of the National Petrochemical Industries Company, consisting of 368 people, based on the Cochran sample size calculation formula, 188 people were selected as a random-stratified sample. In this research; in order to determine the reliability of the test, Cronbach's alpha and Bisection method were used, and confirmatory factor analysis was used to check the construct validity.The findings show that there is no significant difference between the current and desired talent management situation in the National Iranian Petrochemical Industry Company in all dimensions.

Starting point of implement various HR systems such as talent management and succession planning in any organizations is identifying needed competencies. To identify the competencies needed for cultural organizations effective management; this study conducted in two phases of design and validates the model. In a situation where we are witnessing the increasing growth of network-based services and systems, with all processes being limited to information and communication technology platforms, some people called netocrats in organizations with domination in databases, communication platforms and computer networks and application systems, they can create intangible and managed dependence in organizations. The current research is in the positivist and critical group as a paradigm, and it was carried out with a mixed (qualitative and quantitative) and systematic Grounded theory method. Data were collected in the qualitative phase using semi-structured interviews with 17 organizational and academic experts. In the data analysis with the coding method following the constant comparison of concepts, 246 conceptual codes were extracted and similar items were categorized in 32 categories and then based on Strauss and Corbin's model in six dimensions of central phenomenon, causal, contextual and intervening conditions and strategies and consequences, were placed. Then in the quantitative stage, with a statistical sample of 350 people and using confirmatory factor analysis and structural equation method, the model was confirmed by SPSS 26 and Amos 26 software. Applying the results of this research will develop, improve and establish psychological security for the organization and managers along with the simultaneous benefit of new technologies as well as the knowledge and expertise of netocrats.

In recent years, researchers have discovered the importance of organizational voice in improving managerial decisions and also, the impact of paternalistic leadership on organizational voice. The aim of present research is to study the relationship between paternalistic leadership and organizational voice emphasizing on the moderate role of knowledge sharing of employees at branches of Saderat Bank in Golestan Province. Research method is descriptive, correlation survey one and statistical universe included all employees at branches of Saderat Bank that were about 600 ones. Statistical sample were calculated about 234 people proportionate to the number of the universe using Kerjesi and Morgan table by classified random sampling. Research data has been gathered through field and library method. The main means for gathering data was standard questionnaire. Validity of the questionnaire was confirmed by Cronbach's Alpha. In addition, to analyze data, structural equations modeling by PLS software has been used. Results showed that factors of benevolent leadership and ethical leadership have positive and significant impact on organizational voice but authoritarian leadership has no impact on organizational voice. Also, knowledge sharing does not moderate the impact of authoritarian leadership and benevolent leadership on organizational voice but it has the moderator role in impact of ethical leadership on organizational voice.

The purpose of this study was to investigate the mediating role of socialization and organizational identity between spiritual leadership and employees’ performance in the Islamic Revolutionary Guard Corps. This study is applied in terms of purpose and descriptive and survey in terms of method. The statistical population is the Sepah employees of one of the western cities of Iran, and 112 people were selected as a statistical sample by simple random sampling. The research data were collected through standard questionnaires. Data analysis and fitting of the conceptual model with experimental data were done by structural equation method and PLS software. The findings showed that the variable of spiritual leadership directly explains 13.8% of changes related to employees’ performance and indirectly through the mediating variable of socialization to the extent of 63% and through the mediating variable of organizational identity to the extent of 29% affects the variable of performance. The total direct, indirect, and mediated effects of spiritual leadership on socialization and employees’ performance were 0.77, and the total effect of spiritual leadership on organizational identity and employees’ performance was 0.43. The value of variance accounted for (VAF=0.82) also showed that the influence of mediating variables is strong and the intensity of indirect effects is high. Based on the findings, the indirect effect of spiritual leadership on Sepah employees’ performance was confirmed through the variables of socialization and organizational identity. Also, the results showed that spiritual leadership has an impact on employees' socialization and organizational identity, and socialization and organizational identity have a significant effect on employees' performance.

The main objective of this experimental study is to determine the effect of the weakness of internal controls, the audit report of the previous year, and the ownership structure on the auditor's change and the delay in the audit report. The statistical population of this research is the companies accepted in the Tehran Stock Exchange. The data of this study consisted of 1860 years of the company from 2006 to 2018. The research method is correlation and causal hypothesis and hypothesis testing method, correlation test and regression. The results of this study showed that the weakness of internal controls has a significant effect on the auditor's change and the delay in the audit report. Therefore, the significant impact of the ownership structure and audit report of the previous year on the auditor's change and the delay in the audit report was not observed.
